Presentation from Chancellor Patterson: Chancellor Patterson attended the meeting to discuss two items with CSAC – the new campus brand initiative and updates on UPS and shared governance. Campus leaders are working on rallying support in the community, with the Board of Regents, and across the state. To help these efforts, the campus will be moving toward a primary branding image. This primary brand will increase the recognition and strength of UWSP by identifying all of the campus’ various programs and initiatives as being related to UWSP. The primary brand will be the same for all campus units/organizations (with very few exceptions). Each division will also have its own brand extension, and each department/organization will also have its own brand extension. Athletics has its own branding scheme, and student organizations are also separate. The timeline for changing to the new branding scheme is 18 months, in order to be flexible and allow campus units to use up as many materials with their “old” brands as possible. With January 1, 2013, as the starting point, electronic images will need to change within 6 months, print images within 12 months, and signage/banners within 18 months. Chancellor Patterson also addressed the issue of shared governance with classified (university) staff. Currently, classified staff does not have the same shared governance rights granted in the state statutes as faculty, academic staff, and students. This is because classified staff has been, and will be up until July 1, 2013, under the purview of OSER instead of the UW System. With the new UPS System, discussion had occurred with campuses and at UW System Administration as to whether or not the UW should ask for the statutes to be amended to include university staff as having the same shared governance rights. Given the composition of the state legislature, it has been decided that now is not a good time to ask that the statutes be altered. The fear is that state leaders may take away the existing shared governance rights that the other groups currently have. Instead, the UW Board of Regents will unanimously pass a policy at its next meeting, which will still provide university staff with equal governance rights. Chancellor Patterson mentioned that he would like even more regular contact with CSAC going forward. He also suggested that University Staff Councils from across the UW System begin having annual meetings, similar to Faculty Senate and Academic Staff Council gatherings. UPS Motion Discussion: After little discussion, the group decided to submit the resolution calling for statutory change in regards to including University Staff in shared governance. The resolution will have no effect at this time, but will again remind UW leaders that the ultimate goal is for university staff to have equal shared governance rights granted in the state statutes. This resolution will go to Chancellor Patterson and the UW System Administration Human Resource office.
