NOTICE INVITING BIDS
Embassy of India invites sealed and separate tenders under two bid
system (Technical and Financial Bid) from established/reputed
companies/contractors for Horticulture
works in the Bungalows
(B2,B3,B4)(Total-19), area near & in between Residential flats (AP1,AP2, AP3)
in the Embassy of India Complex.

The detailed scope of work, details of site visit, evaluation criteria
and other relevant information in this regard may be downloaded from
www.indianembassy.org.np and eprocure.gov.in or collected from Sh.
S.Sunderrajan, JE(Civil), Ph. 01-4410900 ext. 4280. The financial bid will be
opened only for such companies/contractors who will succeed on the basis of
Technical bid.

Last date for receipt of sealed bids will be 17.00 hrs. on 10 September
2015.

The Embassy of India reserves the right to reject/cancel any or all bids
without assigning any reason.

SCOPE OF WORK
1. The Contractor is required to follow the latest relevant standards and
codes for Horticulture works, and as issued by the Government of Nepal
and/or Kathmandu Municipality. All work shall be done as per sound
engineering practice and as directed by the JE(Civil), Embassy
Gardener and confirmed by the Employer.
2. Earthwork shall include:
a. Clearance and disposal of all debris on site
b. Ground preparation for grassing with dibbling of roots of specified
species of grass (Selection No. 1) including watering and
maintenance of the lawn till the grass forms a thick carpet free of
weeds and fit for mowing. All finished work shall meet approval of
the JE(Civil), Embassy Gardener .
c. Preparation of soil by excavating, refilling the excavated earth after
breaking clods and mixing with manure in the ratio 2:1 and mixing
of soil improvement, nutrients
d. Supplying stacking and mixing of screened farm-yard manure on
site
e. Supplying, stacking and mixing fertilizers at site
f. Supplying, stacking & treating the earth with insecticides, pesticides
& weedicides at site, including royalty & carriage as per specification
3. Mandatory Maintenance for a period of one year shall include:
a. The maintenance period shall be 12 months from the date of
completion of landscaping work. The work shall not be considered
as completed satisfactorily and maintained until the Embassy
certifies in writing that they have been completed satisfactory and
maintained properly every month.
b. The maintenance shall mean and include watering, weeding,
mowing lawns/ grass, sweeping, disposal of materials, supplying
and application of decomposed farm yard manure, and organic
insecticides, pesticides, etc. It also means and includes replacement
of damaged/ withered area of lawn with new first quality grass.
c. All necessary tools like, but not restricted to, hose-pipes, hydrants,
sprinklers, Horticulture maintenance tools (including safety shoes),
will be provided by the Contractor as per requirement, at his own
cost.
4. The Contractor shall make his own transportation arrangements for all
the required materials to site of works, as well as disposal of any waste
material, complete to the satisfaction of the Employer and Architect/
Engineer-in-charge.
5. The Contractor shall employ, in consultation with the Embassy, only
those persons who are physically, medically and mentally fit and whose
antecedents have been verified and cleared.
6. The workers engaged by the Contractor will be the employees of the
Contractor and the Embassy will not, in any way, be responsible for any
liability/compensation on account of accident, injury or death of
workers while performing their work inside the Embassy campus.

The bids should be strictly in accordance with minimum wages fixed by
Government of Nepal. The financial bid will be opened only for such
companies which succeeds on the basis of pre-qualification/evaluation
criteria(attached)
8. PAYMENT SCHEDULE :

9. GENERAL INSTRUCTIONS :
(i)
The work is to be completed in all respects within two months from
the date of award of work. The scope of work shall include all allied
works such as earthwork, supply of grass etc. and mandatory
maintenance for one year from the date of completion of work.
(ii)
The Bidders should, along with their quotation, submit all relevant
up-to-date details regarding their experience, list of works, turnover,
client certificates, registration with concerned Authorities, etc. All
documents relating to the Bid shall be in English language.
(iii)
The Bid for the work shall be for supply of grass along with all allied
earth works and mandatory maintenance for one year. The Bid shall
be inclusive of all transportation costs all admissible taxes, levies &
VAT, etc. and nothing extra shall be paid over and above his
accepted quoted amount. The terms of payment indicated by the
Bidder are subject to negotiation, if his bid is accepted.
(iv)
The date of submission shall be final and no requests for extension
in the date will be entertained. Bid can be submitted by hand or by
post. If the Bid is sent by post, the Embassy will not be responsible
for delay/ loss in postal transit. Bids received after due date & time
shall not be accepted.
(v)
Bid shall be opened in Embassy of India, Kathmandu, on 11
September, 2015 at 1530 hrs before the duly constituted committee.
The Bidder or his authorized representative may remain present
during the opening of Bids.
(vi)
The Embassy of India reserves the right to reject any/all Bids, wholly
or in part without assigning any reason whatsoever.
NOTE: The approximate area for grassing for B2, B3, B4 Bungalows
(Total-19) and area near and in between is enclosed as per annexure.
The measurement is in sq. ft. However the payment will be made
after measurement of actual work done by the contractor.

NOTE : Unprecedented situation : If after opening of financial bids it is found that there
are more than one lowest bidders, in that case preference will be given to those
contractors which scores more evaluation marks in the technical bids
Minimum 70% examination mark is required to shortlist the firms for opening of financial
bids.
