Notes: This site is our first priority due to the fact that it was developed to be used as the baseball field in the 1990’s. When this site was cleared for the field, vehicles were buried and covered. The vehicles were not drained of fluids beforehand. This is the site we chose for site assessment in the year 2015. The vehicles are believed to be buried at the site indicated with the arrows. The site is currently being utilized as a staging area for the Hydaburg Cooperative Association Transportation Department to house rock, and equipment used for the roads. Once the site has been assessed, and cleaned if needed, it will be re-developed, transformed back into the baseball field so that the community can regain the youth baseball program as well as the “City League” Baseball Program. This is an Island wide program which Hydaburg has not participated in due to the lack of a functional field. This site is believed through surveys and interviews of community members to have been a staging area for waste oil drums believed to been buried without proper disposal of the drum contents. This has led to the decision to begin the planning and scheduling of a possible site assessment and further clean up planning if needed. HCA Brownfields Site Inventory: Wednesday, September 24, 2014 Site Name: Alaska Power and Telephone Powerhouse Property Notes: This site is currently amidst a remediation being conducted by the owner. The site experienced a diesel spill in the early summer of 2013. It was estimated to be approximately 700 gallons of diesel used to operate the community’s back up power generator in the event of a power outage. The company/owner has been working on the remediation as the weather allows, during the winter months the ground was too solid to advance the project. Currently the company has been monitoring and cleaning on a regular basis. The following photos will illustrate the area where the spill began and the pathway it took. Photo one: is the front of the powerhouse property. Photo two: is the source of the spill. The spill began with the small older tank which was replaced with the new bigger (green) tank. Photo three: was taken below and in the path of the spill drainage. Photo four: is within the same area is photo three. The following page of photos will show the drainage ditch area and the point of where the spill drainage ceased. The Third page of photos are not the site of the spill or the drainage, however it will depict the amount of the contaminated soil removed and that is being treating at the staging area provided by the City of Hydaburg in efforts to assist and support the AP&T in its efforts to clean the site and the community. Notes: This site is the original landfill site for Hydaburg, it was in operation from the early 1900’s until the early 1980’s when the City of Hydaburg decided to move locations. When closing this site a large pit was dug, and all the solid and hazardous wastes was bulldozed into the pit and covered up. No removal of wastes occurred. The City of Hydaburg decided to move the landfill to another area and when they closed the old site a large pit was dug out, all the solid and hazardous wastes where plowed into the pit and then bulldozed over with rock, and soil. No wastes were removed. This site is of great interest to the brownfields program due to its location and materials still on the site. The site is located uphill from the school, residential area, and the river, which is a major salmon bearing system. The site had a leak of oil and the date is unknown, however the site was cleaned immediately so there was minimal contamination. The area of the leak was cleaned and treated. HCA Brownfields Site Inventory: Wednesday, September 24, 2014 Site Name: Hydaburg Recycle Building Site Notes: This site is the current recycle center for the Hydaburg Cooperative Association IGAP Program. It is also the storage facility for the Hydaburg Cooperative Association salmon weir, and stream mapping program. The site was used in 2012-2013 for staging drums of unknown hazardous wastes as well as marine batteries, waste oil, and propane tanks. Leakage from the drums occurred during the time they were staged there, until the City of Hydaburg acquired the equipment and supplies needed to clean the site. The clean -up of the site was completed in September of 2014. The substances in the drums where pumped into containment tanks. The old drained drums where then removed from the site to a staging area for barging. Once the drums and tanks were transferred off site, the City of Hydaburg Crew then removed the contaminated soil to the AP&T contaminated soil site to begin treatment. The contaminated soil was then replaced with clean soil. The first set of photos show the before clean up stage, during clean up and completion of clean up. Notes: DEC official closure in September 2014 HCA Brownfields Site Inventory: Wednesday, September 24, 2014 Site Name: Cannery Powerhouse Notes: This site originated in the early 1920’s or 30’s. It was a section of land that housing the cannery’s powerhouse, and fuel tanks. Upon the cannery closure, the site sat idle. Leakage of the tanks caused the soil on the property to be contaminated. Grant funding was used to clean the site up. Removal of the old fuel tanks, and powerhouse machinery were then removed. Once the completion of material removal the crew hired to perform the clean- up then removed the contaminated soil, gravel, and rock. These materials were treated and re-used as fill for the Tribal Transportation Department Projects. The photos of the clean- up process have been lost, therefore, only pictures of the sites current state is available. The Site Clean – Up was officially closed in September 2014 by the ADEC. The site currently houses the cedar logs used for cultural purposes such as, the totem park replication project, the current carving shed, and the logs used to mill for the new carving shed. The site also houses cedar logs to be used for the communities first “Big House (longhouse)”.
