SCOPE AND RANGE NHS Tayside covers some 7,558 square kilometres with a population of approximately 394,000. The Chest Pain Specialist Nursing Service provides care over NHS Tayside including acute and community hospital sites. In collaboration with the multi-disciplinary team, the senior specialist nurse is responsible for explaining the diagnosis, and co-ordinating treatment and management of patients with chest pain, other cardiological conditions and symptoms suggestive of conditions e.g. Syncope. The senior specialist nurse has responsibility for: Ensuring that standards of practice are set, maintained, reviewed and continuously developed and that staff deliver safe, effective, patient-centred, efficient, timely and equitable care within their scope of practice as part of the healthcare team Contributing to the management of the department budget by ensuring effective use of physical, human and financial resources e.g. the nursing resource and supplies including pharmaceutical supplies and equipment The professional development and line management of specialist nurses and support staff working within the Chest Pain Service Creating an environment in which effective learning can take place Co-ordinating the involvement of the multidisciplinary team within designated areas covered by the Chest Pain Service Leading the team in the management and co-ordination of the patient’s journey from point of referral through to discharge. MAIN DUTIES/RESPONSIBILITIES Within the governance framework of the organisation (including clinical, staff and financial governance) the post holder will focus and lead on the following key result areas: 1. TO ENSURE SAFE & EFFECTIVE CLINICAL PRACTICE 1.1 Clinical Leadership and Teamwork As a clinical specialist, promote teamwork within a multi-professional environment, demonstrating critical analysis and decision making skills, leading the delivery of a clinically excellent, high quality chest pain specialist nurse service, influencing and facilitating change within the department and, where appropriate and in line with the organisation’s objectives 1.2 Evidence Based Clinically Effective Practice Act as a change agent leading the development of clinically effective practice through the effective utilisation and integration of evidence; setting, implementing and monitoring evidence based policies, procedures and protocols. Responsible for explaining the diagnosis, and co-ordinating the treatment and management of patients with Chest pain and other cardiological conditions as inpatients, out-patients; taking action to ensure appropriate clinical management of the patient in accordance with local protocols. 1.3 Continuous Quality Improvement Ensure a culture of continuous quality improvement through the use of audit, patient feedback and reflection on practice by self and other members of the team. Participate in local and national clinical trials and research programmes, informing and recruiting patients. Work in collaboration to initiate relevant nursing research within the service. Lead the team in their responsibilities for data entry and storage of data using computer based systems. Produce reports for projects/audit/information related to aspects of work as appropriate Responsible for integration of learning into service improvement 1.4 Patient Safety Responsible for promoting a safe and clean environment for staff, patients and visitors by ensuring compliance with legislation, policies and protocols e.g. health and safety, healthcare associated infection, risk management and critical incident reporting and analysis, assessing and managing actual and potential risks to health and well-being. Manage the nursing team by ensuring compliance by self and others with professional standards including (NMC Code of Professional Conduct), legislation, national and organisational policies, leading recruitment and selection, attendance management, ensuring grievance and disciplinary matters within the service are identified, actioned and reported to the appropriate manager 4. EQUIPMENT & MACHINERY The Senior Specialist Nurse is expected to have and support others to have the knowledge and skills necessary to use all equipment safely in the area The post holder will be required to manage the use of the following equipment for the reasons stated and is responsible for ensuring that systems/policies/procedures are communicated to staff to ensure safe use, maintenance and storage of equipment in the area: Occasional use of moving and handling equipment used within the service considering patients who are unpredictable, i.e. due to their diagnosis or condition. DECISIONS & JUDGEMENTS The Senior Specialist Nurse Will be responsible to the Head of Nursing (Urgent Care) in respect of guidance and professional management, work review and formal appraisal of performance. Will have continuing responsibility for setting and monitoring standards and quality of clinical practice and ongoing supervision of the junior nursing team. Has responsibility for supporting the nursing team to reflect upon and review their decisions in relation to assessing, monitoring, evaluating and interpreting patients’ condition and effectiveness of their care programmes. Is also accountable for decisions relating to the management of physical, human and financial resources within the service, including recruitment and workforce planning. Is responsible for making decisions and clinical judgements in relation to care management underpinned by specialist knowledge and expertise. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST First level nursing or midwifery qualification with first degree or other qualification equivalent to level 9 of Scottish Credit and Qualifications Framework (SCQF) Hold or willing to work to a recognised Master’s degree level 11 of Scottish Credit and Qualifications Framework (SCQF) specialised qualification relevant to specific post. General Conditions of Service POST REF NO: D/LB/96/13 JOB TITLE/GRADE: Lead Nurse / Senior Specialist Nurse, Band 7 LOCATION: Chest Pain Service, Ninewells Hospital Conditions of Service Remuneration Hours of Duty Superannuation The terms and conditions of service for this post are those determined by the NHS Staff Council. The current salary scale for the post is £30,764 to £40,558 per annum (pro rata for part-time staff). Placing on the scale on appointment is normally at the minimum but may be higher subject to verification of previous relevant service. Salary is paid monthly by Bank Credit Transfer. The hours of the post are 37.5 per week. Start and finish times will be determined by the needs of the service. Membership of the NHS Superannuation Scheme is not compulsory but is open to all staff between the ages of 16 and 70 (65 in some instances). The contributions paid are a percentage of superannuable pay, which is essentially basic pay excluding, for example, overtime or travelling expenses.
