A: Justification of using these criteria for scoring is different financial and operational capacity of potential applicants. Financial and operational capacities are crucial elements for successful project implementation. 2. Q: What will be the subject of the evaluation – relevance of the technical documentation to be produced or relevance of the object which should be constructed on the base of technical documentation? A: Results of the actions defined in the Grant contracts will be developed Main design for local infrastructure. Therefore, subject of the evaluation will be relevance of the building that will be constructed. 3. Q: Can municipality engage local Public Company to develop main designs, if that Public Company is founded by Municipal Assembly which, among other, entrusted development of technical documentation to that Public Company? A: If local self government funds salaries for PUC then subject PUC is not in the position of being additionally paid from the project. If local PUC is being paid per contracts with Local Self Government then this contract can be subject of this Call. In that case proponent has to submit relevant and valid municipal assembly decision for appointing subject PUC for the mentioned designing, as well as of the valid approval of designing prices. 4. Q: If the grant is approved, is Municipal Administration obliged to perform public procurement procedure? In municipality, on the base of nature of the public procurement, Building Directorate should perform public procurement procedure related to construction of infrastructure objects. Can Municipality entrust public procurement procedure to PC Building Directorate? A: Yes. Mayor can appoint public procurement commission from PUC authorising either commission directly or PUC authority who will after appoint the commission. 5. Q: Municipality is planning to apply for technical documentation for reconstruction of bridges destroyed in floods which happen in last several months. Project is not in the local strategies. Is it possible to amend the strategy? A: Yes. The strategy can be amended fully or partially, by amending action plan. All this activities have to be finished by the deadline for submission of proposals. 6. Q: Bridge pillars are located on private property. Property owner will issue consent and approval for reconstruction of the pillars. Is it necessary to ask Republic Water Management Company for consent? A: Location permit have to contain all designing conditions for the subject bridge including conditions from PUC in-charge for rivers and streams, depends of the category. 7. Q: Is it possible to finance project manager through the project? A: Operational capacity of the proponent should come from the municipal administration or PUC founded by municipality. If proponent does not have sufficient capacity member of project implementation team (manager, assistant to manager for coordination, finance, reporting, technical issues ...) can be financed from the project budget. Q: Who conducts public procurement? A: Public procurement will be conducted by municipal public procurement commission or commission appointed by Mayor (PUC in-charge, commission from the project partner ...) 3. Q: Should the procurement of the main design and technical control be done in parallel? A: Yes. Procurement of the technical control can be done in parallel or immediately after signing of the contract with designing company. Having in mind defined methodology, it will be good to have technical control contracted before presentation of the concept design in order to monitor designing process from the beginning. 4. Q: How to decide on the prices when developing project budgets? A: Prices for the project budget lines can be estimated using several methods: - value of similar recent procurements, - approximation per m2 for the buildings, using professional standards for pricing - approximation per m1 for the line-objects (water supply installations, sewerage ...), using professional standards for pricing - percentage of the constructed building, using professional standards for pricing 5. Q: What to do in situations when concept design is needed prior to location permit issuance? A: Municipality will need to engage designing company to prepare subject concept design for location permit needs. This can be defined as in-kind contribution to the project. 6. Q: Is development of the environmental impact study an eligible cost within the budget of this call? A: Yes. Informative meeting – Novi Pazar 25 Nov 2014: 1. Q: Can more than one facility (building) be a subject of a project proposal dealing with Energy Efficiency? A: No. Each facility being reconstructed for Energy Efficiency reasons needs to have a separate Main design with an elaborate. One Main design should be a subject of one application form. 2. Q: Can a Health Centre be subject of the project proposal, although it belongs to another level of government- not owned by municipalities? A: Yes. That is the case when a partner in the project is identified and a partnership statement is signed. 3. Q: Is it possible to apply for designing of rural roads for which the positive economic effects can be proven? A: Economic effects are being evaluated during the evaluation process and all supporting documentation should contain clear proof of ownership. Proof of ownership is a technical precondition and is the eliminatory one. 4. Q: What documentation should be supplied in order to prove that the public lighting is owned by the municipality? A: It is necessary to submit the proof that the location/parcel (locations/parcels) upon which the public lighting/public property is constructed is owned by the user-municipality. Excerpts from the Cadastre office should be supplied along with the deed proving ownership. 5. Q: Can the Main design of the boiler room, heating system pipeline and the substation be part of one project proposal, since it would make one unit, but more than one construction permits are necessary? A: No. Each application covers the Main design for which one construction permit is issued. 6. Q: Is the Terms of Reference part of the project proposal? A: No. 7. Q: If the construction permit for the facility which is subject of the proposal exists, which supporting documentation should be submitted along with the application form? A: It is necessary to provide the proof that the construction permit is still valid and that all conditions from public enterprises are still valid as well. 8. Q: What is the proof that the municipality has secured co-funding for the project? A: The proof is a statement signed by the Mayor that the funds in the amount of …..RSD shall be provided from the municipal budget. If it is not possible to name the exact budget line at this moment, the lack of such information will not be the eliminatory criterion. 9. Q: Can the preparation of the Main design of three city streets and the bridge in Sjenica be treated as designing of roads connecting Sjenica to the Industrial zone? A: Sjenica needs to harmonize justification with the existing planning document which defines the access to the Industrial zone. 10. Q: What documentation should be provided as a proof that the location permit is not necessary, for the project subject of the proposal? A: It is necessary to supply the proof from the Department for Urbanism and communalhousing affairs that location permit is not necessary for such facility – the article of relevant Law should be named (for Reconstruction of existing facilities).
