TERMS OF REFERENCE:
To facilitate a TOT workshop on Neonatal Resuscitation Program (NRP) for
MOHME experts- IR IRAN

1. Background and Justification
Successful completion of this assignment will fully contribute to the objectives of activity 4.4.1 of
Neonatal Health WP with the Ministry of ‘Health and Medical Education (Ref. 01-4/MOHME/2015-2016)
2. Objective
2.1 General Objective: To train a group of MOHME experts as master trainers on Neonatal
Resuscitation using the recent teaching method NRP standards
2.2 Specific Objectives
1- To train and equip the Instructors on use of newer teaching methods such as briefing, debriefing
and simulation-based in NRP teaching.
2-To facilitate a standard NRP TOT workshop to transfer the NRP knowledge and skills based on the
most recent standards in this field;
3- Activities, Methodology and Technical Approach
In Iran the history of NRP teaching programs goes back to 1997 which has been built on the American
Academy of Pediatrics and American Heart Association’s Textbook of NRP, their teaching materials and
guidelines. Instructors of NRP in Iran have improved the course by using newer teaching materials and
educational methods. However today this course is performed using several different teaching methods.
In order to standardize and update this course in Iran, MOHME has planned a TOT workshop to equip
a group of MOHME experts as master trainers on Neonatal Resuscitation using the recent teaching
method NRP standards. This group will be the responsible to cascade the NRP training at national level.
The training is composed of a four day session, with participation of 25 Iranian NRP instructors who are
members of Iranian National Resuscitation Committee and who are active in NRP training in different
Medical Universities in Iran. The participants will be selected through a written exam prior to the training.
The workshop venue (2 Educational hospitals) will be prepared for simulation based NRP session where
the standard equipment for neonatal resuscitation will be provided by the hospital. Briefing, debriefing
and simulation techniques would be studied throughout these activities.
The process of development and facilitation of the course will be as follows:
- Development of the curriculum
- Preparation of the educational materials, guidelines and tools for the TOT and for the end user
trainings
- Materialization of the workshop
- Evaluation of the TOT, each participant will be given a Mega-code as the standard NRP exam
and upon successful performance he/she would be a certified as the national trainer;

4. Deliverables and Indicators
A. A detailed and comprehensive curriculum
B. All needed TOT materials including the following elements:
a. Comprehensive training manual and guidelines;
b. Training plan
c. Power point presentations;
d. Trainers guide;
e. All relevant modules;
f. Assessment checklists;
g. Good examples and success stories from other countries, good examples of relevant
pamphlets, poster and other training and service aid materials from other countries;
C. Facilitation of a four day TOT;
D. Submission of the evaluation report of the training including the following elements:
a. Executive summary,
b. Methodology,
c. Comprehensive description of assessment and evaluation of the course;
d. The results of the Mega-code exam
e. Recommendations
NOTE: all deliverable must be submitted both in soft and hard copy in English language;
5. Management, Organization, Timeframe, and Schedule of Payment

This consultancy includes contracting a NRP certified trainer with neonatologist background;
UNICEF is the contractor of the consultants who will work under the supervision of UNICEF’s
Health and Nutrition Unit head;
The focal responsible department in MOHME is the Neonatal Health Department.
The consultants are responsible for regular and timeliness delivery of tasks;
5.2. Organization -

After submission of the plan and the proposed curriculum of the TOT, upon approval of
contractor, the consultants must develop the modules and all needed materials and guidelines
as per details under section 4 of this TOR;
The consultant will need to travel to the country to facilitate the training and the preparation
phase will take place at consultant’s duty station,
UNICEF will be responsible to arrange and pay all travel and accommodation costs of the travel
to Iran and within Iran as per needs;

6. Qualifications and Selection Process
-
The consultant must be certified NRP Instructors;
Neonatologist/ MD
Experience in holding International TOT workshops on NRP;
Excellent ability of facilitation, instruction and respecting the deadlines;
Proven good speaking and writing skills in English;
Experience of working with UN agencies is an asset;
7. Conditions of Work
•
The consultant station to commence the different activities is mentioned under section 5.3.
