INTRODUCTION Tigaon, one of the ten (10) municipalities of 4 th Congressional District of Camarines Sur known as “Partido” is situated at the eastern part of the province with geographical coordinates of 13°40’10” north latitude and 123°21’52” east longitude; 13°34’32” north latitude and 123°32’18” east longitude. It is bounded on the north by the municipality of Goa, on the northwest by the municipality of San Jose, on the east by the Lagonoy Gulf, on the southwest by the municipality of Ocampo and on the west by Mount Isarog. Also, it is 44 kilometers away from Naga City and 492 kilometers South of Manila. It’s the gateway to the other municipalities of the Partido District. The municipality is composed of 23 barangays and has a total of land area of 10,988 hectares. Urban area accounts for 0.27% of the area of the municipality or 30.00 hectares while the rural area accounts for 99.73% or 10, 958.00 hectares. Two (2) out of 23 barangays,Barangay Huyonhuyon and barangay Casuna are coastal while barangay Consocep is at the border of the forest reservation area of Mt. Isarog. (MCLUP 2000) BIODIVERSITY BACK GROUND Coral reef Though there’s no concrete data available for the area of corals and mangrove within the municipal waters, an assessment of the coral cover was conducted by Bureau of Fisheries and Aquatic Resources 5 personnel to the Tigaon Municipal Fishery Reserve and Marine Sanctuary last 2010 prior to its establishment. It has a “fringing” type of coral reef ecosystem. No data available for the municipality MPA HISTORY AND DESCRIPTION Municipal Fishery Reserve and Marine Sanctuary of Tigaon is also called by the Fishers as “Kagapuan”. It’s believed that the “Kagapuan” are boulder of rocks rolled down at Lagonoy Gulf during the eruption of Mt. Isarog. Its home of many fishes and the municipal waters of Tigaon used to have plenty of Sabalo (bangus breeders); however, according to some fishers their fish catch decline. The area is vulnerable to degradation because it is a traditional fishing ground. With this, the Municipal Agriculture’s Office (MAO) took actions in addressing the issue on fishery in 1990s by establishing artificial reefs; however, they were not monitored. Then, last 2009, Nagkakaisang Mangingisda ng Tigaon (NAMATIAN) a fisherfolks organization of Sitio Rancho, Barangay Huyon-huyon, with the assistance of MAO and a former Instructor of Partido State University, they initiated the establishment of “Kagapuan” Sanctuary. Series of meetings were conducted attended only by the fisherfolks from Brgy. Huyon-huyon because of lesser participation from the fisherfolks of Brgy. Casuna despite of the notifications given to them. On the other hand, fisherfolks from barangay Casuna claimed that they were not informed. Finally in 2010, upon the request of the Local Government Unit of Tigaon, technical staff of Bureau of Fisheries and Aquatic Resources 5 conducted the underwater habitat assessment after series of postponement due to bad weather condition. The result of the assessment serve as the basis of the Municipal Resolution and Ordinance establishing Municipal Fishery Reserve and Sanctuary within the municipal waters of Tigaon, Camarines Sur. It was approved last September 8, 2012. The budget for the implementation of the MPA is__________.(if there is a budget Jet) The Municipal Fishery Reserve and Marine Sanctuary of the Municipality of Tigaon is a ___ ha Marine Protected Area. . Figure 1 shows where Tigaon is and the location of the MPA in the municipality. The zones are are Fishery Reserve of 44.10 hectares and a Fish Sanctuary of 18.10 hectares. Table 1 shows the technical description of the MPA using the ________ datum. The MPA planning recently conducted in March 2013 was the first planning conducted for the MPA. SANCTUARY MANAGEMENT/ MANAGEMENT STRUCTURE The Tigaon Municipal Fishery Reserve and Sanctuary Management Committee shall lead in the formulation of Tigaon Municipal Fishery Reserve and Sanctuary Management Plan and in the day to day operations of the Municipal Fishery Reserve and Sanctuary in order to meet its objectives of establishment. Encourage barangay governments to incorporate Tigaon Municipal Fishery Reserve and Sanctuary management related activities in the barangay annual investment plan 4. Conduct regular biophysical and socio-economic monitoring with assistance from Municipal TWG and other appropriate partners the 5. Conduct and support Social Marketing /IEC-related activities 6. Collect user fees in accordance with the relevant municipal ordinances and remit to the MLGU