The Director of Renewable Resource Management and Assistant Director of Renewable Resource Management are authorized to approve and issue regional special provisions for timber sale and stewardship contracts and to approve use of Designation by Description (DxD) and Designation by Prescription (DxP). 2404.16 – Forest Supervisor Delegation of Sale Officer Authority. The Forest Supervisor shall delegate, by official correspondence to a named responsible individual, authority to serve as Sale Officer. Delegation of Bid Custodian Authority. The Forest Supervisor shall delegate, by official correspondence to a named responsible individual, authority to serve as Bid Custodian. Responsibilities of the above officers are described in FSH 2409.18, Chapters 61 and 62. 2404.2 - Delegation of Authority to Sell and Dispose of Timber and Forest Products Designated authority to enter into contracts and permits, per 36 CFR Part 223, is described by level in the parent text of FSM 2404.2. The maximum levels of delegated authority for Region 1 are described in FSM 2404.28 – Exhibit 01 of this Supplement. All delegations of authority shall be in writing to a named, qualified individual. Authority for signing NEPA decisions based on environmental analysis is described in FSM 1950.4 and is different from authority to enter into contracts and permits. Maximum levels of delegated authority for environmental analysis decisions related to the sale and disposal of timber and forest products are shown in FSM 2404.28 – Exhibit 01. 2404.25a – District Rangers Separation of Duties. Forest Officers must be qualified collection officers in accordance with FSM 2452.45. When delegating Forest Officer authority, District Rangers must ensure that separation of duties is enforced. To assure separation of duties, personnel involved in any level of administration of permits or contracts related to the harvest or removal of timber or forest products are prohibited from being designated Collection Officers. Separation of duties is described in FSH 6509.11k, Chapter 30.42a, Item 4. Forest Supervisors may re-delegate authorities to subordinate positions on specific units as limited by R1 Exhibit 01 and authorized by Washington Office policy. Delegated authority for Forest Supervisors and District Rangers is limited to the levels shown in the Washington Office Amendment, Exhibit 01 when not specified in the Region 1 table.
