What if fighting poverty & protecting the planet is one and the same? Attached is a concept proposal for
evaluation, viz:
Estimated cost (coffee &/or cacao) seedlings is Php3.00 but not to exceed Php3.30. This estimates strictly
conforms quality seedling standard set by VISCA.
3 million target production divided by 300 (conservative) daily output potting per person = 10,000 human
workforce daily output divided by 30 days = 333 human workforce for a 30 day work.
3 million divided by 100 school community nurseries = 30,000 seedlings target capacity for each school.
3 million divided by 300 daily output per person = 10,000 human workforce divided by 30 days = 333 persons
to complete in 30 days divided by 100 community school nurseries = 33 persons to organize for every school
nursery.
If we could start by June, we could begin disseminating/planting during the rainy months of September to
December.
Environmental Institutionalism in our School System as initial step toward ecosystem services for poverty
alleviation.

RATIONALE:
Our Maasin City Dumpsite has been in use long before Maasin has become a city in 2000. Today
the volume of garbage it can accommodate has reached its critical capacity and neighbouring areas are
now utilized to accommodate the growing demand for space. This is quite happening to most landfills in
Southern Leyte. These landfills contain a wealth of organic materials that are simply sitting there rotting
away.
In 2009, our city dumpsite scavengers together with some DPWH special task force personnel for
the environment conducted an in-house survey to determine actual volume of organic material dumped
in the area. Out of the 12 truckloads of daily average garbage deliveries, 300 sacks of non-biodegradable
was sorted while 320 sacks of biodegradable is sorted out from the daily garbage delivery of the 12
truckloads. Therefore, the deposit of organic-rich material is more or less 50% of the present total
volume of garbage in our Combado Landfill.
This data presents a unique opportunity for investment resource recovery-based livelihood for the
local community and the same is quite happening in most landfill sites in Southern Leyte.
We have determined measurable success results and seen tangible outcome even during our
manual harvesting operations. Now, we are seeking the help of technology to improve as well as expand
the initiative to other dumpsite and landfill communities.
III.
STATEMENT OF NEED
Based on the 2009 statistical data from the Office of the City General Services, a total of
Php179,000.00 worth recyclable were collected from the area for that year. 18 families or 33 individuals
share these resources or less than Php15.00 daily income when divided among themselves. This was
during the time of “abundance” when city garbage collectors were forbidden from sorting recyclable.
Today, meager amount reach the landfill because of the present policy authorizing the city garbage
collectors to sort out recyclable items before being dumped.
There are 3rd generation scavengers present in our city landfill and this figure will continue to multiply
if their parents are not given the opportunity to augment income.
IV.
GOALS & OBJECTIVES:
The goal for a mechanize composting is to enable the community harness the valuable organic rich
compost and develop this material into income generating resources.
Specific Objectives:
1.
To develop, formulate and implement a prototype ecological solid waste management model
at the City Dumpsite in Barangay Combado and aim to integrate the concept for the provincial
solid waste management framework.
2. To be able to provide measurable increase in compost production and introduce the
opportunity to increase income in organic fertilizer livelihood.
3. To activate and encourage the use of one (1) idol shredder equipment to become productive.
V.
TARGET BENEFICIARIES:
Target beneficiaries in the implementation of the proposed project will be the Restore Green
Movement Alliance for Green Schools & Communities – City Dumpsite Scavengers Association. Duly
registered under DOLE Registration Certificate No. RO800-SLFO-13-08-WA-0125. With full Accreditation
Approval Under Resolution No. 953-s.2013 of the Office of the Sangguniang Panlalawigan, Province of
Southern Leyte and also accredited by the local government of maasin under Certificate of Accreditation
Issued by the Office of the Sangguniang Panlungsod, City of Maasin.
VI.
PROGRAM DESCRIPTION:
Landfill projects and dumpsite livelihood intervention proposals are among the “no list” priority
programs discourage by some government agencies. Like the farm to market roads, it requires a great
sum of investment to implement. But we believe in solidarity and cooperation, and in unity everything
is possible. Forming strategic alliances with the City Government, Provincial Government, together with
the Office of the District Representative and the DOLE is essential to overcome these obstacles.
