The division into separate groups is necessarily arbitrary. While concentrating on the main
topic devolved to them, groups should not worry unduly about overlap where that seems
useful.
Group A: Sino-US Interaction and Shifting Order
After the financial crises in 2008, there were global economic and political changes shaping the
current world order. Prominent features of Latin America and the Caribbean (LAC) were the
American declaration the end of Monroe Doctrine, increased Sino-LAC ties and the creation of

CELAC. What are the international implications of LAC with increased autonomy? Will there be
a mutual beneficial interaction between China and the US in LAC in next decade? What are the
main opportunities and challenges for LAC with a different approach from the American side?
To what extent China and the US can avoid strategic competition in LAC? How does the
emerging world and regional order influence the future Sino-LAC relationship?

Group B: Review China’s Overall Approaches towards LAC
Based on its various bilateral partnerships, China not only updated its strategic
partnership with regional countries, but also established an overall approach with LAC
through China-CELAC Forum. What are the comparative advantages of these bilateral
and multilateral approaches for China to deepen its relationship with LAC? What are
challenges at the overall cooperation between China and LAC? How China can build a
sustainable cooperation with LAC through established mechanisms? How LAC can be
integrated in China’s new global agenda (such as the One Road One Belt strategy)?

Venezuela and others? Will there be an end of Left-politics next decade in LAC and

American experience on engaging LAC? How to build a strong and sustainable
relationship between China and LAC?
