PARTIAL CONSOLIDATED REPORT ON TYPHOON RUBY

Last December 5, 2014, during the CODE-NGO Social Development Celebration 2014 in Davao City,
CODE-NGO held a meeting with its members to activate the DRR Coordination Hub in anticipation of
the impacts of Typhoon "Ruby". The meeting was attended by representatives of CODE-NGO member
networks who have operations in the identified path of Typhoon Ruby: Agri-Aqua Development
Coalition, PAKISAMA and PhilDHRRA for Northern Mindanao, Eastern Visayas Network of NGOs and
Pos (EVNET) for Region 8, Western Visayas Network of Social Development NGOs (WEVNET) for
Region 6, Central Visayas Network of NGOs (CenVISNET) for Region 7, Partnership of Philippine
Support Service Agencies (PhilSSA) for MIMAROPA, and Coalition for Bicol Development (CBD) for
Region 5. The identified areas are also those that were devastated by the Super Typhoon Yolanda
more than a year ago and are currently being assisted by the CODE-NGO member networks in the
rehabilitation and recovery phase.
The member-networks in attendance agreed to become part of the coordination hub dubbed as “Task
Force Ruby” which will be CODE-NGO’s platform for sharing of information and latest updates
regarding Typhoon Ruby and do an initial damage assessment after the storm has passed. A Facebook
group was established which serves as the repository of information and the members have been
updating and exchanging information and data to monitor the status of typhoon impacts on the
ground. A Community Damage and Needs Assessment (CDANA) template has also been distributed.
Once filled-up by partners, these would be processed by the CODE-NGO National Secretariat thru the
ACED2 Project and the results will be used as basis for immediate intervention.

Typhoon Ruby has weakened while traversing the Sibuyan Sea. The eye of the Typhoon Ruby
was located based on all available data at 110 km Northwest of Masbate City or at 5o km
Northeast of Romblon, Romblon. Maximum sustained winds of 120 kph near the center and
gustiness of up to 150 kph

“RUBY” HAS WEAKENED INTO A TROPICAL STORM AS IT MOVES TOWARD THE PROVINCE
OF MARINDUQUE.
• Expected third landfall: Torrijos, Marinduque between 11AM – 12 NN today and it will be
associated with strong winds, storm surge and moderate to heavy rainfall.
• Estimated rainfall amount is from 5 – 15 mm per hour (moderate – heavy) within the 450
km diameter of the tropical storm.
• “TS RUBY” and the Northeast Monsoon will cause rough to very rough sea conditions over
the seaboards of Luzon and Visayas. Fisherfolks and those using small sea craft are advised
not to venture out over the said seaboards.
• Expected to Exit PAR: Thursday morning.
Location of eye/center At 10:00 AM today, the center of Tropical Storm “RUBY” was
estimated based on all available data at 20 km East of Torrijos, Marinduque (13.3°N,
122.3E).
Strength Maximum sustained winds of 105 kph near the center and gustiness of up to 135
kph.
Forecast Movement: Forecast to move West Northwest at 10 kph.

According to PIO Cebu Province, there are at least 142,370 (as of
Dec. 7, 2014) evacuees all over the province. There are no reports
of major infrastructure damage. Damages include flattened
banana plantation and overflowed rivers. Unfortunately, two (2)
casualties were reported: 60 year-old man died of hypothermia in
Northern Cebu while 14 year-old boy died of electrocution in
Malabuyoc. A certain 79 year-old Ricardo of Medellin, Cebu was
reported missing.

PSWS #1 up in Calamianes. MDRRMO of the Municipality
of Busuanga reports pre-emptive evacuation in the
barangays of Cheey, Quezon and Buluang (esp Sitios BCM,

Baybay, Ormoc): The wind and rain is not that strong
anymore. Banks and business establishments are being
secured due to threats of looting. Many electric posts fell

Northern Cebu experienced strong winds. So far, no major
damages and casualties. Clear skies are now seen and
experienced in Region 7.
As of the moment Northern Cebu like Bogo, Daanbantayan,
Medellin, San Remigio, Bantayan Island, Camotes Island,
Tabuelan, Sogod, Borbon and Tabogon are preparing for
the landfall in Masbate since these are the closest city and
municipalities. Strong winds and heavy rains are now
being experienced. Update is from our local partners in

No casualties reported even minor injuries in San
Remigio. Only natural colds and coughs are felt by
some evacuees in evacuation centers due to weather
condition.
 Relief goods for Bantayan Island will be prepositioned
in Hagnaya, San Remigio once storm signal is lifted.
 The Department of Social Welfare and Development
(DSWD) Region 7 has already dispatched 20,000
family food packs to the different municipalities in the
province since December 05, 2014.
 The relief goods have already prepositioned as an
augmentation to the province and neighboring
provinces of Region VII that will be affected by the
typhoon Ruby.
Masbate is experiencing heavy downpour and strong wind.
Thousands of families are in evac centers with relief goods
distributed. But food shortage is feared to be experienced
tomorrow.

Jorge Ebay is closely monitoring Gigantes. Preemptive
evacuation is in the process. People in coastal Roxas
City, Capiz have started bracing their houses then leave

As of 8:17 pm, a total of 117,900 individuals have been
evacuated in various evacuation centers all over the

Whole Bantayan Island has NO power since 10PM last
night (Dec 6).
In Medellin, Panugnawan Health Center was badly
damaged. Evacuees are now transferred to the
elementary school.
In Bogo City, heavy rains and strong winds continue to
pound the area.
Gov Hilario P Davide III declared suspension of classes
tomorrow in all levels including college in both public
and private in the entire province of Cebu.
Last night, Dir. Tabada of PAGASA Visayas advised
Cebuanos to brace for stronger rains starting 12 noon
when typhoon Ruby will be nearest Northern Cebu.

TYPHOON “RUBY” HAS MAINTAINED ITS STRENGTH AS IT CONTINUES TO MOVE WEST
NORTHWEST TOWARDS THE EASTERN SAMAR – NORTHERN SAMAR AREA.
•Expected landfall: Saturday evening over the Eastern Samar-Northern Samar area and it will
be associated with strong winds, storm surge (4-5 meters) and heavy-intense rainfall.
•Estimated rainfall amount is from 7.5 – 20 mm per hour (heavy – intense) within the 700
km diameter of the typhoon
Location of eye/center: At 10:00 AM today, the eye of Typhoon “RUBY” was located based on
all available data at 435 km East of Borongan, Eastern Samar (11.8°N, 129.4°E).
Strength: Maximum sustained winds of 215 kph near the center and gustiness of up to 250
kph
Forecast Positions:
•24 hour (tomorrow morning): 120 km East Northeast of Borongan, Eastern Samar
•48 hour (Sunday morning): 50 km West of Catarman, Northern Samar or at 60 km East of
Masbate City, Masbate.
•72 hour (Monday morning): in the vicinity of Calapan City, Oriental Mindoro.