One (1) unit heavy duty shredder machine owned by the city government is already present in the
dumpsite area. It has remained idol and unproductive for quite a long time now and only requires a
backhoe equipment to operate its full potential. The provincial government can help provide this
machinery. The backhoe will excavate the area, extract the compost material and feeds the organic mix
product into the shredder pulvurizing the material. A rotary trammel then catches the pulvurized mixed
compost and screen the organic materials. Procurement of this trammel equipment is requested from
the DOLE. Sifted compost are then weighed and bag ready for market as raw compost material or for
final processing into organic fertilizer thru vermi-composting. Inorganic materials and other large
particles are returned back in the landfill. Manual hauling is encourage to promote monetary incentive
another opportunity to increase income.
This shredder machine is also very useful in disposing old files helping to decongest the much needed
space in our buildings and offices. It is also a great way for mutilating confidential files and documents
and other bank transactions otherwise burned and buried.
VII.
SERVICE/INTERVENTION:
Provision of Machineries & Equipment and other Service Interventions:
1) Maasin City Local Government:
 The provision and use of One (1) unit shredder equipment to include the provision of fuel
& lubricants, repairs & maintenance and provision of operator during operations.
2) Provincial Government:
 The provision and use of One (1) unit backhoe equipment to include provision of fuel &
lubricants and operator during operations.
3) Office of the District Representative:
 Request to fund provision of One (1) unit nipa hut for product and working shelter.
 Budget/Employment to detail One (1) personnel for in-house training on simple
accounting and bookkeeping.
4) DOLE:
 Provision of working capital in the form of machineries & equipment, tools & materials.
VIII.
GEOGRAPHICAL COVERAGE:
This mechanize compost harvesting project is intended to be applied and is seen workable to any
dumpsites and landfill areas throughout the province. It can be also applicable to other cities and
neighbouring provinces. It aims to work with local dumpsite settlers and inspire livelihood enhancing
activities to these communities.
IX.
PROJECT MANAGEMENT:
The project will be manage by the president, Mr. Arman C. Bulan and the officers of the association
as team members. It will be closely monitored by Mr. Nelson T. Enojo as technical adviser who has been
with this group since its creation in 2007. With a degree in business administration, he has the capacity
to advice in the operations. He has also work experience with one local bank, retired in 2003, he is
presently employed with the bureau of immigration. As an outreach activity his services is a pro bono
for the community. Mr. Mario C. Toledo, accountant retiree with the Philippine National Bank commits
his services to do periodic in-house training for basic accounting and bookkeeping and acts as the
financial accounts adviser of the association.

BACKGROUND INFORMATION:
The project will engage in compost production ready for market. The beneficial use of
organic fertilizer today is popular and governments are institutionalizing measures to encourage
utilization of these abundant resources. Harvesting this raw material is costly thus, the formation
of a convergence initiative network. A collaboration among the City and Provincial local
government units, the DOLE, People’s Organizations, Private Sector and Pastoral Partnership with
the Edmund Rice Services is invited.
III.
OBJECTIVES:
General Objective:
The essence of this project is to improve socio-economic situation in dumpsites and landfill
communities and promote entrepreneurial skills through business and development.
Specific Objectives:
1) To develop, formulate and implement a prototype Ecological Solid Waste
Management Model in our city dumpsite at Barangay Combado, Maasin City and aim
to integrate the concept for the Provincial Solid Waste Management Framework.
2) To be able to provide measurable increase in income thru the help of technology and
introduce the opportunity for other communities to augment income in organic
fertilizer livelihood production.
3) To activate and make use of one (1) idol machinery, a heavy duty shredder
equipment to become productive and deliver potential return on investment.
IV.
