To provide assistance in office works in the office of Senior Marine Engineer, Marine Engineer and site office and stores of Marine Engineering division. 2. Maintenances of Electrical equipment, lightings, and Batteries for the floating crafts and assist in Mechanical and Marine maintenances. The tender papers for the above work shall be available in the office of the Senior Marine Engineer, Admn. Building, Paradip Port Trust, Paradip– 754142 during office hours from 05/01/2012 to 30/01/2012 on payment of 5000/-(Rupees Five thousand) only (non refundable) in the form of DD or Banker’s cheque from any nationalised bank in favour of FA&CAO, PPT payable at Paradip. The last date of submission of tender documents duly filled in and signed along with EMD amount is 1530 hrs, on 31/01/2012 and shall be opened at 1600 hrs on the same date. The firms having valid ship repairing license from PPT are only eligible to participate in the tender. The tender documents can be obtained from the office of the Senior Marine Engineer Paradip Port Trust, Administrative Building, Paradip (Orissa), Pin-754142 from Dt. 05/01/2012 to 30/01/2012 during office hours on payment of 5000/- (Rupees Five Thousand ) only in the form of D/D drawn in favor of FA &CAO, PPT on any nationalized/Scheduled bank payable at Paradip. 2. The Tender documents are also available in the website www.paradiport.gov.in, and in tender portal www.tenders.gov.in, which can be down loaded. The firms those who have not purchased the tender documents from the office and submitting the down loaded tender documents will have to enclose a D/D drawn in favour of FA&CAO, PPT for an amount of Rs.5000/-( Five Thousand)only non refundable issued by any nationalized/scheduled bank payable at Paradip. Bids will not be accepted without the cost of tender documents and EMD. 3. SUBMISSION OF TENDER: The tenderers are required to submit the offer in two sealed envelopes. Cost of tender documents, E.M.D and copy of the valid ship repairing license from PPT in first envelope. The price bid as per the bill of quantity (BOQ) shall be in the second envelope. Tenderer must put both the sealed envelope in a single envelope and submit in the office of the Senior Marine Engineer, Paradip Port Trust on or before 1530hours, on 31/01/2012. The first envelope shall be opened at 1600 hrs and the second envelope for the firms having valid ship repairing license and those have submitted the cost of tender documents and EMD shall be opened there after on the same day. 4. VALIDITY OF TENDER: The tenderer shall keep their offer valid for a period of 90 calendar days from the date of submission and shall have no right whatsoever to withdraw or modify the same in any way during this period. If they do so, the EMD paid by them will be forfeited without any notice. In case Paradip Port Trust cancels or reject all the tenders, then all the tenderers will be informed accordingly and EMD shall be refunded. 5. EARNEST MONEY DEPOSIT The earnest money deposit for the tender is of 50,000/-(Rupees fifty thousand) only and shall be deposited in the shape of demand draft/bank order drawn in favour of FA&CAO,PPT payable at any Nationalized/ Scheduled Bank at Paradip. Cheque will not be accepted. The earnest money deposited with the tender shall be refunded after finalization of tender on making an application to unsuccessful tenderers with no interest. In the case of successful tenderer the E.M.D. will be refunded after submission of Bank Guarantee towards security deposit. If the successful bidder is deviate from the tender conditions or withdraw or fails to commence the contract as per the agreed date after finalization of the contract the EMD amount will be forfeited. 6. PRE-QUALIFICATION CRITERIA: The firm shall have valid ship repairing license from Paradip Port Trust. The firm must enclose a copy of the valid ship repairing license in the first envelop. 7. EVALUATION OF TENDERS: The tender shall be evaluated on the basis of total quoted amount of Sl. No. 1 and 2 excluding the service tax. Tender submitted with deviation of BOQ or additional conditions shall be rejected with forfeiture of EMD. 8. Canvassing in connection with tenders is strictly prohibited and the tenders submitted by the repairing firms, who resort to canvassing, will be liable for rejection and forfeiture o f EMD. 9. The rates to be indicated in figures as well as in words and the amount in words only will be taken into account in case there is any variation. The total amount of tender should also be written both in figures and words. 10. Telegraphic quotations will not be entertained. 11. Taxes as applicable will be deducted from the bills. 12. A certificate is to be given stating that he/ they is/are not related to any officer of Paradip Port Trust or any officer of the rank of Under Secretary or above in the Ministry of Transport, Government of India. The firm should also give a declaration along with their tender about the name of the relatives who are employed as non-gazetted officer in the Port Trust. 13. It is the responsibility of the tenderer to comply with all latest labour rules of state/ central government. EPF, ESI, Medical expenses, Personal Accident Insurance and any other expenses for the workers will be on the account of the contractor. 14. Gate passes for men& materials will be provided to the contractor as per Port Rules on payment of applicable charges. 15. PRICE : Price is to be quoted against each items as per the bill of quantity(BOQ) at Annexure – III. 16. TERMS OF PAYMENT: The payment shall be released on monthly basis. Monthly payment will be released within three weeks after receipt of bills in duplicate on production of prove against payment made to the workers who are engaged for this contract at the rate specified in the Government of India notification on minimum rate of wages as revised from time to time. 17. SECURITY DEPOSIT: The Contractor, whose tender is accepted, within 15 days of receipt of work order shall deposit 10% of the annual contract value as security in the form of Bank Guarantee executed by any nationalised/ schedule bank having branch at Paradip/ Cuttack / Bhubaneswar duly signed and stamped. The security deposit shall remain valid till 60 days after the date of expiry of the contract. Security deposit will be refunded to the contractor only after successful completion of the contract period. In the event of the contractor abandoning / discontinuing the contract before the time of completion of contract, the security deposit shall be forfeited. 18. SIGNING THE AGREEMENT: The firm shall sign the agreement in a non judicial stamp paper of Rs. 10/- within 15 days from the date of issue of work order. 19. TERMINATION OF CONTRACT: Deputy Conservator, PPT reserves the right to terminate the contract by giving two (2) months notice to the contractor. The agreement may also be terminated within the contract period for the reason of major breach of agreement. 20. APPEAL: If the contractor desires to appeal against the decision of the Deputy Conservator in any matter connecting the contract, he shall appeal to the Chairman, PPT within fourteen (14) days after the Deputy Conservator’s decision and if an appeal is so preferred, the decision of the Chairman shall be final and binding. (a) (b) (c) (d) (e) (f) (g) (h) (i) The firm shall engage minimum 06 nos. skilled worker for the item no.(1) and 04 persons for item No.(2) The contractor shall provide assistance in various works under TE and ME divisions covering electrical and mechanical maintenances in the floating crafts, and tugs, marine workshop and slipway. To provide assistance in handling of stores, spares, and house keeping of stores, workshop, and offices and distribution of DAK inside and outside of the administrative building. The firm shall engage electricians should have minimum 3 years exposure to electrical maintenance on board ship or floating crafts and tug boats. The work shall be attended during normal shift but in case of emergency or breakdown the works shall be attended as and when required without any additional cost to PPT. The works shall be carried out as per the instructions of Senior Marine Engineer /AE (Elect.) & AE(Marine) of M.E. division & EIC of Tugs. Necessary records for the maintenance shall be maintained as per the instruction of Senior Marine Engineer. Deployed persons shall be provided with PPE as per the PPT norms without any additional cost to PPT. All the working tools shall be provided by the contractor.
