Normally receives little instruction on day-to-day assignments with some guidance provided on new projects. Position Summary Involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: recruitment, compensation, benefits, welfare programs, training and development, intercampus transfers, and employee services. Responsible for delivering comprehensive HR services to a diverse client population. Uses professional HR concepts as a seasoned, experienced professional to interpret, apply and disseminate UC policies and UCOP procedures, formulate HR strategic solutions and resolve a full range of HR-related issues. Works on problems that are diverse and complex in scope, where analysis of situations requires a review of a variety of factors. As a primary resource to assigned clients, works autonomously and consults with HR Business Partners and/or subject matter experts, as necessary. Job Duties 25 Advising/Counseling Clients Counsels, advises and makes recommendations to all levels of managers, supervisors and employees on a wide range of HR activities, including but not limited to recruitment and selection, classification and compensation, intercampus transfers, training and development, and employee services. Counsels employees concerning sensitive and difficult to resolve work-related problems. Ensures all HR actions comply with UC policies and procedures, relevant laws and collective bargaining agreements. Collaborates with HR staff/SMEs on highly complex and/or sensitive issues to recommend strategic solutions. 25 Classification/Compensation Consults with and advises managers and supervisors on classification and compensation matters (e.g., new job classifications, reclassifications/promotions etc.). Collaborates with clients in developing, reviewing and substantially modifying position descriptions for appropriate job leveling, content and language. Provides guidance on compensation programs. Collaborates with HR staff/SMEs on compensation planning. 25 Recruitment Strategy Develops recruitment strategy and performs a wide variety of recruitment activities such as drafting job advertisements, identifying appropriate recruitment sources, attending recruiting functions, reviewing and/or formulating interviewing questions, reviewing and/or developing written exams, serving on interview panels. Acts as a subject matter expert for the applicant tracking system. Ensures career, temporary and contract recruitments conform to UC policies/procedures and relevant laws. Collaborates with and provides guidance to hiring managers in forecasting and planning staffing objectives. Applies campus policies and procedures in addressing and resolving a diverse scope of staffing needs. 15 Training Actively participates in the continuous improvement of the local HR team. Leads or actively participates with ongoing HR initiatives as necessary or assigned. Conducts and facilitates new employee orientation. Assesses clients HR training needs; contributes to the design, development and delivery of training programs and related materials. 10 Lead Provides guidance and direction to on HR staff employee in the area of leave management and layoff documentation. Job Requirements Bachelor’s degree in related area and/or equivalent experience/training Possesses strong analytical skills to conduct research, analysis and develop recommendations, demonstrating organizational and problem-solving skills. Demonstrated ability to lead or manage others. Has thorough knowledge of human resources concepts, policies and procedures, employment practices, employment law, employee, salary administration, training and other. Has thorough knowledge of the recruitment, screening, interviewing and referral processes as well as a knowledge of employment law. Demonstrated ability to quickly acquire thorough knowledge of campus policies and procedures; knowledge of functional areas and understands how work may impact other areas. Subject matter expertise in one or more of the human resources fields. Knowledge of and ability to use human resources systems and other related business software programs and systems. Is skilled in communicating clearly and effectively orally and in writing. Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications. Possesses active listening and critical thinking skills. Demonstrated ability to handle very difficult or volatile situations/individuals effectively. Has thorough knowledge of campus policies and procedures; knowledge of functional areas and understands how work may impact other areas.