BACKGROUND/DESCRIPTION OF THE PROJECT:
The project will engage in the excavation of organic-rich compost material found in our City
Dumpsite that would yield an estimated 50% of the total volume of garbage deposit present in
the area. However, the extraction of this organic-rich resources requires deployment of heavy
equipment and the beneficiary-community lacks the financial capability to lease or acquire these
heavy machineries. In order to come up with a workable plan, a convergence initiative network
collaboration among the City and Provincial government, the DOLE, Peoples’ Organization,
Individuals and the Private Sector and Pastoral partnership with the Edmund Rice Services is
hereby solicited.
We seek to indulge the partnership of the Provincial Government in providing one (1) unit
backhoe equipment in the implementation. The use of one (1) heavy duty shredder machine of
the City Government to include repairs and maintenance, fuel and lubricants and personnel to
operate the equipment during operation. The procurement of one (1) rotary trammel screen
sifter is respectfully requested from the DOLE to include other tools, materials and machineries
necessary for the operations. To minimize acquisition cost, local fabrication is respectfully
suggested and be done at the facility of the Provincial Engineering Department or in the DPWH
Area Equipment Compound.
Greater volume in production is expected thru the intercession of these machineries and
these equipment are designed to be portable for easy transport and mobilization to other
dumpsites and landfill areas for a provincial wide implementation and/or any other places that
demands the need. Tacloban City is one that requires this intervention.
Sifted and screened raw compost from the trammel are sacked, packed in a 50kg. bag sold
at Php50.00 per bag or a selling price of Php1.00 for every kilogram of raw compost harvested.
For income distribution, an itemized breakdown of sales per bag is agreed, viz:

Therefore, when an individual member-beneficiary is able to bag ten (10) sacks of compost
a day, he has already an additional income of Php100.00 plus another Php100.00 capital buildup
contribution as force savings deposit in the association.
This project also encourage business opportunities for other communities and agricultural
entrepreneurs. A 50kg. raw compost after vermin-composting will generate a 20kg. vermin cast.
With a market value at Php5.00 per kilogram, a profit margin of 100% or Php50.00 income for
every sack of raw compost investment. During our manual operation, a member with a family of
3 can accomplish 15 bags in a days-work. This figure is expected to increase when machineries
are deployed.
V.
MARKETING PLAN:
1) As Raw Compost Product:
There is already a move from the Provincial Government of purchase all raw compost
product to supply the need for composite raw material for the Provincial Agriculture
Office worm farm composting.
Pricing:
The price peg at Php50.00 per 50kg. bag is given as labour cost-incentive in sacking,
handling and hauling of the compost product. This selling price valuation is considered
fair market value of labour extended from individual members of the association as
industrial partners.
2) As Seedling Pots and Potting Medium:
Under Executive Order No. 26, Schools are encourage to produce seedlings for the
National Greening Program. Our beneficiary community can readily supply seedling pots
ready for seedling germination to these schools. Base on Maasin City Division data 16,754
enrollment population for school year 2013-14 and 71,523 for Southern Leyte Division.
This school population alone can raise and produce 2,648,310 seedlings at 30
seedlings per student per school year. That is a lot of impact for the whole province if we
encourage coffee and cacao seedling propagation. This mechanize composting project
may open doors to new industries aside from our major agricultural crop.
Two million coffee and cacao seedlings might saturate farm lands in Southern Leyte
but consider the whole region 8 as potential market after typhoon Yolanda. Southern
Leyte can be of help supply fast growing cash crop to these areas.
3) As Profitable Investment for other Agricutural Entrepreneurs:
A 50kg. raw compost after vermin composting will generate 20kg. vermin cast. This
worm poop has a market value of Php5.00 per kilogram or an expected income of
Php50.00 for every sack of raw compost investment. That is equivalent to a gross profit
margin of 100% return on investment.
VI.
PRODUCTION PLAN:
Mechanize harvesting process requires minimal amount of time. A periodic excavation
schedule will be set for every dumpsite and landfill areas. An annual visit is recommended giving
enough time for garbage to pile up and decompose. Meanwhile, relocating the activity to other
sites is suggested incorporating mechanize compost harvesting implementation for the entire
province.
