“Investing in Northern Ireland’s Heritage” - fundraising for the Heritage Sector in Northern Ireland
Information Technology Distance Learning Facility
Tender for Contract
Northern Ireland Environment Link and a Consortium Partnership of Common Purpose, Supporting
Communities NI and The Business Institute, University of Ulster have been awarded funding by the
Heritage Lottery Fund through its “Catalyst Umbrella” Programme to design and deliver a two year
bespoke fundraising capacity building and training programme for the heritage sector in Northern
Ireland.
The capacity building and training programme will be delivered across five components- individually
themed vocational training events; accredited training courses; peer and mentoring learning support;
continuous professional development learning support; and the establishment of an – information
technology distance learning resource facility.
The programme will be delivered from Easter, 2014 to Christmas, 2015.
There will be two-stages of tender assessment. Long-listed tenders will be invited to an initial interview
and presentation before final short-listed tender interview and presentation and the awarding of the
successful tender.
Expressions of interest only initially are now invited to – advise on, design and establish; and maintain,
support and train others to use and maintain - an information technology distance learning resource
facility: to offer the following services –

An online information, communication and learning resource on and/or via the Northern Ireland
Environment Link website, within existing NIEL design and branding but with a distinctive own
project image, to complement the HLF Catalyst Umbrella Programme capacity building and
training provision



An online registration, application, information and communication and resource and
monitoring and evaluation facility for the programme’s overall training, peer and mentoring
learning and continuous professional development support provision
A complementary linked online web and distant learning liaison facility between NIEL; the
programme’s Consortium Partnership; themed event, accredited training, peer and mentoring
and CPD providers; and associated programme funders, sponsors, promoters and supporters,
and
A generic and bespoke funding, fundraising and fundraising training information,
communication and learning “library” resource facility for the overall “heritage” sector in
Northern Ireland and NIEL’s membership and associated wider constituency interest.
This assignment will be completed over the Spring and Summer of 2014 (advice, design and
establishment) to Christmas, 2015 (maintenance, support and training). There is a budget of a maximum
of approximately £15,000 available to complete this tender.
