This packet contains all pertinent information regarding Safety Drill Procedures for the 2015-2016 school year. New Jersey State Law requires that public schools complete two safety drills per month. One drill is an evacuation drill and the other drill needs to be a security drill (lockdown, shelter-in-place, bomb threat/suspicious package). This packet contains instructions on the following School Safety

EVACUATION PROCEDURES
Always respond to a fire alarm or verbal command by the incident commander (principal and/or designee) to evacuate the building.
Procedure:
1.
Give your students directions on evacuation route based upon directions in your classroom. (Please review this route with students in your classes on the first day of school).
2.
Please take student attendance list with you at all times when evacuation is needed.
3.
Upon reaching your designated evacuation area, please take attendance to ensure all students are accounted for.
4.
Students are not to be released for any reason unless directed to by the Incident
Commander.
5.
IF STUDENTS WILL NOT BE RETURNING TO THE SCHOOL
BUILDING, THEN THE DESIGNATED MEETING AREA FOR RELEASE
TO PARENT/GUARDIAN ARE:

Lock-Down Procedures
When there is an immediate threat of violence in or immediately around the school, the incident commander will announce for the school to LOCK-DOWN. If possible, the incident commander will indicate if the threat is internal (inside the building) or external (outside the building).
Procedures to follow in the event of a lockdown:
1.
Immediately:
Lock your classroom door.
Close and lock all windows and turn blinds so no one can see into the room.
Turn off lights.
Clear all desk tops/student belongings from visibility .
2.
Get all students/staff to sit on the floor away from doors and windows. Remain quiet and calm.
3.
If gun shots are heard, all students and staff are to lie on the floor.
4.
Take attendance. Communicate missing or extra students to the Incident Commander as soon as possible.
5.
Ignore all bells and alarms. Respond only to the Incident Commander’s instructions.
6.
DO NOT
Allow students to use cell phones.
Call Office or Administrators cell phones unless providing vital information on incident or student medical emergency.
7.
Resume normal activities when a POLICE OFFICER with credentials and a KEY unlocks your door and instructs you to resume normal activities.
8.
Release extra students/move students only when a police officer commands you to do so.
Other:
Library -Lockdown will take place in Library Classroom and/or Nurses Office.
Cafeteria -Lockdown will take place in back of kitchen.
Gymnasium -Lockdown will take place in the locker rooms.
Outside Gym Class -Remain at the Richard Butler School and/or Smith Field.
Auditorium -Lockdown will be on the stage with curtains closed.
**Buses in route to school will be redirected to Richard Butler School until incident is deemed safe by law enforcement.

Shelter-in-Place
Shelter-in-Place will be called when the threat is external (outside the building) and the safest place is deemed to be inside the school building.
Procedure when Shelter-in-Place is called:
1.
Immediately:
Lock classroom door and bring students passing in the hallway into your classroom.
Close and lock all windows.
Keep students/staff away from windows and doors.
2.
Take Attendance:
Provide information on missing students or extra students to the building administrator as soon as possible.
3.
DO NOT let anyone LEAVE the classroom until building administrator signals/announces the shelter-in-place is over.
4.
Continue Teaching/Normal Classroom Activities if possible.
5.
Resume all normal classroom activities upon building administrators command.

If needed, building administration with assistance from police department will move certain classes to safe locations. Please wait on command.

Bomb Threat/Suspicious Package Response
(Use when a device is found or threat of a device is made)
The three most likely methods of receiving bomb threat information is:
Telephone call
Letter or e-mail/text message
Delivered package
IN THE EVENT OF A BOMB THREAT/SUSPICIOUS PACKAGE:
DO NOT:
USE CELL PHONE OR A RADIO/WALKIE-TALKIE. (use of devices may detonate a bomb).
Bomb Threat/Suspicious Package Procedures:
1.
Incident Commander will announce a Bomb Threat over the intercom and provide instructions to either:

LOCK-DOWN OR SHELTER-IN-PLACE
2.
After receiving instructions, please remain calm and take attendance. Keep a class list in case you need to evacuate.

When receiving a Bomb Threat phone call, use Bomb Threat Information Form on next page if available or use pen and paper to record exact information from caller. (Transfer to Bomb Threat Information Form at a later time and turn into administration).
4.
Signal a person in the room to come close and listen to the caller with you. Keep the caller talking as long as possible.
5.
Notify the building administrator or his designee as soon as the caller hangs up.
The building administrator shall contact 911 and the Superintendent of Schools.
6.
If you notice a suspicious package or hear a suspicious noise. Relocate your students immediately to a safe area, close and lock door if possible. Contact building administration immediately. The building administration will contact
911 and the superintendent of schools.

