POST:
OPERATIONS MANAGER – EMPLOYABILITY SERVICES
RESPONSIBLE TO:
DIRECTOR OF EMPLOYABILITY SERVICES
RESPONSIBLE FOR:
Presently 13 STAFF with potential for expansion
PURPOSE OF THE JOB:
Ensuring the efficient and effective management of the
employability contracts delivered to clients by the
Employability Services team.
Overseeing the development of new contracts, in line with
charitable and business objectives, and maintaining the
integrity and accountability of Forth Sector.

Deliver on Business Plan

Delivery of contracts and SLAs in compliance with contractual agreements

Control of operating costs within agreed budget

Monitor team performance and produce regular management information reports on
operational and financial results

Deliver on the external training business plan
In conjunction with the Director of Employability Services, identify, develop and
implement new employability contracts and opportunities
Regulatory Compliance and Health and Safety

Maintain a risk assessment register for Employability Services, incorporating, as
appropriate, generic, task specific, location specific and person specific risk assessments

Develop and maintain effective procedures to ensure compliance with statutory and
contractual data security requirements
Service Delivery and Quality Assurance

Manage all operational services and processes ensuring that the needs of clients are
identified and best met in the delivery of the service

Demonstrate the most effective use of resources to achieve consistently high quality of
service

Develop and maintain systems and processes to define, monitor and record service
delivery and quality key performance indicators

Develop systems to ensure that the principles of excellent customer service and client
choice are embedded and consistently implemented

Develop and implement systems to achieve effective delegation of responsibility and
accountability
People Management

Establish, consolidate and maintain team ethos

Ensure quality performance management in line with Forth Sector’s Performance
Management Policy and Procedure, including setting team and individual objectives and
holding individuals to account for their performance

Plan and implement the training and development of Employability Services staff and
assist with achievement of personal plans

Effectively line-manage employees in a manner consistent with current employment law
and in line with the values of Forth Sector

Implement and maintain a competency framework for the successful delivery of
employability contracts

PERSON SPECIFICATION – OPERATIONS MANAGER-EMPLOYABILITY SERVICES
The successful applicant must be able to demonstrate empathy for our client group, be

IT skills, particularly the use of Microsoft Office packages to produce

reports, process documentation and correspondence

Ability to monitor and evidence employability outcomes and outputs

Knowledge

Management qualification (ILM accredited)
Good working knowledge of employability and the external

environment
Knowledge of process efficiency and procedural improvements in the

delivery of employability services
Knowledge of employability ‘market’ and the employability services, or

offerings that are relevant to different groups
Knowledge cont.
Working knowledge of relevant employment law
