JOB TITLE: Operations Coordinator JOB AREA: Service Delivery DEPARTMENT: Operations SECTION: SAGE Operations Unit IMMEDIATE Head PMU SUPERVISOR: SALARY SCALE: SUPERVISES: Senior Programme Officer Operations, Senior Programme Officer Capacity Building, SPO MIS WORKS CLOSELY WITH THE FOLLOWING OFFICERS: Head ESP PMU, SAGE Technical Officers, M & E, Learning and Reporting Coordinator, Administration and HR Coordinator, Policy and Advocacy Coordinator, Social Protection Fund Manager (SPFM) MAIN PURPOSE Offer overall leadership to the program operations and ensure smooth implementation and coordination of the delivery model of Senior citizens grants in a timely, regular, predictable and accurate manner. Duties and Responsibilities include: 1. Coordinate and oversee delivery of the Direct Income Support (DIS) programs through conducting regular field visits to implementing Districts. 2. Plan and manage the DIS scheme operations through the development of annual work plans and regularly reviewing the business processes to manage operational risks. 3. Prepare internal annual management plans, staffing plans for the SAGE unit, specifying quarterly targets, responsibilities, expected results, associated activities and the timing of their implementation. 4. Prepare and continuously review the SAGE Regional annual budgets and ensure the implementation of financial management procedures. 5. Support the SPFM in the compilation of detailed TORs, and contracts for sourcing implementation providers. 6. Monitor the performance of the regional technical support units and payment service provider. 7. Manage partnerships with district local governments through operationalizing MoUs between the PMU and District authorities. 8. Manage contracted implementation providers and cooperating partners at the regional level and ensure timely deliverables of the contracted technical assistance. 9. Ensure capacity building of local governments is delivered through technical training in liaison with the SPO Capacity building; 10. Collaborate with URSB, NIRA, EC UBOS to build a reliable and comprehensive data base for program targeting. 11. Review and approve requisitions for SAGE related logistics and procurement. 12. Conduct monthly planning and review meetings, agree monthly work plans and monitor performance output against agreed plans and targets. 13. Supervise the SPO MIS to ensure timely and accurate capture of household data and timely disbursement of cash transfers to beneficiaries 14. Prepare monthly, quarterly progress reports and lead in preparing the operational component of the SAGE annual report. 15. Performance management of all the direct reports and ensure targets are agreed for specific performance periods. KEY RESULTS AREAS 1. Achievement of Work Plan results and targets. 2. Performance of the Operations team in achieving expected results and targets. 3. Timeliness and quality of reporting (monthly, quarterly, and annual reports). 4. Degree of budget variance on work activities for the overall programme. 5. 6. Performance will also be monitored through an annual appraisal system. The appraisal of the Operations Coordinator will be conducted by the Deputy Head of PMU Overall good program performance. Education Requirements An Honours degree in a Business, Management and Social sciences and Masters in a relevant field. A Post graduate qualification in Project Monitoring and evaluation or financial management will be an added advantage. Work Experience: A minimum of 8 years’ experience in community programing or development. Experience of working with governments, non-governmental organizations and/or research institutions, in Uganda. Knowledge in managing cash transfer programs will be preferred
