Intelligence Manager ASADA Band 4, EL1 A9485 Full Time/Ongoing Intelligence Director Intelligence 1 $101,210 - $110,307 pa Canberra August 2015 Environment The Australian Sports Anti-Doping Authority (ASADA) is the Australian Government body responsible for protecting Australia’s sporting integrity through the elimination of doping. 2. Purpose of the position The Intelligence Manager reports directly to the Director Intelligence and is responsible for maintaining and developing ASADA’s intelligence function, predominantly in support of ASADA’s detection program. The successful applicant will also be required to provide operational and strategic support to the Director Intelligence, as well as to the ASADA executive and personnel. 3. Duties Under general direction, the Intelligence Manager, will undertake the following duties: 3.1 Providing leadership and supervisory management to the Intelligence section staff, to motivate team members, build capabilities, implement area plans and prioritise taskings within available resources. 3.2 Develop and manage relationships with stakeholders, engaging and collaborating to achieve mutual outcomes and strong cooperation that will support ASADA’s detection functions. 3.3 Managing the development and maintenance of ASADA Intelligence information technology systems, including the case management and intelligence data base system. 3.4 Ensuring compliance with organisational policies, procedures and legislation. 3.5 Role modelling a commitment to professional development activities; 3.6 Ensuring adherence of all staff to the organisational values, APS values and the Code of Conduct. 4. Key Activities The key activities of this role include: 4.1 4.2 4.3 Providing internal referrals to other business units responsible for aspects of ASADA’s antidoping programmes, based upon information assessment. Ensuring that all information received by the section is assessed for further action and presented to relevant business units or committees. Providing tactical and operational intelligence support to Anti-Doping Program staff, in a timely and accurate manner, including: 4.3.1 Attending to client requests for assistance; and 4.3.2 Creating and providing written and visual intelligence products to inform anti-doping activities. 4.4 Providing full analysis and influential recommendations in support of decision making concerning anti-doping operations and agency policy direction. 4.5 Analysing information to identify inter-relationships, and make decisions based on the interpretation of incomplete data. 4.6 Informing risk management activities by monitoring emerging issues in an anti-doping context, and identifying the impact of those issues on agency priorities. 4.7 Managing the authorised exchange of sensitive intelligence and other information with approved agencies and organisations nationally and internationally, which will include: 4.7.1 Developing and managing strategic relationships with both internal and external clients for the purpose of information exchange; and 4.7.2 Obtaining and disseminating information from external sources that will benefit the work of ASADA. 5. Accountabilities 5.1 The achievement of quality team outcomes, and monitoring of team progress toward those outcomes. Ensure compliance with the NAD scheme, the ASADA Act 2006, the WADA Code and the Public Interest Disclosure Act 2013. Ensure compliance with the ASADA Intelligence Manual and implement relevant updates when necessary. Endorse and encourage best-practice recordkeeping in accordance with policies, standards and guidelines issued by the National Archives of Australia. Cooperate with the employer and comply with all relevant legislation and ASADA’s health and safety policies, procedures and instructions. Selection Criteria Selection for this position will be based on an assessment of the applicant’s capability to meet the Executive Level 1 profile under the Australian Public Service Integrated Leadership System, issued by the Australian Public Service Commission. Extensive knowledge of statutory, regulatory and policy frameworks relevant to anti-doping, with a demonstrated ability to interpret and apply governance. Demonstrated experience working with computer based case management and intelligence analysis tools. Eligibility Requirements The position will suit someone with a highly developed knowledge of the breadth of intelligence methodologies and the ability to apply that knowledge to an anti-doping context. The successful candidate should have demonstrated experience working with computer based case management and intelligence analysis tools. The successful applicant will be required to undergo a security assessment to obtain a NV1 Security Clearance. The successful applicant may also be required to undergo a medical assessment. 8.
