I. Call to order
The Representative Council was called to order at 12:35 p.m.

II. Approval of minutes: August 25th
It was moved by Representative Cameron and seconded by Representative Gunderson to approve
the August 25 minutes. Motion carried.
III. President's Report
A. 2014 CCA Fall Conference: October 10-12 Holiday Inn Capital Plaza in Sacramento:
Registration Ends September 18 for CCA Hotel Prices (see Appendix 1 for Session
Titles)
Representatives or officers interested in attending should contact President McMurran.
B. Part time Faculty Pay
Lisa Bailey (position) indicated to President McMurran that the District would like to pay faculty
for fast-track courses in three increments. Faculty teaching fast-track and regular term courses
then end up with unequal pay checks during the term. The district appears to want to avoid
paying faculty after the end of a fast-track one course or prior to the start of a fast-track two
course.
C. New Full-Time Faculty
President McMurran has distributed the list of new full-time faculty. He also has spoken with
them about the evaluation process at the new faculty orientation meeting.
D. District Sites Outside the District’s Boundaries (information)
President McMurran has distributed a list of out-of-district sites for Health Sciences. However,
several Career Technical Education programs have out-of-district sites (e.g., Emergency Medical
Technician, Automotive, etc.). The Faculty Association would like to see faculty who drive
from home to an out-of-district site be eligible for mileage (e.g., driving to Victorville from their
home in Rancho Cucamonga).
E. FON (Faculty Obligation Number)
This is the proportion of FTEF attributable to full-time faculty. The District is in compliance
with the Chancellor’s mandate.

There is a change in CalSTRS contribution rates. The rates deducted from employee paychecks
will increase and the District’s contribution will increase to 19 percent as of 2020-21. These
figures may change.
G. Other
IV. Officers' Reports
A. Treasurer: Diana Cosand
The transition has been made from the previous treasurer to our newly elected treasurer. A few
members are awaiting reimbursements. Documentation supporting these reimbursements should
be submitted to the Treasurer Cosand.
B. Membership Chair: Denise Johnson
President McMurran reports on behalf of Membership Chair Johnson that there is one new
member of CCFA. Membership Chair Johnson will attend the Fall CCA meeting. Informational
bulletin boards about CCFA have been established at the Fontana and Chino campuses. **ask to
see denise’s report.
C. Negotiators: Sue Herman, Vera Dunwoody and Greg Creel
Negotiations are progressing. Town hall meetings and a survey of faculty will take place soon.
D. Grievance Committee: Jon Ausubel, Paula Snyder and Bret McMurran – Involuntary
Transfer and Regular Faculty Evaluation Committee
Involuntary Transfer
The issue was initially discussed at the previous meeting. A CTA attorney has indicated
that an involuntary transfer outside of the District is allowable.
Regular Faculty Evaluation Committee
On an evaluation committee, the faculty member chooses a peer to be a part of the
committee and the dean chooses an individual; those two members consult on the third
member of the committee. The Association is arguing that by default there should be
consensus on the third person; the District maintains that by default the first-levelmanager should choose the third member of the committee.

A. By-laws Ad Hoc Committee – Direction by Rep (Issues: voting representation, CCFA
representative organization, contract vote, meeting organizer, etc.)
VII. New Business
A. Faculty Seniority Rankings
There are three faculty who were temporary full-time faculty in 2013-14 and then became fulltime faculty in 2014-15. They are now C2 faculty, but do not have a seniority ranking. How
should their seniority rankings be established? It is suggested that these C2 faculty should obtain
their ranking now as they have just become tenure-track faculty. Their rankings will be above
the C1 faculty. President McMurran will research the issue further.
