For ease of reference, the maximum delegations are set forth in exhibit 01, FSM 2404.28. 2404.21 - Scope of Authority The scope of authority in the Washington Office direction is further clarified as described below. 1. The four authorities associated with the disposal of timber and forest products may be delegated as described in the Washington Office direction except for the clarification on Contracting Officer delegation. d. Contracting Officer authority will be delegated to named individuals in writing by the Regional Forester. In addition, the Boise, Dixie, Payette and Sawtooth Forest Supervisors are delegated authority to serve as an agent for the Forest Service to select a bidding method for each sale and to award and enter into timber sale contracts (Contracting Officer authority) on the FS-2400-4 contract form. On permit forms, the Forest Supervisor is delegated authority to serve as an agent for the Forest Service to approve permits (Forest Officer authority). Within the delegated authority specific to each Forest Supervisor, the Forest Supervisor may further delegate to qualified individuals the authority to award and administer timber sale contracts on the FS-2400-4 contract form, pursuant to the Contract Disputes Act, or to approve permits. The District Ranger may delegate authority to approve permits. Such delegations must be to an individual named as Contracting Officer for contracts and Forest Officer for permits and not to a position. 2. A line officer may not exceed the authority to approve timber disposal (according to the preceding paragraph 1d of this section) above the volumes or values specified in exhibit 01, FSM 2404.28 or in accordance with their delegation letter. 2404.28 - Specific Delegations of Timber Sale and Disposal Authority Exhibit 01 lists the maximum size or value of sales and other disposals by type delegated to the Forest Supervisor or District Ranger for Region 4. Delegated authority for Forest Supervisors and District Rangers is limited to the levels shown in the Washington Office Amendment, Exhibit 01 when not specified in the Region 4 table. Forest Supervisors may redelegate authorities to subordinate positions on specific units as limited by Exhibit 01 and authorized by Washington Office policy. Do not use supplements to this exhibit to issue delegations to named individuals; official correspondence shall be used for such delegations.
