VOLUNTEER CHIEFS AGM 2014
President Kavanaugh addressed the members and informed them he had appointed Fire Chief Ben
Morin as Interim Chairman for the Volunteer Fire Chiefs until an election could be held. President
Kavanaugh asked that the Volunteer Chairman be of a bilingual position.
Nomination from the floor for Chairman – Chief Ben Morin Drummond will remain as Volunteer
Chairman.
Chief Ben Morin asked if anyone would be interested in being a vice chair should he not be able to
attend the meetings, nomination to 2nd Chair Wells Chapman New Bandon Salmon Beach.
Chief Morin asked if there are any questions regarding minutes of May 25, 2013 Grand Falls, motion to
accept minutes of last meeting Deputy Chief Yvon Pelletier, 2nd Deputy Chief John Magee. Motion
carried.
President Kavanaugh informed the members the issue regarding DOT at the May 17th meeting has been
brought to the Fire Marshal for his attention.
Schedule meeting for the month of October will be held on the 18th @ 10AM in Oromocto.
New Business
Medial First Responder - Deputy Chief John Magee stated the LSD departments have been informed
they are not mandated to carry out Medical 1st Responder. Deputy Chief Magee stated that this issue
should be in writing from Government and be sent to the LSD areas so they know what can and cannot
be carried out by the LSD fire services and also this correspondence be sent to the public as they should
know. President Kavanaugh reported the OFM cannot answer this question today however he will work
with Government officials to get clarification.
Fire Chief Camille Andre Mallet stated they are having the same problem and their municipality is
questioning the response. Letter has been sent to Minister Public Safety and they are waiting for the
reply. Allardville is also having the same issue and they were told they cannot respond.
Saint Anne Regional Deputy Chief Quentin McGrath is asking for a motion to formalize this request
regarding medical 1st response.
Chief David Gallant Saint Paul – Chief Gallant stated that Level 1 is necessary in order to carry out non
fire related emergency such as off road rescue, he does not believe this requirement is necessary.

Fire Marshal Doug Browne asked the group to set up a formal meeting with Government to clarify the
issues which are being discussed and the responsibly for medical calls.
Motion by David Murphy Saint Anne Regional to have Executive of the NBAFC facilitate a meeting the
Local Government to clarify the issue of medical calls. 2ND John Magee, motion carried
Chief Gallant informed the members certificates from the college are not being received; he is asking
why this is happening. President Kavanaugh reported there was a meeting this week with PETL and this
item was discussed.
Chief Gallant Saint Paul - Policies and Guidelines have been drafted for LSD fire departments. All items
that are purchased are required to receive quotes.
Deputy Chief John Magee- Expenses at a fire call i.e. meals that were usually paid by one person and
were reimbursed by the Government, now Government wants each member to pay their own
meal/expenses and submit their expenses to Government. He does not feel this is right, this only makes
more work for Government.
He reported purchase of equipment is also hard to do with government; the time frame. President
Kavanaugh reported on the meeting with Local Government this past week and this item was discussed
and the topic of all LSD represents the fire service the same way.
Chief Gallant Saint Paul reported the LSD representative for Southeast has been absent for some time
and the representative from Bathurst area served as the representative for Southeast. President
Kavanaugh reported this is also being discussed with Local Government.
Volunteer Chiefs Meeting – President Kavanaugh stated the Regional Representative of every
Association should attend the Volunteer Chiefs meeting and if they cannot attend then they should send
someone to replace them. Issues of concerns should be discussed with the specific association. Voting
members for these meetings are the Regional Reps only however should other members which to
attend to discuss any issues they are having they are very welcome.
