Invitation for a tender:
Provision of internet service to Johanniter South Sudan program

1) Introduction
Johanniter International Assistance is part of the German NGO Johanniter-Unfall-Hilfe e.V.,
founded in 1952. Globally, the organization focuses on three areas: primary health care, disaster
response and preparedness, and rehabilitation programs for people with physical disabilities.
The overall objective of Johanniter in South Sudan is to contribute in the efforts to the Ministry of
Health to reduce mortality and morbidity of mothers, children and other vulnerable group. The
interventions are aimed to improve access to quality primary health care and improved nutritional
status of children under five, pregnant and lactating women and other vulnerable people. Improved
access to water, sanitation and hygiene is also an essential part of Johanniter’s programming in
South Sudan.
Johanniter has secured funding from the German Government for 3 years (BMZ/ESUH), to reduce
morbidity and mortality due to malnutrition through an integrated approach of food security and
livelihood, hygiene and sanitation and nutrition interventions. The approved budget has a provision
to procure internet services, reason why we are issuing out this Invitation to Tender.
2) Specifications of internet service:
Lot 1: Juba
Recommended bandwidth for Juba office at least 256 kb/512 kb with shared on a ratio 1: 4;
8 User
Lot 2: Wau office
Recommended bandwidth for Wau office at least 1024 kb/7,168 kb; 10 User
Lot 3: Nagero office
Recommended bandwidth for Nagero office at least 172kb/688kb; 4 User
Lot 4: Tambura office
Recommended bandwidth for Tambura office at least 172kb/688kb; 4 User

3) Scope of Quotes:
Quotation should be on DAP “Delivered at Place” (Incoterms 2010), Juba, Wau, Nagero and
Tambura in South Sudan and should include the cost for installation including materials and
labour and commissioning.
Note: The quotation should clearly indicate the warranty (nature and duration).
4) Submission of quotes:
Interested suppliers may submit their quotes using one of the means advised below:

For online Submission, the same marking and labeling like above MUST be contained in the
Subject line of the email and the attachments MUST be in PDF format strictly.
Hard Copy Submissions MUST be contained in securely sealed envelopes, clearly marked
and labeled as follows:

5) Submission deadline:
The deadline for submission of quotes shall be 31th December 2015, 12:00am. Any late
submission shall be rejected. Johanniter reserve the right if all suppliers have replied
Johanniter will close the tender earlier.
6) Terms of trade and details of quotes:
Currency:
Quotes should be drawn in US Dollars Strictly
Delivery:
Delivery shall be made DAP “Delivered at Place” (Incoterms 2010), at
Johanniter South Sudan Office in Juba, Wau, Nagero und Tambura in South
Sudan. The successful supplier is required to delivery within 30 days from
date of Order.
Payment:
Payment shall be made via TT or Bank Cheque within 30 days from date of
completion and acceptance of delivery.
The client will withhold a retention fee of 10 % of the contract sum payable to
the supplier after six months from the date of handover to allow the client to
observe for any defects in works. In case defects are observed in this period,
the contractor will be required to make them good before the retention fee
can be paid out.

7) Award of Order:
Johanniter International Assistance South Sudan is not obliged to award the order to the
lowest priced quotation or any supplier. Johanniter International Assistance is the best value
for money. A comprehensive evaluation criteria (including but not limited to;
comprehensiveness of quotation, proposed delivery terms, indicated quality details,
warranty period and nature, plus price), shall be followed in determining the supplier to
whom the order shall be awarded. The decision of Johanniter International Assistance South
Sudan’s Procurement Review Committee shall be final.
8) Requests for clarifications:
Any request for clarification must be made in writing and addressed to the following email
address: Manfred.emmerling@thejohanniter.org, and should be received before or not later
than 31st December 2015, 12:00am.
Clarifications will be given within 24 hours from receipt of such request
