Summary of Professional Experience I have 30 years of experience in development management covering strategy, policy, project and emergency related work. I have an excellent knowledge of agriculture and rural development issues acquired through many years of work on field projects and programmes. I have a long experience of collaborating with stakeholders including Governments and beneficiaries; and of working in partnership with major international financial institutions (IFIs) and bilateral donors. As a line manager I have proven ability to deliver a large and complex work programme meeting the requirements of multiple clients; of managing multidisciplinary and multinational teams; and of reform and change management in large institutions. My geographic experience covers much of Asia, as well as parts of Africa and Europe. I have a particular experience in Pakistan where I have worked on projects, programmes and policies for the past 25 years. . Senior Advisor, World Food Programme (WFP) Policy, Programme and Policy Division. April 2014 – present) I am working on food security and nutrition policies in middle income countries. My task is to help design, launch, implement, monitor and report on this pilot programme This involves preparation of strategic reviews which examine the current situation related to hunger in the country, the gaps in government and international response, and actions needed to meet internationally agreed goals on hunger and food insecurity. Based on these review, a programme for WFP in these countries will be designed. Senior Policy Advisor, FAO Country Office in Pakistan. (June 2013 to March 2014) I am working with the Federal Government to prepare a national Agriculture and Food Security Policy. I am also working the Provincial Governments of Khyber Pakhtoonkhwa, and of Balochistan, to prepare provincial agriculture polices. Deputy Director of FAO’s Office of Support to Decentralization (2007-13), I oversee and guide the functioning of FAO’s decentralized offices network which comprises over 130 offices. This includes providing guidance to these offices; overseeing their operations; ensuring coordination; making proposals on appointments, transfers and training of staff in decentralized offices; and overseeing ICT matters. I have also been heavily involved in the FAO renewal process and was Team Leader for decentralization which required fundamental changes in most aspect of the Organizations work. I have been regularly released from routine duties to undertake high priority assignments to my home country (Pakistan). Some of these missions were for preparing major inter-agency assessments and strategies for areas affected by conflict and natural disaster such as the 2005 earthquake, the 2009 conflicts in Swat and FATA, and the 2010 floods. These missions required close collaboration with Government, IFIs and the UN system. Most recently I have led the preparation of a national agriculture and food security policy, two provincial agricultural policies and of a business plan for the agriculture research system. Chief, Asia and Pacific Service, FAO Investment Centre Division (1999 - 2007). The service provided assistance, mainly World Bank and Asian Development Bank and IFAD, in the identification, preparation, supervision and evaluation of investment projects in the Asia and Pacific region. As Chief, my main responsibilities were management of staff, consultants, budgets and administration; review and quality control of all work done by the service; collaboration with various partners for agreeing areas of cooperation; and improving, expanding and diversifying the work programme. During my tenure, I initiated work in two new areas. The first related to sector and investment planning work in countries such as Myanmar and DPRK, where IFI and donor involvement was still limited. The second related to damage and needs assessments in post-disaster situations (tsunami, earthquake and floods), postconflict situations (Iraq and Afghanistan) and other emergencies (avian influenza). In most cases the work was done in close collaboration with other UN agencies and IFI partners. As this was a new area of work, I personally led many of these missions. Economist/Senior Economist, Asia and Pacific Service, FAO/World Bank Co-operative Programme (1990-9). My main duties were to identify, prepare and evaluate investment projects for the World Bank and the Asian Development Bank and to participate in appraisal missions. This involved close contact and collaboration with our partner institutions and frequent travel to countries in the Asia region with occasional missions to Eastern Europe and the Former Soviet Union. During this time, I worked on projects related to area development, irrigation, agricultural research, fisheries, forestry, credit, rural infrastructure and co-operative development. In addition, I was involved in sector reviews and preparation of sector loans. Freelance Consultant Economist (1980-90). I worked as an independent consultant with various international agencies such as FAO, IFAD, UNCTAD, UNDP, the World Food Council and the World Bank, as well as a number of private consultancy companies. My work over this period included commodity and trade related work; policy analysis and advice at country and global level; and preparation and evaluation of agricultural investment projects. 2 Industrial Economist (1977-9). I worked with the Pakistan Industrial Credit and Investment Corporation on the identification, preparation and appraisal of loans for large- and small-scale industrial projects. Subsequently, I spent about a year with the South Asia Industrial Projects Division at the World Bank working on industrial development projects in Bangladesh, India, Nepal and Pakistan. Teaching Experience. At the University of Oxford (1979-81), I was appointed tutor to a number of under-graduate and post-graduate students. In addition, I undertook teaching assignments for several private tutorial institutes in and around Oxford. Prior to that I was teaching economics to final year (A-level) students in the Karachi Grammar School on a part-times basis for about one year. From time to time I continue to present lectures and seminars at the universities in Rome. 3