their share of the collected fees 7. Implement environmental-friendly livelihood activities supportive of Tigaon Municipal Fishery Reserve and Sanctuary management with assistance from Municipal Local Government Unit and national agencies 8. Maintain the patrol boat, billboards, buoys and guardhouse and other enforcement assets of Tigaon Municipal Fishery Reserve and Sanctuary 9. Conduct regular meetings to discuss Tigaon Municipal Fishery Reserve and Sanctuary – related development topics and regularly update the Execom and TWG 10. Coordinate with the Barangay Local Government Unit and Municipal TWG relative to the implementation of activities of Tigaon Municipal Fishery Reserve and Sanctuaryas outlined in the MPA management plan and or other action plan created for the same purpose 11. Select and designate members to the Local MPA Management Body and work in collaborate with the MPA Management TWG in carrying our activities of the MPA including M and E activities 12. Conduct an annual MPA plan review in coordination with the members of the TWG in order to streamline MPA management activities SUB-COMMITTEES AND DUTIES AND RESPONSIBILITIES: 1. Sub-Committee on Enforcement. The following are the duties and responsibilities of the Sub- Committee on Enforcement: 1. Shall designate members of the enforcement team to carry out monitoring, control and surveillance activities of Tigaon Municipal Fishery Reserve and Sanctuary as outlined in the Municipal Ordinance and Management Plans 2. Shall participate in trainings and capacity building needs relative to the enforcement of Tigaon Municipal Fishery Reserve and Sanctuary rules and regulations 3. Shall maintain and inform enforcement logbooks, hotlines and ensure that enforcement activities are properly recorded 4. Shall elect a chairperson to lead the Committee and shall be tasked to prepare report on enforcement and update the Management Committee during regular meetings 5. Shall inform the Chairperson of the Management Committee on any emergencies and untoward incidents relative to the performance of duties in enforcing the Tigaon Municipal Fishery Reserve and Sanctuary rules and regulations 6. In collaboration with the Management Committee Chairperson, shall work and coordinate with the Municipal Enforcement team, Municipal CRM TWG, Local PNP station, Fisheries Technician and Lead CRM Office of the LGU in all aspects relevant to Tigaon Municipal Fishery Reserve and Sanctuary enforcement, as appropriate 7. Shall participate in monitoring and evaluation activities and other activities relative to the strengthening of Tigaon Municipal Fishery Reserve and Sanctuary 8. Perform other tasks as agreed by the Management committee 2. Sub-Committee on Social Marketing/IEC. The Sub-Committee on Social Marketing /IEC shall have the following functions: 1. Nominate and designate membership to compose the Social Marketing/IEC Sub Committee and may recruit members as appropriate and if deemed necessary 2. Shall elect chairperson that will lead the Sub-Committee, prepare and present activities on Social Marketing /IEC during regular Management Committee Meetings 3. In collaboration with the Municipal TWG and or lead office for MPA/CRM of the LGU, shall implement and participate training, education and outreach program relative to the promotion of MPA benefits, rules and regulations, thereby ensuring compliance 4. Shall work with other committees in terms of promoting the Tigaon Municipal Fishery Reserve and Sanctuary 5. Participate in planning, and monitoring and evaluation activities in collaboration with the Municipal TWG/Lead Office for CRM of the LGU 6. Shall maintain a visitors logbook in collaboration with the enforcement team to record tourist and guests visiting the Tigaon Municipal Fishery Reserve and Sanctuary; 7. Perform other tasks and responsibilities as agreed. 3. Sub-Committee on Monitoring and Evaluation. The Sub-Committee for Monitoring and Evaluation shall have the following function. 1. Nominate and designate membership to compose the Monitoring and Evaluation Sub Committee and may recruit members as appropriate and if deemed necessary 2. Shall elect chairperson that will lead the Sub-Committee, prepare and present activities on Monitoring and Evaluation during regular Management Committee Meetings 3. In collaboration with the Municipal TWG and or lead office for MPA/CRM of the LGU, shall implement and participate training, monitoring and evaluation program 4. Shall participate in local reef monitoring training and shall maintain records of the monitoring data 5.
