Position Summary
Position is responsible in planning, developing, implementing, and supporting the Local (LAN) and Wide
Area Network (WAN) for UWSP. Includes the design, support and maintaining of the campus wiring
plant and all related electronics to support voice, data, and video applications.
Position provides planning, design, configuration management, consulting and support for UWSP’s
telecommunications infrastructure. Includes documentation, maintenance and upgrades to the campus
telephone (PBX), voice processing system, and supporting equipment for voice and data.
Incumbent communicates and escalates network infrastructure/telecommunication related issues and
serves as a technical liaison to affiliates. The position is accountable for proper and comprehensive
documentation of systems and reports to the Assistant Director of Technical Operations.
Duties/Responsibilities

Telecommunications System Support
Install, test, maintain, and repair two and four-wire special circuits, such as Code Blue phones
and alarms to ensure continuity of essential services.
Analyze, repair, install, and maintain coaxial cable, twisted pair, fiber optic cables, node cables,
and buried drops and the associated data equipment ensuring their integrity.
Operate and interpret transmission measuring sets, test sets, cable fault/locator detector, PBX
input/diagnostic terminal and data circuit analyzer.
Maintain and upgrade the campus telephone (PBX), voice processing system, and supporting
equipment for voice and data.
Analyze, diagnose and resolve telecommunication problems.
Install and move jacks for campus users for voice and data communications. Determine cable,
wire and equipment needed to accomplish services requested.
Identify different types of cable terminations using standard color codes at the cross connect
field.
Make cross connect and jumper changes to premise wire to ensure signal continuity for
voice/data.









Interconnect circuits to PBX or at local telephone company demarcation.
Locate cable, conduits, access panels and manholes for the entire UWSP cabling infrastructure.
Install building riser cable ensuring proper bonding and grounding of inside and outside plant
cable.
Maintain equipment and analyze operational malfunctions with test devises to locate and
diagnose nature of defect and determines the repairs to be made.
Interpret hardware and software diagnostics reports and trouble alarms and take corrective
action to prevent further service degradation.
Update and maintain UWSP’s automated cable management system (NIS), including adds,
deletes, moves and changes.
Update and maintain UWSP’s voice/network floor plans. Accuracy is critical for E911 purposes.
Train student staff on the use of the Cable Management System.
Network Infrastructure and Support
Install networking hardware such as routers, switches, bridges, and managed network hubs to
allow access for campus users to services to campus, both local and remote.
Coordinate network design with the Network Administrator to develop, support, and facilitate
LAN and WAN services to all campus agencies.
Assist the Network Administrator in the configuration of the campus networks.
Diagnose and correct complex network problems using tools and techniques, such as network
management systems software and portable line monitoring.
Responsible for wiring layout and design for each campus building.
Complete the design work for campus wiring projects on new buildings, additions, and
remodeling projects.
Ensure proper allocation and retention of adequate reserve capacity of network resources.
Liaison to outside vendors for their work on cabling/infrastructure projects.
Plan and secure locations for MCC (main communications closet) and ICC (intermediate
communications closet).
Troubleshoot and repair problems with wiring and related electronics.
Work with Physical Plant personnel to maintain campus signal system by identifying existing and
newly installed cable within that system. Continue to monitor the use of this infrastructure,
preparing for additional uses of the fiber optic cabling, especially the campus backbone.
Continue to expand the network backbone to allow for increased bandwidth need, utilizing state
of the art switching and routing technologies.
Miscellaneous Duties
Work with other UWSP departments and outside vendors to resolve line or equipment problems
as needed.
Maintain troubles called in to the Telephone Support Office for voice communications in the
work order system.
Maintain inventory for voice terminals.
Coordinate and update voice and data communication technical documentation and databases.
Maintain part inventory for telephone switch spare parts and assist in the accuracy of the
telephone inventory.
Keep current on industry trends in telecommunications and network infrastructure.
Attend training courses and seminars as needed.

Technical Skills and Abilities







Extensive experience in installing and supporting voice and data communication equipment.
Extensive experience in supporting LAN (local area network) and WAN (wide area network)
infrastructure.
Extensive experience in design and support for telecommunications infrastructure and systems.
Proficient using hand and power tools.
Effective and comprehensive echnical and user documentation.
Experience working with AutoCAD.
Proficient in Microsoft Office applications.
Physical Requirements









The ability to work in small, or confined, spaces with manual dexterity of small tools and low
levels of lighting.
A clear scientific thought process is required for troubleshooting of the telephone switch, voice
mail, and network operations.
The ability to operate basic office equipment, such as a PC and printer.
The ability to coordinate eyes, hands, feet and limbs in performing tasks.
The ability to perform light physical activity, which may involve some lifting, carrying, pushing
and pulling of objects weighing twenty-five to fifty pounds.
The ability to use ladders and walk stairs/distances throughout the institution.
The ability to travel for professional development and training.
The ability to recognize and identify similarities or differences between characteristics of colors,
shapes and sounds associated with job-related objects, materials and tasks.
The ability to operate hand tools, power tools, voice/network wiring and testing instruments for

codes, regulations or practices of UWSP.
