Hon’ble Director(Finance) associated with Chief General Manager(F&C), BESCOM.
The meeting commenced at 10.30 A.M. The Chief General Manager (F&C), BESCOM, welcomed
all the officers present in the meeting and reviewed Circle/Division/sub-division wise Revenue
collection for the Month of September-2014 as per Revenue Review Formats 1 to 16 generated
through M/s Infosys software as here under.

All the officers should use the official e-mail ID’s of bescom.co.in if any official
who fails to use the new mail ID’s shall be fined @ the rate of Rs.100/- per day.
CGM (F&C) directed all the subdivision officers to implement the control of Meter
Readers sheet circular accordingly. Meter reading sheet should be given compulsorily
to MRs/MFFs(GVPs) while meter reading and action to be taken based on the arrears
appearing in the sheet, disconnection to be effected and final reading noted in MR
sheet and the same is entering it in to the data base as per circular issued by D(F)
vide circular no. D(F)/CGM(F&C)/BC-27/2013-14/CYS-01 dated 4.5.2013.
DF directed all Sub-Divisional AAO’s & Senior Assistants to accompany the
MR’s to the field during morning hours and ensure 100% billing and
disconnection.
Billing Efficiency:- DF reviewed the billing efficiency of the respective
Division/subdivision wise as well as comparision of monthwise and instructed to
achieve 100% billing efficiency in every reading dates without fail.
The MR’s are authorized to disconnect the installation by removing Fuse at Meter
board for non-payment of previous month arrears is due appear in the bill at the time
of issuing the bill to the consumer. MR’s should record the Final reading of the
installation and should enter in the data base in the system on the same day without
fail.
Un-Billed/zero consumption/MNR installation:- DF has been reviewed the
above format and found that many subdivisions have unbilled/zero/MNR
installations till this date and said that it is not acceptable and to take immediate
action to achieve the 100% reading and tariffwise billing and should keep the
suitable records for ZERO consumption along with field report.
TentativeTour program to be prepared well in advance by every officer starting
from Senior Assistants to top ifficers should be mailed to their immediate officer
for information., by 5th of that month and a copy submitted to CGM(CA),
corporate office, without fail every month.
DF has given direction to all the officers to view regularly the Dash board reports &
Billing efficiency report of both N-Soft & Infosys regularly to find out the exact
status report of revenue performance of each sub divisions and Divisions.
Disconnection for nonpayment of ASD to be done 100% except Govt. installations
where they have to pursue with the department to pay at the earliest.
AAO’s/SA’s should ensure that the reading and issuing the bill to the consumer and
the data upload on the same day they should take screen shot on the same day without
fail.
AAO’s/SA’s to ensure that whether the ATP payment details are uploaded in to a data
base on the same day or not, a screen shot should be taken.
AEE’s/AAO’s/SA’s to send their tour program to corporate office on fortnightly basis
without fail.
Arrears noted in the format should be reduced by 50% of the arrears to be
recovered in Oct-2014 duly effecting 100% disconnection and the same brought
to next meeting.
Hon’ble DF reviewed the live arrears of the sub-divisions & expressed his
displeasure for heavy arrears outstanding in respect of soft category i.e., LT-2,
LT-3, LT-5 & HT and instructed sub-divisional officers to take immediate action
to collect at least 50% of the same before next month meeting.
It was instructed to initiate plan of action for disconnection of installations, where the
arrears is more than 50% of the demand and shows his dissatisfaction on MRs having
arrears outstanding, i.e., In N2 MR-42 Rs. 5 lakhs,K2 Panduranga JEE Rs. 60 lakhs,
Nanjundaiah Rs. 24 lakhs,Gaviyappa and Gangaiah JEE Rs.13 lakhs each, Pradeep S
MR Rs. 4 lakhs, In N8 Appaji JEE Rs. 18 lakhs, Deepak Rs. 15 lakhs, MR 75 Rs.5.76
lakhs,Shankaralingaiah MR-65 Rs. 11.88 lakhs, MR-60 Rs.11.64 lakhs, In N-3 MR-91
Rs.3.34 lakhs, Mr-94 Rs.8.83 lakhs, Ramakrishnaiah MR-52 Rs. 9.58 lakhs, In W-6
MR-41 Rs.5.42 lakhs, Balakrishna MR-22 Rs.4.97 lakhs arrears outstanding.
Live Arrears should be reduced by 50% in Oct-2014 duly effecting 100%
disconnection and the same brought to next meeting.
To check zero consumption installations by AEE one percent and Five percent by
AAO without fail.