For this project, we will target an area of 50 x 50 x 3 cubic meters in Combado Landfill.

Putting the immediate members on top of the pyramid is significant in the sustainability of
the project. Observations, experiences and suggestions coming from their imaginations should
be heard and given priority in decision making down the line. It is very important to hear these
untainted thoughts free from the influence of books and media derived directly from actual
observations from the ground, hence the thoughts this proposal was inspired.
The bottom personalities are partners for guidance to help shape their imaginations into
concrete steps during implementation.

CONCLUSION/COMMITMENT OF PROGRAM PARTNERS:
The duration of extracting the organic-rich material in barangay combado landfill would only
take a month in full operation. The beneficiary-community will only have to work a fraction of
their time in a year to be able to attain measurable increase in income. Projected output of 18,750
bags of organic materials will result in a tangible outcome and measurable success stories itemized
below, viz:

(b) Taking action in response to answer the call of the National Solid Waste Management
Commission for the implementation of an Ecological Solid Waste Management
Developmental Framework for the City and Provincial Government.
(c) This project will be able to achieve a potential return on investment of the One (1) Unit
Heavy Duty Shredder Equipment sitting dormant in our city dumpsite. This machine is
very useful in shredding old files helping decongest the much needed working space in
office buildings and premises. Aside from shredding garbage, it is also very capable of
mutilating confidential documents that are otherwise burned and buried.
(d) This project creates livelihood opportunities for other communities and agricultural
entrepreneurs prospective income generating ventures in worm composting. A 50kg.
bag of raw compost bought at Php50.00 will generate 20kg. of vermi-cast. This worm
casting has a fair market value of Php5.00 per kilogram or a potential income of Php50.00
for every 50kg. raw compost investment. A 100% return on investment.
(e) This composting initiative may paved the way to answer the demand of the National
Greening Program massive seedling production aimed to plant 1.5 billion tress. Compost
as requisite raw material for Quality Seedling requirement can be complied. Our partner
community and or other communities can readily supply seedling pots ready for
germination in our schools. An allocation of only 30 seedlings to care per student will
yield a total of 2,648,310 seedlings for the entire Southern Leyte Schools Division. At
Php1.00 per pot this figure is added income for the alliance partner school communities.
The above figure is the schools participation alone for the NGP. Consider incorporating
all employees for the Provincial Greening Program and focus priority on raising coffee
and cacao seedlings. These will eventually open new corridors for an emerging industry
for the Province.
(f) Three million seedlings may saturate farm lands in Southern Leyte but consider demand
of farmers to augment income in decease infested abaca and coconut farm lands in the
province. The need for fast growing cash crops suitable for intercropping is also seen to
increase as agricultural farm lands devastated by the destruction brought by Typhoon
Yolanda in the region. The move to rehabilitate and restore these areas would soon
demand the Quality Seedlings our province will be producing. Tag at Php10.00 per
seedling per DENR valuation, this will bring economic enterprise opportunity for the
Province of Southern Leyte.
(g) A conservative estimate of 10% survival rate will still generate probable income of 30
million for our farmers to share, therefore if we continue this initiative for the next 3
years, that is 90 million added income for integrating coffee and cacao crop alone.
(h) Environmental institutionalism in our school system is difficult to achieve when the
responsibility is left to the teachers alone. Small tree plant nurseries, schools gardens
and other environmental activities developed with the partnership of the community
itself making the school a learning center. Both the community and the school will
become environmental services providers. Creating a model to enhance understanding
of ecosystem processes and the integration of these knowledge into environmental
management and practices for the community.
(i) The transfer of knowledge, learning and developed compassion to our school children to
become environmental stewards in the future. Increase enrollment population in social
courses, agricultural and environmental studies is sustainable development.
The above success stories will remain unseen unless we embrace ourselves to commit and do something.
Let us all connect and take action to help shape this initiative into tangible outcome. Together, we can do
much more about all the potentials around us and make a big difference.
