NOTICE INVITING REQUEST FOR PROPOSAL
Project: Installation facilities for Rain Water Harvesting and Solar Power
Panel at Embassy of India, Kathmandu-Selection of Consultant
Embassy of India invites sealed and separate tenders under two bid system
(Technical
and
Financial
Bid)
from
established/reputed
Architectural/Engineering Consulting firms to procure services for subject
matter cited above in its engagement for implementation of the same. The last
date of receipt of bids in a sealed envelope is on or before 14/09/2015 upto
1700 hrs. Details of scope of work, eligibility, pre-qualification criteria etc.

-:Scope of Work:The selected consultant requires to carry out the following tasks but not
limited to:

Evaluation of current energy consumptions;

Develop initiatives for moving to a state of improved energy consumption
and cost effectiveness;

Assess and determine the feasibility or potential for energy consumption,
water consumption and renewable energy measures that are life-cycle
cost effective;

Provide the item wise list of costs, method to accomplish, saving
measurement
and
verification
(M&V),
options,
guaranteed
consumptions savings, guaranteed cost savings and guaranteed simple
payback;

The cost proposal will include design project management, labour and
material. The Consultant would be responsible to provide all necessary
support to the contractor for the actual installation commissioning
trails, troubleshooting and post installation measurement and
verification phases;

Prepare bidding documents, scope of work and bill of quantities for
engagement of contractor for the execution of works;

Prepare invitation for bids, carry out evaluation and recommended for
award of contract;

Supervise the execution of works as per approved design/drawings,
material, technology, certify work done by the contractor and
recommend for settlement of contractors’ running account bills;

Obtain certificate of completion of above project from competent
authority, if required;

Indentify defects and advise the contractor for removal of defects during
Defect Liability Period;

Issue final completion certificate
-:Eligibility:Consulting firms fulfilling the following conditions and submitting the
documentary proof of fulfilling such conditions only need to apply:




Having successfully completed such type of consultation projects
consisting NRs. 08 crore and above with GOI/GON or International
agencies or Diplomatic Missions during the last Seven years;
Having minimum turnover of NRs 75 Lakhs in consultancy services in
each of the last three years;
The firm should be based in India or Nepal;
Having registration with the Government of India or Government of
Nepal, Professional Societies, Tax and VAT offices.
-:Note:Technical proposals shall be opened on 17/09/2015 at 12:30 hrs in the
presence of the authorized representative of the consulting firms. Financial
proposals of only technically qualified bidders shall be opened subsequently.
Outer left corner of the sealed envelopes should bear the words “Technical
proposal for consultancy services for Installation facilities for rain water
harvesting and solar power panel at Embassy of India, Kathmandu” and
“financial proposal for consultancy services for Installation facilities for rain
water harvesting and solar power panel at Embassy of India, Kathmandu”. In
case the date of opening of sealed proposals is declared to be a holiday, the
same shall be opened on the next working day at the same time and venue.
All eligible and interested firms are advised to visit Embassy of India,
Kathmandu and see the site, assess the nature of job before submitting their
proposal. Any claim later for non-acclimatization of site shall not be
entertained under any circumstances.
Decision of the Embassy of India, Kathmandu shall be final and not
challengeable anywhere.

NOTE : Unprecedented situation : If after opening of financial bids it is found that there
are more than one lowest bidders, in that case preference will be given to those
contractors which scores more evaluation marks in the technical bids
Minimum 70% examination mark is required to shortlist the firms for opening of financial
bids.
