Columbus County will evaluate all proposals and select the one that best meets the needs of the County. After the initial evaluation of proposals, Columbus County may choose to have discussions and negotiate with one or more proposers. During this time of negotiation, the County may, at its discretion, make necessary adjustments to the scope of work, based on changing plans and situations, and/or budgetary restraints, as well as other factors. For instance, changes may be made in the number of wells to be constructed, lengths of pipe used, number of isolation valves and condensate traps, etc. In addition, the proposer may or may not be asked to provide quotes for the addition of a landfill gas monitoring system. The County reserves the right to consider a proposal that includes other end use options such as generation of electricity.
