The Contractor (including any persons under the direction of the Contractor) is to comply with the following standard conditions as well as the attached Security Conditions. ACCESS The Principal maintains the right of access within the designated work site for any other Contractors or employees performing work in the area. The Contractor shall take all reasonable measures to provide access and co-operate with such personnel. All vehicles, plant, equipment and materials related to site works must be restricted to a route approved by the DIA Project Controller/Safety Officers. There is to be no parking of vehicles airside except for the purposes of loading/unloading of construction materials or where approved by DIA as mobile workshops. Private vehicles not directly involved in the construction work shall be parked in the public carpark at the Contractors expense. Vehicles are to be confined within access boundaries approved for the works. AIRPORT SECURITY - See following page. ELECTRICAL SERVICES No work or excavation is to be carried out that would interfere with the operation of existing electrical services until prior arrangements have been approved by the DIA Project Controller. Should any part of the existing services be required to be located or isolated by DIA, a minimum of 48 hours prior notice to DIA is required. Electrical Contractors shall provide DIA with a Certificate of Compliance to the effect that the work has been tested as prescribed, and complies with the Northern Territory Electricity Reform Act as in force at 25 November 2011, and the Northern Territory Electricity Reform (Safety & Technical) Regulations, as in force at 1 February 2011. EXCAVATIONS Prior to any excavation being undertaken, approval is to be gained from DIA's Project Controller. All excavation near or around existing services shall be by hand only. WORKPLACE HEALTH AND SAFETY – see attached Contractors Occupational Health & Safety Commitment document Compliance with the appropriate Workplace Health and Safety (National Uniform Legislation) Act 2011 and Regulations 2011. It is DIA policy that all personnel working airside wear hearing protection in areas where there is exposure to noise levels in excess of that allowed for under the Workplace Health and Safety Guidelines. These requirements are reflected in our Airport Security Program. The following general provisions apply to contractors and businesses operating on Darwin International Airport. Aviation Security Identification Cards (ASIC) - Every person including a driver who, because of work related requirement, needs to access the restricted areas of the International Terminal Building or Security Restricted Area, is required to display an ASIC issued in their name on their outer garment. ASICs are available on application from the Darwin International Airport. Visitors to restricted areas of the airport must wear visitors passes and be accompanied by a person wearing an ASIC. Visitors’ passes are available from the Darwin International Airport. The issuing of Visitor Passes may be delegated by the Authority to the organisation responsible for the contract to which this PERCOW refers. Vehicles - Each vehicle requiring airside access must have approval from the Darwin International Airport and must display a clearly identifiable company sign or logo on each side of the vehicle. Drivers must also be authorised by the Darwin International Airport and be familiar with the contents of the Airside Vehicle Control Manual. Searching of Vehicles - All vehicles inside the security restricted area are liable to search at any time without notice by an Authorised Officer. Operational Safety - Vehicles approved to operate airside are restricted to the airside road and are not to enter or drive on aprons, taxiways or runways unless approved. Access - Every person approved by the Darwin International Airport to access restricted areas of the International Terminal Building or Security Restricted Areas must ensure each door or gate accessed by them is closed and locked once entry is effected. When accessing vehicle gates, drivers must stop and wait for the gate to close before moving off to prevent unauthorised access. Access to designated Prohibited or Security Restricted Areas of the airport may be gained through vehicle gates and fence line buildings such as terminal buildings, hangars and cargo sheds. It is the responsibility of the Lessee/Tenant to ensure that gate and building access points within their leased area or within the area for which they are responsible are controlled and kept closed and locked when not in use. Sterile Areas - Before entering an area signposted as a sterile area, every person must be screened for weapons. Goods carried by persons entering a sterile area must be x-rayed or searched. Entrance to a sterile area can only be via the screening point. If the screening point is not operating, approval must be sought from the Darwin International Airport’s Security Control Centre on each occasion entry to a sterile area is required. Persons working airside must not mix with passengers in the aerobridges or on walkways. This is particularly important in respect of international passengers. Weapons -Firearms or weapons of any description are not to be taken onto airside areas or into sterile areas. Tradesmen’s tools requiring an explosive charge as a part of their operation must be declared before commencement of any work. Unattended Items - Under no circumstances may items such as toolboxes, baggage, lunchboxes or similar items be left unattended in any public or airside area. Items secured in vehicles are excepted. Any unattended items of this nature are to be reported immediately to an Authorised Officer or to the Security Control Centre on telephone 8920 1852. Perimeter Fence Clearances - Objects of any description may not be placed closer than three (3) metres to a perimeter fence from any landside area or closer than two (2) metres to a perimeter fence from any airside area. Australian Customs Service - The Australian Customs Service have an overriding authority under the Customs Act to detain, search or arrest any person reasonably suspected of carrying prohibited goods or committing any offence against the Customs Act irrespective of that person holding an ASIC or being approved by the Darwin International Airport to work on the airport. Animals (with the exception of guide dogs) are prohibited on the airport unless caged for freight purposes. In particular, contractors are not to bring dogs onto the airport under any circumstances. Directions of Authorised Officers - Directions issued by Darwin International Airport Authorised Officers are to be complied with immediately. Airport Safety Officers, uniformed members of the Australian Protective Service, Customer Service Officers and Senior Darwin International Airport staff are Authorised Officers and so identified on their ASIC.
