The key purpose of the position is to ensure that CoGG employees are supported by effective learning and capability, strong HR processes through the Centres of Expertise, and a culture that embodies the organisation’s values. The position will have direct responsibility for the department’s primary drivers of culture and engagement; Recruitment and Workforce Management and Capability and Engagement. POSITION RESPONSIBILITIES: Key Responsibilities: 1. Develop and implement strategies to improve organisational and leadership capacity, employee engagement, talent management and recruitment. 2. Develop and implement strategies for priority projects, specifically the Culture Review Action Plan. 3. Provide internal consultancy and specialist advice to managers on a range of cultural, leadership, development and engagement issues. 4. Engage all levels of employees in cultural change and development of capacity. 1 5. Lead the Recruitment and Workforce Management and Capability and Engagement Centres of Expertise (COEs). 6. Drive the utilisation of the COEs across the organisation, including the brokering of the COE’s from the HR Business Partner team. 7. Measure employee engagement and satisfaction, and develop strategies to continually improve. 8. Prepare reports and recommendations to the CEO, Executive Team, and Council on a range of specialist HR initiatives 9. Drive COE business plan initiatives. 10. Adhere to all Council’s policies and procedures relevant to this position. 11. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time. Demonstrated experience in building a capability and career pathways framework in a large organisation 4. Extensive knowledge and practical application of talent management and succession planning. 2 5. Excellent understanding of contemporary and best practice engagement, development and recruitment practices. 6. Substantial leadership experience. 7. High degree of drive, initiative and outcome orientation. 8. Proven ability to engage and coach senior leaders. 9. Facilitative and collaborative working approach that encourages trust, individual initiative, stakeholder buy-in and shared commitment. 10. Capacity to deal with multiple and conflicting priorities. 11. Project management experience. 12. Tertiary qualifications in human resource management or other related discipline. ACCOUNTABILITY AND EXTENT OF AUTHORITY: Accountable for providing specialist advice on a range of organisational cultural, engagement and development matters. Accountable for the effective and efficient actioning of all key responsibilities previously listed. Accountable for ensuring compliance with the relevant legislation, regulations and codes of practice. Accountable for the leadership and management of the Centres of Expertise (COE). Responsible for ensuring adherence to budgets and business plans relating to the COE. Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures (in both hardcopy and electronic formats, including email). JUDGEMENT AND DECISION MAKING: This is a specialist position which is essentially strategic and problem solving in nature. The position will be required to make professional and sometimes complex judgements in relation to a range of matters with competing demands and conflicting stakeholders.
