Proceedings of Monthly Revenue Recovery Review meeting of Bengaluru North Circle &
South Circle held on 25.10.2014 @ CPRI auditorium, Sadashivanagar, Bengaluru, chaired
by Hon’ble Managing Director, BESCOM.
The meeting commenced at 12.30 P.M. The Hon’ble Managing Director, BESCOM, welcomed all
the officers present in the meeting and reviewed Circle/Division/sub-division wise Revenue
collection for the Month of August-2014 as per Revenue Review Formats 1 to 16 generated
through M/s Infosys and N-Soft software as here under.

All the officers should use the official e-mail ID’s of bescom.co.in If any
official who have fails to use the new e-mail ID’s shall be fined @ the rate of
Rs.100/- per day.
All the officers shall check their mail ID’s everyday without fail. All officials
should keep their passwords confidential and all officers should operate the
RAPDRP applications independently.
Hon’ble MD randomnly asked S-6, and S-8 subdivision AAOs to know that
these two officials are using the official e-mail ID of bescom.co.in and directed
them to open your bescom mail ID s but they are unble to open their mail ID s
Then Hon’ble MD penalised a penalty of Rs. 1000 to Sri Chandrashekhar and
Rs. 500 to Rajudasappa.
Hon’ble MD directed all Sub-Divisional AAO’s & Senior Assistants to
accompany the MR’s to the field during morning hours and ensure 100% billing
and disconnection.
The CA’s/DCA’s/AO’s/AAO’s/SA’s to go along with Meter readers every month
from 1st to 15th and to ensure that the 100% of billing, disconnection/consumer
indexing/DTC wise energy Audit and afternoon they work their receptive
place/office.
The MR’s are authorized to disconnect the installation by removing Fuse at Meter
board for non-payment of previous month arrears is due at the time of meter reading
and issuing the bill to the consumer. MR’s should record the Final reading of the
installation and should enter in the data base in the system on the same day without
fail.
The sub-divisional officers shall carryout their routine works on daily basis
without keeping pending and should take safety works of DTC’s to avoid
electrical accidents.
Tour program of every officer should be mailed to their immediate officer for
information., by 5th of that month.
MD BESCOM given direction to all the officers to view regularly the Dash board
reports & Billing efficiency report of both N-Soft & Infosys regularly to find out
the exact status report of revenue performance of each sub divisions and Divisions.
Disconnection for nonpayment of ASD to be done 100% except Govt. installations
where they have to pursue with the department to pay at the earliest.
AAO’s/SA’s should ensure that the reading and issuing the bill to the consumer and
the data upload on the same day they should take sample screen shot on the same day
and the same should be send to Sri Ramdas DGM, corporate office, without fail.
AAO’s/SA’s to ensure that the ATP payment uploaded a screen shot should be taken.
AEE’s/AAO’s/SA’s to send their tour program to corporate office on fortnightly basis
without fail.
HT/LT5 bills should be billed in the system and manual bill is not allowed.
Arrears noted in the format should be reduced by 50% of the arrears to be
recovered in October-2014 duly effecting 100% disconnection and the same
brought to next meeting.
CA’s/DCA’s /AO’s /AEE’s should come along with their laptops to the meeting.
Hon’ble MD directed to the Representatives of the software to provide a three
systems with their software fully loaded with high speed data card. DCAs of the
circles shall take action in this regard.
Regarding theft cases, the MD BESCOM, instructed sub divisional officers to intimate
the cases noticed at the field and intimate directly to SP Vigilance by taking
photographs at the field. Regarding the incentives payable to the complainants it is
directed Circle SEE’s to settle the claims as and when it occurs. Such instances may be
kept confident.
MD has instructed all the officers to attend the billing complaints
within the time limit.
MD has asked Assistant Account Officers about the Tour Programme
and instructed all Assistant Account Officers and in charge Senior
Assistants to visit the field with the Meter Readers for half of the day
by rotating as per MRs and have to work in the office in the
afternoon. Assistant Account Officers have to maintain the records of
the Tour Programme and final reports shall be sent to the concerned
Deputy Controller of Accounts of circle every month and same shall
be reviewed by Director (Finance).
MD has instructed to disconnect the installations, if arrears is more
than 50 % of the demand while meter reading.
If Meter Readers are not uploading data every day, the disciplinary
action will be taken on the Assistant Account Officers and Senior
Assistants.
Managing Director, BESCOM, analyzed the long disconnected
installations sub-division wise and it was viewed seriously.
Managing Director, BESCOM, analyzed the additional security
deposits demand and collections and instructed to collect the same.
Managing Director, BESCOM, reviewed sub-division wise billing
efficiency and the billing efficiency of all sub divisions has been
increased and meanwhile insisted to issue bill LT6 & LT7
installations
regularly.
Managing Director, BESCOM, analyzed the live arrears sub division
wise and instructed all the sub-divisions to collect it as soon as
possible.
Director(Finance) analyze the Meter Reader wise arrears and
expressed his dissatisfaction on huge arrears outstanding against
these MRs. In S-11 Madappa and Basavaraju JEE having Rs. 34
lakhs and 26 lakhs arrears, In S-2 Mr-11 Rs. 9.64 lakhs , In S-1
total arrears Rs.6 crores outstanding, In S-12 Vijayakumar
MR
having Rs. 23 lakhs arrears, In S-10 Chaluvaraju, Manju having
arrears Rs. 11 lakhs each, Bharath MR Rs.10 lakhs,Raghavendra
Prasad MR-37, Rs. 10 lahks, C-7 Karan Rs.10 lakhs arrears
outstanding. And advised to AEE/AAO/Sr. Asst. to collect the
outstanding arrears and it should be Zero in next month meeting.
All Assistant Executive Engineer (Ele) and Assistant Account Officers
raised the issue that disconnection list is not updated on daily basis
in Infosys billing software. Managing Director, BESCOM and
Director (Finance), asked Infosys staff to make real time payments
updation process speedy.
It was discussed that mobile towers RTGS payments is being delayed
and as adjustment is passed, arrears is shown even though payments
is made. Managing Director, BESCOM, asked Director (Finance),
address the issue and reduce it to make payments directly in form of
receipts rather than adjustments.
Managing Director, BESCOM, asked the sub-division officers to
disconnect the power supply to hoardings without BBMP approval.
C2 sub-division Assistant Executive Engineer (Ele) brought the point
that, those bills are paid by the consumers but it’s not going to show
the result in billing efficiency and resulting decreasing in billing
efficiency. Managing Director, BESCOM, instructed DGM (F&C),
revenue to address the issue.
Managing Director, BESCOM, reviewed sub-division wise billing
efficiency and instructed N4 sub-division and C8 sub-division to
improve it and insisted to bill LT6 & LT7 installations regularly.
Discussed regarding high number of zero consumption installations
and
asked
AEE
&
AAOs
to
inspect
the
zero
consumption
installations and report the same in the next meeting.
To check zero consumption installations by AEE one percent and Five percent by
AAO without fail.
