I met the BT Openreach team in Bretforton on Friday 3 rd July to celebrate the 200 th cabinet to go live in Worcestershire, and discussed further roll-out to places outside the villages and the industrial estates in our area. I received positive assurances that even when Pebworth has Superfast

Broadband, they will continue to reach out to the remote farms and business estates in the area. They suggested the upgrade to the

Honeybourne Industrial estates is imminent.

Bidford Bridge Closure – I had a meeting with the project manager responsible for re-building the bridge, and he recommends all residents look at the Warwickshire County Council Special website to see the progress on what is happening to the bridge over the next 6 months.

Highways

1.

Overgrown Hedge Bennetts Hill – I reported it &

Highways asked that the parish council approaches the landowner first to request that the hedges are cut. If the landowner is not co-operative then the parish council will need to report the matter via the Hub providing landowner address details.

2.

Stop sign at junction Long Hyde Road and Main

Street – a Highways inspector visited the site and suggested the overgrown tree that is hiding the Stop sign is cut back. Again, in the first instance Highways requested the PC write to the land owner to ask for the tree to be cut back.

3.

HGV’s using Blacksmiths Lane

– Weight limit requested.

Agreed in principle – awaiting public consultation .

4.

Main Street junction with B4510, Aldington –

Dangerous junction The campaign to get Highways to change the speed limit from Offenham to Evesham from

60mph to 40mph has been successful.

5.

Weeds on pavements and kerbs – I have got agreement from WCC Highways will pay for the lengthsman to eradicate these weeds and grass that damage the fabric of the pavements and edges of the roads by applying weedkiller. However the parish council will have to pay for the training of the lengthsman to use weed-killer. I have supplied the Parish Council with the training information from Pershore College.

Other issues:

1.

Schools – I attended the public consultation at

Honeybourne First School on 29 th June and urged all schools in the Pyramid (First, Middle & High) to work together to find a way forward to transferring to the 2-tier school system and long term sustainability.

Cllr Lasota reported that there were 2 enforcement planning orders in the Parish:- one on the building plot at ‘Three Ways’ and the other at the junction of Roberts

Lane and Blacksmiths Lane.

The Three W ays site to be discussed under ‘Planning’

Anti social behaviour continued to be a problem in the

Parish and at Cleeve Prior. Rooftop Housing to be approached to see if they could become involved. Next meeting with police due 16 th August 2015.

Cllr Lasota reported that the proposed large development of approximately 168 house in Cleeve Prior may not go ahead and if this was the case he asked whether South Littleton had any areas (6 -7 acres) that could be used to accommodate the houses, doctors surgery, swimming pool and Gymnasium

Councillors believed that no such area existed.

The 5 year plan was now complete although Brown field sites would continue to be considered.

Also it was reported that existing old Farm Buildings could obtain planning permission without the application going out for local review.

This proposal was agreed.

Clerk reported that he had made contact with the project manager of the company who informed that they has taken over the responsibility of the “Quarters Estate” the name that the Ministry of Justice use. Locally known as

South Meadow.

Parish meeting

The Chairman proposed that the Clerk would be the contact point for all communications between the 2 parties and that he would arrange a meeting and put all of the questions raised by the residents and the Parish

Council.

Question was raised as to whether the owners of the land before it was compulsorily purchased had any rights if the any of the land was to be sold?

Ministry of Justice

Clerk had been informed that Home * Communities

Agency had not taken over responsibility for the ‘Land’ that the Parish had been trying to acquire.

The proposal that the Parish should write to the Ministry of Justice’s solicitors and give them a deadline for an answer re the land was to be deferred until the

September meeting due to the recent news re Home &

Communities Agency.

A vote was taken as to where the defibrillator should be positioned. The majority of councillors voted for it to be placed on the village shop wall.

Open Spaces Report

Cllr Sherriff had reported that since Homes &

Communities Agency had taken over responsibility the estate was much tidier and the grass was being cut regularly.

07/15/57 Parish Council had received a complaint that some of the trees on the recreation ground were dangerous.

Play Area Health and Safety

Cllr Herborn reported that he had inspected the site and there were no issues.

Traffic Group

Clerk reported that he had written to the owners of the property on Bennetts Hill re cutting back their hedge

Cllr Lasota to approach the owner of the land at the corner of Main Street and Long Hyde Road re cutting back their trees which are covering the ‘STOP’ sign.

Defibrillator

Clerk reported that AED Locator (EU) could supply a machine on South Meadow so long as there was a power supply. This would have to come from a resident’s home.

Possibility of using the Unipart security site discussed.

Street Light energy and capital costs

Clerk reported that the working group were still to meet.

Clerk reported that the complaint received by the Parish had been dealt with by SLAGA and the Parish to the satisfaction of the complainant

A plot owner raised the question of whether a plot owner could erect a ‘poly – tunnel’

Agreed to carry forward this point to the September meeting when the clerk will have investigated the rules and conditions on the plot holder’s lease.

Toilet Facilities on The Recreation Ground

Cllr R jones to contact the Scouts committee with a view to completing this facility.

Lengthsman

Clerk informed councillors that Worcestershire County

Council was running a course for Lengthsman to enable them to use Chemicals on the public highway. C. Cllr

Adams had suggested that one Lengthsman be trained from the immediate area.

Councillor dismissed the idea as it was too expensive for the amount of spraying that was required.

PACT

Cllr D Jones reported that the next meeting was due to be held on 14 th September 2015

Co-option of New Councillors

The council was reminded that the council had 2 vacancies, and in view of the large number of residents present at the meeting the Chairman asked if anyone was interested that they should speak to the Clerk after the meeting.

34 members of the public attended, majority wished to discuss the issue of Homes and Communities Agency taking over responsibility for the South Meadow estate.

Other questions raised covered the Allotment, Speed limits, Heavy goods vehicles, trees on the Paddock and on the recreation ground and the footpath from South

Meadow up to the Unipart entrance.
