U.S. Department of State’s Chemical Security Program (CSP)-sponsored grants to implement
physical and procedural upgrades to the security of hazardous chemicals at academic and industrial
laboratories and facilities
One-time, nine month award – $2,000 - $30,000
Awards implemented through CRDF Global

A completed CSIG application form;
A completed CSIG budget form*; and
The curriculum vitae (CV) and passport or state-issued ID card for each individual financially
compensated under the project.
* CSIGs are intended for equipment (and associated installation fees), materials, and supplies that
improve chemical security. Funding for CSIG project team member labor costs is extremely limited
and rarely approved as part of this grant competition. See “Appendix A” on Page 10 for detailed budget
information.
Proposal Evaluation Criteria
CSIG proposals will be evaluated based on the following criteria:
1. Chemical security relevance and impact:
 How will the proposal improve physical or procedural chemical security at the applicant’s
facility or laboratory?
 How will it secure chemicals in the laboratory or facility?
2. Sustainability and commitment:
 Does the applicant’s organization demonstrate their commitment to the project by offering any
complimentary financial, logistical, and/or personnel support?
 Does the applicant offer his or her time at no additional cost?
3. Clarity, feasibility, and detail:
 Is the project clearly outlined and possible to successfully accomplish?
Please note that CSIGs are competitive grants and repeated funding for the same individuals or
institutions is limited.

CSIG Project Examples*
Examples of physical chemical security equipment and supplies
 Keyless door-locking systems: these systems allow for controlled access and an “audit” trail. For an

 Badge identification system and/or electronic card readers for restricted access to hazardous chemicals.
 Chemical fume hood/cabinet combination with sash lock (hood) and door lock (cabinet) to secure
hazardous chemicals
 Lockable chemical storage cabinet, preferably with an explosion-proof ventilation system, to secure
hazardous chemicals
 Lockable laboratory refrigerators and freezers to secure hazardous chemicals

building must be secured so it is not readily portable
 Chemical bar code reader/scanner, database software for inventory, and/or laboratory management

Organization for the Prohibition of Chemical Weapons (OPCW) Schedules of Chemicals I, II, and III or
Australia Group Common Control List chemicals.
Establishing chemical inventory procedures or a chemical inventory management system
Chemical storage procedures and security policies for chemicals such as those found in the OPCW

* Please note that CSIGs will not fund training or workshop events. CSIGs will only fund trainings
associated with using procured chemical security equipment or understanding chemical security
procedures.

F. Project Description
Please provide a detailed description of the proposed chemical security improvement project and explain what
this project will achieve. Please outline of all steps of the project from beginning to closeout including:

Your project objectives and goals (i.e. procure equipment, develop security procedures).

How you will implement your project – please include as many details as possible.

Chemical security refers to reducing the potential theft or diversion of hazardous or toxic chemicals for
nefarious purposes. Please clearly explain:

How your project will enhance chemical security at your laboratory or facility.

Describe the current state of chemical security at your institution.

Please describe any perceived vulnerabilities, chemical security threats and areas for improvement
(related to chemical security) at your institution or in your community.


impact by maintaining security upgrades or procedures facilitated by your project after the granting
mechanism is complete. Please explain:

How you will report the outcomes to CRDF Global (i.e. monthly reports, photographs, etc.).

Appendix A - CSIG Project Budget Instructions
Please complete the separate budget document and submit it with your application
A. Labor Costs
Please list individuals that will require payment in order to implement your project. For example:


Technician to install equipment
Laborer to assist with construction of chemical storage building
Limited labor costs for CSIG applicants will only be considered for funding if the project team member
is required to install equipment or develop procedures. All requested labor and hourly rates will require a
detailed justification and description of the individual’s role in the project. A small stipend for project team
members in an advisory or administrative role will be considered on a case-by-case basis, however labor
funding for CSIGs is limited.
B. Equipment, Software, Materials and Supplies
Please list each piece of individual equipment, software, supplies and materials (one per line-item) you are
requesting and include:

Price estimate in United States Dollars (USD) with:
o Value-added tax (VAT)
o Delivery costs
o Installation costs

Description of equipment that includes the make and model of each item.

Expected country of purchase
Please submit three vendor price quotes for each piece of equipment you list in your budget.

Please list any extra costs outside of labor and equipment expenses that may be associated with the
implementation of this project.
