DR .SAMUEL COLLINS KEELSON CPQA
He was born on the 26th October 1952, A mature competent and
experienced individual who has been able to combine a diversity of
professional skills in the past and present in the areas of Electronics
Engineering; Teaching, Training and Assessing Learning and External
Verification / Quality Assurance systems.
As a Principal Training Officer who has worked with National
Vocational Institute as a Head of Electronics Department since
1983, a department which was started through my effort with the
assistance of JICA. Major roles performed throughout the twenty
nine (29) years of service in this institution were Training
supervision, Training Management and Teaching and assessing of
Underpinning Knowledge and Practical activities towards various
levels of Qualification for both internal and external examination
awarding bodies such as NVTI Trade Testing Department; GES
Technical Exams Unit and WAEC in the area of Radio Television and
Electronics Technician or Electronics Servicing. I was able to develop
various Learning materials for the training and assessment for the
formal and informal sectors of the Electronics Industry. I also
handled the training of the trainer in the department to enhance the
standard of training and assessment. Most of the trainees who has
passed through the department are manning the Electronics
Departments of most of the Communication and Security set ups in
the country.
In 1997 the Overseas Development Association [ODA] now called
Department For International Development [DFID] came out with a
project of re –equipping of all the thirty –eight [38]
Vocational
training centres in the country. Sixteen [16] trade experts in various
skill professions were selected for further training in Manchester
College of Art and Technology[MANCAT] in U.K. I was selected to
work on Electronics Course. The objective of the course was to
develop Curriculum and training and assessment materials on
various courses using Competent Based Method. At the end of the
course I was able to come out with a standard curriculum with all
the learning and assessment materials for both underpinning and
practical activities for Certificate One and Certificate two for the
N.V.T.I. Trade Testing levels. During the training some of us
enrolled in the college’s BTECH Examinations and successfully gained
the BTECH EDEXCEL qualification in EDUCATION.
In 2008 when COTVET was set up to implement the TVET policy a
technical team was set up in N.V .T.I Pilot Training Centre by
COTVET to develop materials for the piloting of CBT for Electronics. I
was nominated to lead the team. A series of workshops were
organised by COTVET for the development of Curriculum and various
Training and Assessment documents on Electronics after
consultation with various stakeholders in the Electronics industry. At
the end of the programme in 2011 I was honoured by COTVET as a
recognized facilitator Ghana’s Harmonized Competency Training
Based Training – Pilot Programme in Electronics.
In 2011 the then Director of COTVET tasked a team to assist some
selected people from the informal sector in the areas of Electronics,
Garment Making, and Hairdressing to develop CBT materials for
training and assessment. I was part of the team that assisted in the
development of Curriculum, Learning and Assessment materials. We
were also tasked as a means of sensitization to as the trainers to
train about Five Hundred Master Craftsman on facilitation and
assessment using CBT method This training was organised in batches
at Tema Technical Institute in Tema, Radisco in Kumasi and Second
Image Institute in Accra and it was very successful.
In the year 2000, I was engaged by City and Guilds International as an
External Verifier for Telecommunication Systems, Electrical and
Electronics Engineering Technicians, and I.T system support
programmes. My role was to verify the practical assessments of
various candidates for a particular programme in an approved centre
in Ghana, Nigeria and Gambia and submit a report to their office in
Accra to be forwarded to the main office in U.K for the award of the
required qualification. I was also tasked to conduct External
Verification of some industries who offer in-service training of their
staff for City and Guilds qualification. One of such industries was
Newmont Gold mines in Kenyase in the Brong Ahafo region in the
following trade areas:
 Metalliferous Mining Operations Process Qualification
 Trainer and Assessor Qualification
 Maintenance of Mining equipment Qualification
I was also assigned to perform a Desk Based verification of
documents for Engineers of Shell Nigeria who were trained by a
Ghanaian Consultant as Assessors. As required of desk based
verification all the assessment documents were brought to City and
Guilds West Africa office where I went through the verification of all
the documents presented then a comprehensive report was
prepared for the processing of certificates in the required
qualifications.

In 2006 he was the Material Development and Teaching Methods
organised by JICA at Yokohama International Training Centre in
Japan.
Between2003-2007 I was the External Verifiers and Quality
Inspectors workshop organized by experts from City and Guilds U.K.
