City Council Meeting
June 2, 2011
All Aldermen present: Mary Bohannan, David Rice, James Schmitz, Chris Schaffer, Larry
Walthall, and Jeff Hayes.
Meeting was opened by the Pledge of Allegiance and a moment of silence.
James Schmitz made motion to approve the minutes. Chris Schaffer seconded the motion.
Motion carried 5-1. Larry Walthall abstained.
City Attorney John Verkamp gave a report on the county lawsuit. The Quorum Court rejected the
Points of Discussion that was submitted and is moving forward with the lawsuit. John Verkamp
read the Points of Discussion that was presented. Depositions are scheduled June 23 and 28.
Larry Walthall had several questions concerning this matter.
Water Project Report- John Verkamp and the mayor met with Mike Callans and Joe Larkin about
the Franklin/Sebastian Water Project. The Mayor presented the Budget Estimate for 2011 from
the Franklin/Sebastian Water Authority. We will be paying a Fixed Cost each month, whether
the city uses the water or not. John Verkamp will put together concerns about this matter.
Report on Collateralization of Deposits- Last month Mary Bohannan inquired about the water
audit uncollateralized amount. Sherman read a report from Simmons Bank as of April 30, 2011.
The total pledges for the city and water department were added together and that made the
amount of pledges high since both were under the City FIN number. The bank will start
separating the city and water pledges and the amounts will be more accurate for each department.
Disaster Preparedness Plan- A committee has been established for safety preparedness. Sherman,
George, Billy, Shawn Lovett, Bobby, Josh & Tracee. A team went to Etna & Denning to help
with the tornado disaster last week. Bobby & Josh attended a chain saw safety equipment class
that was very informative. The mayor purchased chain saw chaps for the guys after this meeting,
which was put to use by Bobby and was well worth the money spent by saving a cut to his leg.
Project Coordinator- Tracee presented her monthly report. (Copy)
Police Report- Chief Atchley presented his monthly report. Tyler and Darrin received their taser
certifications. Tyler is attending the police academy in Ft. Smith for the next 13 weeks.
Superintendent report- George presented his monthly report. (Copy)
Upon review of the water adjustments for the month, David Rice made motion to accept the
adjustments. James Schmitz seconded the motion. Motion carried 6-0.

All invoices for the previous month of City General and Water/Sewer O & M accounts were
presented to the council for review and discussion. After review, all paid invoices were approved
by David Rice and seconded by Chris Schaffer. Motion carried 6-0.
David Rice made motion to adjourn. James Schmitz seconded the motion. Motion carried 6-0.
PROGRESS REPORT
JUNE 2011
1. Attended 2 meetings of the Fort Smith Regional Alliance and heard
Boyette Strategic Partners’ 5-year plan for the region.
2. Participated in 2 disaster planning meetings with Sherman and other
staff.
3. Fishing Derby was May 21st and was another very successful event.
4. Keeping the City’s website, as well as facebook updated, also I
typically write several articles for the paper every month.
5. The Community Center is already booked 2 weekends each month
until November.
