Stormwater Construction Specialist
Primary Reason Why Classification Exists
To perform manual and semiskilled labor and equipment operation work related to the
installation, maintenance, and repair of municipal stormwater systems
Distinguishing Features of the Class
An employee in this class performs a variety of semi-skilled and manual labor tasks related to the
construction, maintenance and repair of drainage systems and facilities. Work includes cleaning
catch basin, assisting in the construction of catch basins and storm sewer, cleaning ditches, and
related tasks. Work subjects the employee to inside and outside environmental conditions,
extremes in temperatures, and hazards associated with equipment operation including fumes,
oils, gases and mists. Work is performed under the regular supervision of a Stormwater
Maintenance Crew Leader or other supervisory employee
Illustrative Examples of Work
 Operates specialized equipment and performs manual labor to install, maintain, and repair
pipe systems, culverts, drainage structures, creek/ditches, curbs and gutters, and related
stormwater infrastructure
 Grades ditches and drainage systems by hand or through the use of mechanized equipment
 Cleans storm drains and catch basins; mows, trims and landscapes work area
 Operates light equipment such as loaders, dump trucks, rollers, mowers and a variety of
landscaping and street maintenance equipment
 Applies patches to asphalt and concrete pavements
 Installs or repairs stormwater piping systems
 Performs other general labor work for other departments
 Performs related tasks as required
Knowledge, Skills and Abilities
 Knowledge of the operation of mowers, tractors, dump trucks, leaf blowers, forklifts, weed
eaters, tamps, jackhammers, shovels, rakes, and other maintenance equipment
 Knowledge of occupational safety and health requirements and practices when working in or
near water and sewer lines, manholes, or sewage outfall lines
 General knowledge of the operation and preventive maintenance requirements of equipment
used in stormwater maintenance work
 Ability to understand and follow instructions and work with others as a team member
 Ability to lift and use heavy equipment and tools used in the course or work and perform
manual labor for extended periods or time as well as in all types of weather conditions
 Ability to read and write at the 10th grade level
 Ability to establish and maintain effective working relationships with other employees
 Ability to be recalled to work as dictated by the needs of the Town for varied labor tasks
 Skill in the use of specialized equipment and hand tools to which assigned

Physical Requirements
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds
of force frequently, and up to 20 pounds of force constantly to move objects. Work requires
stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, climbing,
fingering, grasping, and repetitive motions. Vocal communication is required for expressing or
exchanging ideas by means of the spoken word. Hearing is required to perceive information at
normal spoken word levels. Visual acuity is required to inspect small defects or parts, operate or
inspection machines and earth moving equipment, use measurement devices, and to determine
the accuracy of work assigned. Employee must have the stamina to work for extended periods, in
varied weather conditions, and in emergency situations.
Working Conditions
The worker is subject to varied outside environmental conditions including extremes of cold and
heat, rain and wind, noises, fumes, odors, as well as dusts and other workplace hazards including
proximity to moving mechanical equipment. Employee may be exposed to greases, fuels, and
oils, and may have the potential for exposure to blood borne pathogens from raw untreated
sewage or other environmental hazards encountered in the work. Employee may be required to
work in close quarters, crawl spaces, shafts, man holes, small areas of sewage and water lines,
and other areas which could cause claustrophobia.
Education
Graduation from high school or GED equivalency
Experience
Prior experience involving the use of hand and power equipment used in the installation,
maintenance, and repair of culverts, ditches, and other land stormwater infrastructures
Special Requirements
 Valid North Carolina driver’s license (CDL-B is preferred)
 Immunization for Blood Borne Pathogens
 Employee required to successfully complete the NIMS course work applicable to the position
within one year
FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times
the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s
official work week and not the employee’s work schedule)
