PHASE 1: STAKEHOLDER ENGAGEMENT for PRE- SCOPING IN ITALY 33 1 METHODOLOGY In preparation for the Route Alternatives Assessment and Scoping phases and as a first step in launching the Project locally, TAP organised a series of introductory meetings with concerned authorities of Italy to present the Project and request their support. These meetings were important in order to ensure buy-in and future support of the relevant stakeholders towards the project. The engagement described in this report was carried out within Pre-Scoping, which represents the first phase of ESIA. The consultation took place between 2006-2008. The main goals of this phase of engagement was to ensure that adequate and timely information is provided to the authorities so that any issues are raised and considered early in project planning process. The following table summarises the phases of stakeholder engagement and progress to date. Table 1.1 Phases of the SEP Italy and Progress to Date Phase Phase 1: Pre-Scoping Completed/ Planned Completed Phase 2: Route Alternatives Assessment Planned Phase 3: ESIA Scoping Planned Phase 4: Main ESIA Phase Planned Phase 5: ESIA Finalisation and Disclosure Planned Phase 6: Ongoing Engagement Planned The Trans Adriatic Pipeline (TAP) aims to support Europe in achieving its strategic goal of securing further gas supplies and boosting its ability to meet its growing energy needs. TAP offers a realistic opportunity in the form of an additional gas transportation route which will open a new southern gas corridor to southern and central Europe. The 520-km-long pipeline will start in Greece near Thessaloniki1, cross Albania and the Adriatic Sea and come ashore in Italy near Brindisi2, allowing gas to flow directly from the Caspian basin and Middle East into European markets. The Trans Adriatic Pipeline is designed to offer optimum efficiency and flexibility. It is technically well underway with a number of feasibility and preliminary environmental studies already completed. The pipeline will have a gas transportation capacity of 10 bcm per annum, expandable to a capacity of 20 bcm per annum, which will contribute to filling the gap in Europe’s growing demand for energy. The TAP Project is currently the only pipeline project that offers flexible marketing opportunities to shippers, a factor that underscores its long-term economic viability. 1 Please note that this SEP was developed before TAP decided to expand further to the Greek-Turkish border in the East. 2 In 2008, when this SEP was developed, the area near Brindisi was being considered as potential pipeline landfall point in Italy. 33 33 Stakeholders consulted Name of Stakeholder Contact Type of engagement activity Participants (TAP/ILF/ERM) Specific discussion Areas Timing Regione Puglia • Face to Face (FTF) • • TAP Project presentation, selection of alternatives Actions required for the Project approval December 6th, 2006 • Presentation of the TAP Landfall & Onshore Section Report February 8th 2007 J.
