Pollution Prevention-Good Housekeeping for Municipal Operations
This measure requires the small MS4 operator to examine and subsequently alter their own actions to help
ensure a reduction in the amount and type of pollution that: (1) collects on streets, parking lots, open spaces,
and storage and vehicle maintenance areas and is discharged into local waterways; and (2) results from
actions such as environmentally damaging land development and flood management practices or poor
maintenance of storm sewer systems.
Describe the education and training program for municipal employees and contractors to make them aware
of the Pollution Prevention/Good Housekeeping measures and practices that are in place to prevent or reduce
pollution of the waters of the state from street and parking areas, parks and open space maintenance, fleet
and building maintenance, new construction and land disturbance, and storm water system maintenance.
List educational areas to be covered, frequency of training and supervisory inspection and follow up.
List the municipal facilities that are required to have Multi-Sector LPDES Permits or
Individual permits for discharges. List the LPDES Permit Number for each and attach a
copy of the Industrial NOI for each.
Describe the maintenance activities, schedules and long-term inspection procedures to
reduce floatable, litter and other pollutants discharging from the MS4.
Describe the controls you plan to use to reduce or eliminate the discharge of pollutants
from streets and highways, municipal parking lots, maintenance and storage yards, waste
transfer stations, fleet or maintenance shops with outdoor storage areas, and other outdoor
storage areas.
Describe the procedures for the proper disposal of wastes accumulated from your MS4 and
your municipal operations including, dredge spoil, accumulated sediments, pet waste,
floatables and litter, and other debris.
Describe how new and existing flood management projects will be assessed for impacts on
water quality and how they can be incorporated into additional water quality measures.
Do you have Stormwater Pollution Prevention Plans required for municipal operations
that disturb 1 acre or more of the soil surface? If not, give the time table for implementing
this requirement. If yes then attach an example.
