BOARD OF SUPERVISORS RESOLUTION
APPROVING AN ADDENDUM TO THE ADOPTED
INITIAL STUDY & MITIGATED NEGATIVE DECLARATION
(SCH No. 2013102016) FOR THE SISKIYOU COUNTY JAIL PROJECT
WHEREAS, on July 9th, 2013, the Board of Supervisors directed County staff to conduct an
environmental review and determine the appropriate environmental document to comply with the
California Environmental Quality Act for the new County jail facility; and
WHEREAS, an Initial Study was conducted and a Mitigated Negative Declaration was
prepared which concluded that implementation of the new County jail facility could result in a
number of significant effects on the environment but that identified mitigation measures would
reduce the significant effects to a less-than-significant level; and
WHEREAS, the Initial Study, Mitigated Negative Declaration, and Mitigation Monitoring
and Reporting Program for the new County jail facility were processed in adherence to the California
Environmental Quality Act; and
WHEREAS, following the duly noticed public hearing, the Siskiyou County Board of
Supervisors adopted Resolution No. 13-147 approving the Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program for the new County jail facility on December 3, 2013;
and
WHEREAS, following the duly noticed public hearing, the Siskiyou County Board of
Supervisors adopted Resolution No. 13-147 approving the Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program for the new County jail facility on December 3, 2013;
and
WHEREAS, following the approval of the Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program certain changes to the new County jail
facility have been proposed which were not included in the prior environmental documents;
and
WHEREAS, following an analysis of the proposed project changes against the
previously approved Mitigated Negative Declaration and Mitigation Monitoring and
Reporting Program, it was determined that the proposed changes would not trigger any of
the conditions identified in California Environmental Quality Act Guidelines §15162 which
would require the preparation of a subsequent environmental document; and
WHEREAS, based on the aforementioned determination an Addendum to the
adopted Mitigated Negative Declaration was prepared pursuant to California
Environmental Quality Act Guidelines Section 15164(b); and

WHEREAS, the Siskiyou County Board of Supervisors has fully considered the
Addendum to the adopted Mitigated Negative Declaration prior to making a decision on
the proposed changes to the new County jail facility pursuant to the provisions of California
Environmental Quality Act Guidelines.
THEREFORE NOW BE IT RESOLVED that the Siskiyou County Board of
Supervisors does hereby approve the Addendum to the adopted Mitigated Negative
Declaration and confirms that the previously adopted Mitigation Monitoring and Reporting
Program is unchanged.
