Postgraduate Education Committee Terms of Reference Academic Council Approved Version Purpose The Postgraduate Education Committee (PGEC) is the standing committee of Academic Council that coordinates postgraduate medical education in all recognized residency programs (for which accreditation has been granted by the Royal College of Physicians and Surgeons of Canada [RCPSC] or the College of Family Physicians of Canada [CFPC] to NOSM). Functions Delegated functions that the PGEC is empowered to act on: i. The PGEC is empowered to act on behalf of the Academic Council on issues of admission, registration, program evaluation, evaluation and promotion of postgraduate learners (residents) and appeal mechanisms for residents in approved programs. ii. The PGEC will ensure that the postgraduate programs are in accordance with the accreditation policies and criteria of the Royal College of Physicians and Surgeons of Canada and of the College of Family Physicians of Canada and the key academic principles of NOSM. iii. The PGEC will oversee all aspects of transition planning and organizational structure requirements with respect to the northern residency programs. iv. The PGEC will oversee residency expansion planning for NOSM. v. In collaboration with Administration and Finance at NOSM, the PGEC will develop, review and recommend the budgets necessary for residency training at NOSM. vi. The PGEC will oversee postgraduate recruitment, public relations and promotion of residency programs. Functions PGEC brings as recommendations forward to Academic Council i. The PGEC will recommend to Council: a. new programs b. discontinuation of existing programs ii. Recommendations for a change of the PGEC terms of reference. Committee Process i. The Committee will submit an annual report to Academic Council outlining the activities of the PGEC over the year each spring (the report will include a summary of issues related to admissions, promotions, appeals, program evaluation and accreditation) ii. When PGEC makes a recommendation for new postgraduate program to be added, or for discontinuation of an existing program, this will be forwarded to Academic Council for action. iii. When the PGEC makes a recommendation for a change in their terms of reference this will be forwarded to Academic Council for action. Any ex officio voting positions that are vacant for more than three months will be temporarily removed from the membership for the purpose of determining quorum. The new incumbent will be immediately appointed as a committee member upon assumption of duties. * one program = one vote (In a program where there is a Program Director and Regional Director, the Program Director will be the voting member. In the absence of the Program Director, the Regional Director will be the voting member. In a program where there are two Regional Directors, whichever is present at the meeting will be the voting member, if they are both in attendance they will determine between themselves which is the voting member.)
