TRAFFIC CONTROL
PART 1
1.01
GENERAL
SUMMARY
A. General requirements for the supply and execution of Traffic Control necessary to complete
the Work including but not limited to: construction parking control; flagging, signs and other
traffic control devices; haul routes; and removal of traffic control devices.

A. The publications listed herein form a part of this Specification to the extent referenced. The
publications are cited in the text by basic designation only. During implementation, the most
recent version of the publication and test method shall be used in all cases.

1.03
SUBMITTALS
A. Prior to commencing Work, the Contractor shall submit a Traffic Control Plan prepared in
accordance with this Specification for review by the Construction Manager. Traffic Control
Plan shall be submitted per the requirements of Section 01 33 00 – Submittals.
B. All flaggers and spotters shall possess a current flagging card. A copy of the flagger’s cards
shall be provided to the Construction Manager prior to commencing Work.
1.04
GENERAL
A. Keep all roads, sidewalks, and parking areas, that are not part of this Project, usable at all
times.
B. The Contractor shall provide flaggers, signs, and other traffic control devices not otherwise
specified as being furnished by the City. The Contractor shall erect and maintain all
construction signs, warning signs, detour signs, and other traffic control devices necessary to
warn and protect the public and City personnel at all times from injury or damage as a result
of the Contractor’s operations. No Work shall be done on or adjacent to the above locations
until all necessary signs and traffic control devices are in place.
C. The Contractor shall coordinate all Work to avoid conflict with the City’s operations on the site
or private or commercial hauling to other Solid Waste and Water Utility activities on the City’s
industrial area. The Contractor shall supply all equipment and labor necessary to achieve
this, and acceptable to the Construction Manager.

D. Flaggers, signs, and other traffic control devices shall be used for the safety of the public, the
Contractor’s employees, and the City’s personnel and to facilitate landfill operations.
E. Upon failure of the Contractor to immediately provide flaggers; erect, maintain, and remove
signs; or provide, erect, maintain, and remove other traffic control devices when ordered to
do so by the Construction Manager, the Construction Manager may, without further notice to
the Contractor, perform any of the above and deduct all of the costs from the Contractor’s
payments.
F. The Contractor shall be responsible for providing adequate flaggers, signs, and other traffic
control devices for the protection of the Work and the public at all times regardless of whether
or not the flaggers, signs, and other traffic control devices are ordered by the Construction
Manager. The Contractor shall be liable for injuries and damages to persons and property
suffered by reason of the Contractor’s operations or any negligence in connection therewith.
G. Contractor shall advise the Construction Manager a minimum of two weeks prior to
implementing any road closures or diversions.
1.05
CONFORMANCE TO ESTABLISHED STANDARDS
A. The Contractor shall provide all necessary barricades, lights, signs, signals, etc., for the
protection of the workers and the public, as established by the OSHA Construction Safety
and Health Regulation 29 CFR, Part 1926, Subpart G, Signs, Signals, and Barricades, and in
Subpart P-Excavations, trenching, and shoring.
B. Flagging, signs, and all other traffic control devices furnished or provided shall conform to the
standards established in the latest adopted edition of MUTCD published by the U.S.
Department of Transportation and the Modifications to the MUTCD for Streets and Highways
for the State of Washington.
1.06
TRAFFIC CONTROL PLAN
A. The Contractor shall prepare a Traffic Control Plan describing their method of performing in
accordance with the requirements of the Contract Documents.
B. The Traffic Control Plan shall accommodate all elements of the Work required for completion.
C. The Traffic Control Plan shall specifically highlight the impact of the Work, if any, on the City’s
landfill operations. Impacts shall include, but not be limited to, road closures, partial road
closures and when construction traffic will be required to operate on the same haul roads as
City Landfill Operations.
D. If the Contractor’s traffic control methods vary from those shown on the Drawings, the
Contractor shall propose a modification by showing the necessary construction signs,
flaggers, and other traffic control devices required for the project.
E. The Traffic Control Plan shall include procedures for deliveries to the site, including but not
limited to, site access restrictions, Contractor escort of delivery vehicles when on the site, and
sign in and sign out procedures.
F. The Contractor shall obtain any approvals of traffic control plans required by local
jurisdictions.
PART 2
2.01
PRODUCTS
FLAGGING, SIGNS, AND ALL OTHER TRAFFIC CONTROL DEVICES

1. The Contractor shall furnish all personnel for flagging, escorting, and for the setup and
removal of all traffic control devices and signs.
2. Contractor shall furnish temporary traffic control devices and construction signs
necessary to control traffic during construction operations.
3. Flaggers and spotters shall have a current certification (flagging card) acceptable to the
State Department of Labor and Industries (WAC 296-155-305). Workers engaged in
flagging or traffic control shall wear reflective vests and hard hats.
B. Construction Signs:
1. The Contractor shall provide the posts or supports and erect and maintain the signs in a
clean, neat, and presentable condition until the necessity for them has ceased.
2. All non-applicable signs shall be removed or completely covered with either metal or
plywood during periods when they are not needed. When the need for any of these signs
has ceased, the Contractor, upon approval of the Construction Manager, shall take down
these signs, posts, or supports. All posts or supports shall be removed from the project
and shall remain the property of the Contractor.
3. Signs, posts, or supports that are lost, stolen, damaged, destroyed, or those the
Construction Manager deems to be unacceptable, while their use is required on the
project, shall be replaced by the Contractor without additional compensation.
PART 3
3.01
EXECUTION
CONSTRUCTION PARKING CONTROL
A. Contractor employees shall only park in the area designated on the Drawings. Contractor
shall maintain vehicular access to and through parking areas. Prevent parking on or adjacent
to access roads or in non-designated areas.
3.02
HAUL ROUTES
A. Flaggers shall be required for all Work that disrupts City hauling operations.
1. Any Work adjacent to the West Perimeter and South Perimeter Road will require 2-man
flagging
B. Drawings indicate haul routes designated for use of construction traffic.
C. Confine construction traffic to designated haul routes.
D. Provide traffic control at critical areas of haul routes to regulate traffic and to minimize
interference with landfill operations.
3.03
REMOVAL
A. Remove equipment and devices when no longer required. Restore surfaces to original
condition.
