Lawyer ASADA Level 3, APS 6 A9511 Full Time/Ongoing Legal & Support Services Senior Lawyer Nil $88,090 - $96,137 per annum Canberra October 2015 Environment The Australian Sports Anti-Doping Authority (ASADA) is the Australian Government body responsible for protecting Australia’s sporting integrity through the elimination of doping. The Legal Services Team is responsible for the management of cases of potential Anti-Doping Rule Violations (ADRVs) and the provision of legal services to internal clients and external stakeholders across a range of areas of law. The position reports to the Senior Lawyer, EL1, but will be expected to work collaboratively with all the members of the team. 2. Purpose of the position The Lawyer will be responsible for providing high quality and timely legal advice to ASADA’s operational and support teams, as well as providing assistance to external stakeholders. 3. Key Activities Provide high quality legal advice on a range of matters affecting the agency’s operations, including administrative law, statutory interpretation, freedom of information and privacy matters, and contractual and procurement matters; Provide advice about the Australian Sports Anti-Doping Authority Act 2006 and Regulations, sports anti-doping policies, and the World Anti-Doping Code; Assist with anti-doping rule violation cases, including the preparation of material for submission to the Anti-Doping Rule Violation Panel, and to sport tribunals; Prepare advice and recommendations in relation to Athlete Whereabouts matters Failures and Missed Tests); Liaise, as required, with external stakeholders, including government agencies and sporting organisations; and (Filing Contribute to the ongoing development and application of best practice standards within ASADA. 4. Accountabilities Provide high quality advice on a range of complex matters within tight deadlines; Balance unpredictable workloads and work timetables; Assist with ensuring that all potential anti-doping rule violations are progressed in compliance with ASADA’s legislative framework; the World Anti-Doping Code, associated standards; and sports anti-doping policies; Maintain confidentiality at all times; Endorse and encourage best-practice record keeping in accordance with policies, standards and guidelines issued by the National Archives of Australia. Cooperate with the employer and comply with all relevant legislation and ASADA’s health and safety policies, procedures and instructions; Work and act safely and take all reasonable care to protect personal health and safety and the health and safety of others. 5. Selection Criteria Demonstrated ability to provide high quality legal advice on legal issues relevant to the work of ASADA; Strong time and project management skills, including the ability to be flexible and effectively prioritise changing workloads in a busy and demanding environment; Ability to work effectively both independently and as part of a team; Ability to build effective working relationships with internal and external stakeholders; Well-developed interpersonal skills, including: the ability to work with people from a wide range of backgrounds; a level of maturity and confidence; discretion in dealing with sensitive and confidential matters; and A law degree from an Australian tertiary institution (or equivalent), admission as a legal practitioner in a Supreme Court of a State or Territory (or equivalent). 6. Eligibility Requirements The successful applicant will have experience in aspects of government law (such as administrative law, statutory interpretation, regulatory compliance, commercial law (contracts and procurement) and Freedom of Information). The successful applicant will also assist team members in managing antidoping rule violation cases. To be successful in this role you will be an admitted lawyer, with sound judgement, the flexibility to work across a variety of legal issues, and a demonstrated ability to work both in a team and independently. Knowledge of sports-anti doping frameworks and jurisprudence, or the ability to quickly acquire such knowledge to the level required to provide advice and support in relation to sports anti-doping matters is highly desirable. The successful applicant will be required to undergo a security assessment to obtain a PROTECTED Security Clearance. The successful applicant may also be required to undergo a medical assessment. 7.
