The full Request for Proposals (Landfill RFP.pdf) and any future addenda may be seen at the

to the following individual at the address listed no later than June 29, 2011 at 4:00 PM. Proposals
must be submitted in a sealed envelope by hand or by USPS, FedEx, UPS or other carriers to the
attention of Mr. Kip McClary at the address below. Please label envelope with the title
“Columbus County Landfill Gas Collection System” and include the name of the proposing firm.

Cost Summary – Complete this section and return with your proposal. Detailed specifications
regarding the line items in this cost summary can be found in Section 3 of this Request for
Proposals. Columbus County will evaluate all proposals and select the one that best meets the
needs of the County. After the initial evaluation of proposals, Columbus County may choose to
have discussions and negotiate with one or more proposers. During this time of negotiation, the
County may, at its discretion, make necessary adjustments to the scope of work, based on
changing plans and situations, and/or budgetary restraints, as well as other factors. For instance,
changes may be made in the number of wells to be constructed, lengths of pipe used, number of
isolation valves and condensate traps, etc. In addition, the proposer may or may not be asked to
provide quotes for the addition of a landfill gas monitoring system. The County reserves the
right to consider a proposal that includes other end use options such as generation of electricity.

Alternate:
1. Add continuous methane/CO2 monitoring system to flare station. include flow meter and
digital monitoring hardware and digital monitoring panel with connection port and hardware for
attachment to laptop computer. Monitoring system shall include operating program installed on
a laptop computer to be provided with the system.
2. If you find you can provide estimates for more wells, please provide as a separate
components.