Tornado Warning Procedures
1.
We will immediately move to a Shelter in Place via PA announcement
2.
We will move to the following “Secure Areas” areas upon the PA Announcement
(one announcement) : a) Main Building
Third Floor rooms 302, 304, 306, 307, and 308 will move to the 1 st floor
Guidance Hallway.
Third Floor Rooms 309, 310, 311, 312, 313, 314 will move to the 1 st floor
Guidance Hallway.
Second Floor Rooms (Main Office), 202 (Attendance Office),204, 208,
210, 212, 209B, 211A, 211, 212, 213, and 214 will move into the hallway beginning at Principal’s Office door into the World Language Hallway.
First Floor Rooms 104, 106, 107, 108, and 109 will move students into the
Science Wing Hallway.
Auditorium will move into the World Language Hallway. b) Arts
Second Floor Rooms 328, 333, 335, 337, 340, 338, 336, and 332 will move students to the Cafeteria Hallway.
If during a lunch period-students in cafeteria will be moved into PE locker rooms for Boys and Girls.
Students in Room 229 and the Library should move into the hallway outside the Cafeteria as well.
Students in the Gymnasium will move into PE locker rooms for Boys and Girls. c) Annex
Rooms 10, 11, 12, and 13 should move students into the interior hallway of the building.
BOE Offices should move into the interior hallway of the Annex with
Rooms 10, 11, 12, and 13.
3.
We will remain in the Shelter in Place lockdown until it is deemed safe. Students are to remain quiet in the hallways until given further instructions. An announcement will be made via the PA system to end the Shelter in Place lockdown. If the PA system is not working properly, Police and/or Administration will alert staff and students when the Shelter in Place is over and deemed safe to resume regular activities.

Responding To a Threatening Intruder in Your Classroom
Keep students together and calm.
Do not threaten the intruder. Ask calmly if they will put down their weapon, if intruder is armed. Let the intruder know that you and the students are harmless.
Listen carefully to the intruder, ask simple questions if need be. Do not argue with the intruder.
Do not make quick movements, loud noises or other actions which may cause intruder to feel insecure and trigger violence. Keep hands in front of you.
Do not anger the intruder by making promises you will not be able to keep.
Occasionally ask if the students may be released.
Do not underestimate the seriousness of the situation or the ability of the intruder to injure or kill.
When known emergency responders arrive, do exactly what you are instructed to do. Do not think you have a better idea or escape plan.
If you find a problem with sewer, electrical, gas, water, heat or air conditioning …
Notify the building administrator immediately.
The building administrator will contact 911 or resource needed to deal with the problem.
The building administrator will decide on evacuation, shelter in place or remain in normal mode.

When a staff member reports a student missing from school property during the school day a referral shall be made directly to the building administrator.
A verbal report to the Principal
Principal will determine that student is not in class and not in school building/buildings (call class teacher/s, announcement on PA system for student to report to main office)
Principal will contact Superintendent of Schools
Principal will contact Parent
Principal will contact Police
When a student is missing from a school sponsored, off campus activity the staff member who organized the trip takes the responsibility of ensuring appropriate emergency procedures.
At least one chaperon remains with the other students and takes attendance.
One chaperone/staff member notifies security of venue and the police of the city the activity is being held. Law enforcement will determine if an Amber
Alert is warranted.
Be prepared to tell police the student’s name, age, gender, description of child and clothing worn.
Staff member who organized the trip notifies their building administrator.
The building administrator will notify the Superintendent of Schools.
The building administrator will notify the student’s parents.
If the child is still missing at the conclusion of the trip; one chaperone who is a staff member remains on activity site.
The staff member who organized the trip returns to the school with the other
students and remains at school until all other students are returned to parents.
The staff member who organized the trip will meet with building principal.

EMERGENCY RESPONSE TEAM
Notification Sequence of Events
Classroom Teacher Responsibilities :
Provide the Main Office with the following information:
1.
Is the victim RESPONSIVE or UNRESPONSIVE
2.
Exact location of incident (Room Number)
3.
Full Name of victim
Instruct students to walk to the nearest classroom with supervision.
Main Office Responsibilities:
1.
Dispatch the AED Team by PA announcement
2.
Initiate a Shelter in Place by PA announcement
3.
Call 911 from land line –
4.
Inform 911 operator that victim is RESPONSIVE or UNRESPONSIVE
5.
Log book should be filled out with all pertinent information
AED Team Member Responsibilities (upon being dispatched by PA announcement)
1.
Instruct your class, if needed, to walk to the nearest classroom with supervision.

Dispatch to the location of the emergency.
3.
Take an AED from a location in route.
