All quotations needs to be signed and on an official letterhead. 1 1. BACKGROUND, OVERVIEW AND SCOPE OF REQUIREMENTS A. BACKGROUND OF SERVICE OR GOODS REQUIRED The Commission for Conciliation, Mediation and Arbitration (CCMA) is an independent and autonomous organization that was established by the Labour Relations Act of 1995 (LRA) to deliver dispute prevention and resolution services to the people of South Africa. The core mandate of the CCMA, as one of the organisations charged with implementing the LRA, is derived from the purpose of the LRA which, amongst others, is to advance economic development, social justice, labour peace and the democratisation of the workplace. The required service will enhance the selected middle managers and supervisors with the knowledge and skills in English Grammar and report writing in executing their functions. B. OVERVIEW ON RFQ i. To provide facilitated and interactive classroom training to the CCMA selected middle managers and supervisors. ii. The training and materials provided should be of high quality and adhere to the demands of command of English Grammar and report writing and accredited by the relevant training SETA iii. The training course will be for three (3) consecutive days. iv. The training will be provided to the selected middle managers and supervisors, approximately 30 participants. v. In-house training will be held at the CCMA National Office: CCMA National Office, 28 Harrison Street, Johannesburg. vi. The training will take place on 07-09 October 2014. C. RFQ SPECIAL CONDITIONS i. The successful service provider should have a proven track record of successful delivery of this course in other organisations. Proof needs to be delivered in the form of written confirmation and comments from other organizations. ii. A high level of expertise is expected of all personnel dealing with this project. Proof of expertise, experience and qualifications needs to be submitted in the form of a short resume. This should be completed for the materials developers and facilitators. iii. Preferential Procurement Policy Framework Act (PPPFA) principles shall apply, whereby submissions will be evaluated accordingly to the provisions of the Act. iv. Broad Based Black Economic Empowerment (B-BBEE) Status will be scored in accordance with the DTI Codes of Good Practice and bidders must submit their valid Tax Clearance Certificate and B-BBEE 2 verification certificate, as issued by a SANAS accredited verification agency, with their tender, in order to be eligible for B-BBEE points. v. The following evaluation criteria will be applied: Price 30 points, Quality/Functionality 50 points and BBBEE 20 points. vi. CCMA does not bind itself to accept the lowest or any tender and reserves the right to accept any tender or portion of a tender. vii. Tenders which are late, incomplete, unsigned will not be accepted. viii. All quotations are to remain valid for a period of ninety days (90 days) from the closing date of the submission. ix. A Tax Clearance Certificate (an original SARS certificate) must be submitted with the response document in order to be considered. x. Failure to complete all supplementary information and the Returnable Schedules may result in the tender being deemed null and void (disqualified). xi. Ability to deliver countrywide (Nationally). D. RFQ SPECIFICATIONS i. The quotation should include a detailed course outline and should be inclusive of the learning methodology that will be used for each section. ii. It is vitally important that the service provider produces a highly effective, practical and innovative English Grammar &Report Writing Skills training course which will enable the participants to readily apply the learned skills in executing their function. iii. Participants should be trained on: Business writing – writing plainly and clearly, compose documents, use good models for writing business reports, executive summaries and letters, editing tactics, difference between speech and business writing iv. Grammar and punctuation: Write Effective sentences, construction of paragraphs and words, phrases, clauses, differentiate between: formal, informal, jargon and slang in business writing v. Prepare a polished correct final draft: writing, editing, design and proof reading vi. Structure and format: pagination, headings, fonts and layout, the use of charts, graphs, tables vii. Introduce a reader centered writing approach – art of saying what you mean in a professional manner/style viii. Report writing skills: different types of reports discussed, how to write professional reports, planning, writing and editing reports, format appropriateness, deciding on correct/relevant content, presenting information differently e.g. texts, graphs, tables, diagrams ix. The facilitated learning process should include: a) Explanatory, Interactive exercise and participative learning sessions and handouts. 3 b) The training content should be intensive, innovative and different to the general courses available. The course should include an aspect of emotional intelligence. c) The training material should be accurate, accessible, user friendly. d) The development of the training material should be customised to the needs of the CCMA as indicated above. e) The material should include learner aids to assist with the practical implementation of what was learnt. f) Formative assessments should be integrated and form part of the workshop. g) A summative assessment should be included and completed by the end of the last day of the training h) The service provider should ensure that every learner is given sufficient theoretical and practical training to ensure competence. i) x. The course must be SAQA accredited. A detailed report compiled by the facilitator to be sent to the Manager: ETD which includes detailed information on the course and learner progress. xi. In case of non-accreditation bearing training certificates to be issued no later than a month after the completion of the training. xii. To submit In-house costs and Provide pre, during & post training support E. RFQ EVALUATION CRITERIA i. The quotations will be evaluated using 80/20 system according to PPPFA Act regulations 2011. ii. CCMA expects its suppliers to comply with all CCMA’s BBBEE requirements when submitting bids. As a pre-condition to selection a potential supplier must submit a signed BBBEE certificate, the detailed scorecard (by an accredited rating Agency) and any other documents that may be required by CCMA. These shall form one of the critical criteria in the evaluation of BBBEE requirementsF.
