Introducing… A Comprehensive, Competency-Based Leadership Development Program Fully Prepared to Lead Sponsored by the Office of Talent Management | Learning and Talent Development www.ohrd.wisc.edu Updated: June 4, 2015 UW-Madison Office of Talent Management | Learning and Talent Development FULLY PREPARED TO LEAD “LEADERSHIP IS MOBILIZING SELF AND OTHERS TOWARD A COMMON GOAL FOR BETTERMENT OF THE ORGANIZATION” Leadership, which can be viewed as either a role or a function, is the process of mobilizing and leveraging human energy to accomplish a goal. In this context, individuals who do not formally supervise or manage people can be leaders. Participation is not limited to those in formal supervisory or management roles; it is open to all who desire to participate. Beginning in July 2009, participation was opened to everyone. PROGRAM OVERVIEW Inspired by the Administrative Process Redesign Project (APR), Fully Prepared to Lead is a comprehensive, competency-based leadership development program designed to help individuals master the knowledge, skills, and tools for successful leadership. Competencies (knowledge, skills, and mindsets) needed for effective leadership have been carefully researched and identified. Competencies are organized into learning modules so that they can be effectively taught and learned. Learning modules are offered in a variety of styles: classroom courses, coaching sessions, self-study courses, and independent learning projects. PROGRAM FEATURES The Fully Prepared to Lead program was designed to incorporate these key features: Comprehensive: Currently, twenty learning modules have been developed. Others will follow as leadership trends and issues emerge and change. Integrated Curriculum: All learning modules have been developed to ensure that the curriculum is integrated and that concepts and principles reinforce each other. Competency-Based: Competencies provide the most effective way to design, facilitate, and measure learning outcomes. Variety of Instructional Approaches: Classroom, self-study, independent learning projects, and coaching sessions provide variety for a range of learning styles and approaches. Certificate of Completion: Either a general leadership certificate or certificate of competency is available to those who successfully complete and demonstrate mastery of designated foundation learning modules and related projects. Respectful and Inclusive: A key value of the Office of Human Resource Development is to treat people in an inclusive and respectful manner. This program demonstrates these values. PROGRAM PARTICIPANTS Fully Prepared Lead courses are open to both those who want to participate in only select individual learning modules, as well as to those seeking a certificate/credential. Professional Development Participants Participation in Fully Prepared to Lead is open to individuals interested in enhancing their professional skills but not interested in earning a certificate. Professional development participants may take as many modules as they desire, except independent learning and capstone modules. If professional development participants want to apply credit for modules taken toward a certificate at some future date, they will be required to demonstrate mastery of the competencies identified for those modules. Fully Prepared to Lead Updated June 2015 2 UW-Madison Office of Talent Management | Learning and Talent Development FULLY PREPARED TO LEAD Certificate Participants In addition to enhancing their leadership knowledge and experience, individuals may seek tangible evidence of successfully completing a comprehensive leadership development experience. These individuals will complete a specified number of modules, and complete a major capstone project. They will also demonstrate mastery of the competencies and objectives. LEADERSHIP CERTIFICATES Two types of certificates are available: 1. General Leadership Certificate. A General Leadership Certificate is available to individuals who successfully complete required learning modules, a capstone project, and electives totaling at least 50 hours of instruction. For individuals opting not to do the capstone project, 60 hours of instruction are required. 2. Certificate of Leadership Competency. Individuals who successfully complete 50 hours of instruction, a capstone project, and pass written and behavioral competency exams will be awarded a Certificate of Leadership Competency. The Certificate of Competency is the highest level of achievement in the Fully Prepared to Lead program. Participants earning this certificate will be given a letter of reference attesting to the competencies they have mastered in the program. LEARNING OPTIONS Competencies needed for effective leadership are organized into learning modules offered in a variety of modalities: classroom courses, coaching sessions, self-study modules and independent learning projects. Each module has a specified set of learning objectives and competencies. Certificate participants will be expected to demonstrate mastery of these objectives and competencies before being considered to have successfully completed that module. Approaches used to demonstrate mastery will vary depending upon the learning module. For example, modules that are conceptual in nature will use exams and case analysis. Skill-based modules will use simulations and demonstrations. Independent learning and project-based modules will use outcomes, professional references, and input from others who can attest to competency mastery. Classroom Modules Classroom modules focus on concepts, principles, and techniques related to leadership. Classes are three (3) hours in length and are scheduled in the morning or afternoon. Classes are typically held in 220 Ingraham. Coaching Modules Coaching modules focus on developing and enhancing skills. It is recommended that participants register for these courses a week prior to the event. Pre-session materials are sent to participants electronically a week before the workshop. Participants are expected to review the pre-session materials prior to the coaching session. The courses are approximately four (4) hours in length, including pre-session work and coaching session. Coaching modules are held in 220 Ingraham Self-Study Modules Self-study modules are scheduled on a regular basis. Materials are sent electronically three (3) days after the registration deadline. Registrants must successfully complete and return the course assignment in order to get credit for that module. Registrants will have 30 days to complete the module. (An extension may be granted for extenuating circumstances.) Independent Learning Project Modules Independent learning projects are only available to individuals enrolled in al leadership certificate program. Instructor permission is required and the student and instructor will mutually determine expectations and completion dates for these modules. Capstone Project The Focus on Results—Capstone Project Module is designed to allow participants to integrate knowledge and skills presented in the program into their overall leadership style. Before taking this module, individuals must have declared their intent to be in a certificate program and have accumulated at least 35 instructional hours in the Fully Prepared to Lead program. The Capstone Project is designed to bring closure to the Fully Prepared to Lead development experience. The relevant certificate is awarded. General Leadership Certificate participants must have completed either the Capstone Project and accumulated at least 50 instructional hours (or 60 in lieu of the Capstone Project). Certificate of Leadership Competency participants must have completed 50 instructional hours, the Capstone Project, and passed both written and behavioral exams. Instructor permission is required for this course. PROGRAM LENGTH It will typically take six to nine months to complete the one of the Leadership Certificates. Those participants who desire a more leisurely pace will have two years from the time of initial enrollment to complete a leadership certificate. PROGRAM REGISTRATION, COST/FEE All modules required for the general leadership certificate are free to all University of Wisconsin-Madison Employees. There may be a fee for some elective modules if outside resources are used. Sessions on Special Topics Periodically sessions on special topics will be offered in a classroom setting. These topics will explore contemporary and emerging leadership issues. While open to all, certificate participants will be given registration priority. Transferring Hours from Other Courses Certificate Program participants may transfer credit for similar courses taken in other comparable leadership or management development programs. The maximum number of hours that can be transferred is limited to ten (10). The Office of Human Resource Development will determine the number of instructional hours granted for transferred courses. Participants may need to demonstrate mastery of the competencies learned in transferred courses to receive credit.
