Colonel Randy S. Taylor is the U.S. Army Forces Command (FORSCOM), Deputy Chief of Staff, G-6
(DCS, G-6) and Chief Information Officer (CIO). Forces Command is the Army’s largest organization
and its headquarters is located at Fort Bragg, North Carolina. Forces Command trains mobilizes,
deploys, sustains, transforms and reconstitutes conventional forces, numbering approximately
780,000 Soldiers and 3,500 Civilian staff members. Its mission is to provide trained and ready land
power to combatant commanders worldwide in defense of the Nation at home and abroad.
Colonel Taylor advises the FORSCOM Commander on enabling mission command with command,
control, communications and computers (C4) and Signal capabilities of the Army’s conventional
forces. This includes setting strategic direction and advising on the impact of cyber security, force
structure, equipping, and employment of network, communications, and other information technology
capabilities.
Colonel Taylor graduated from the University of Maryland in 1987, was commissioned as an Infantry
Officer and assigned to the Berlin Brigade, West Berlin, Germany. He holds a Bachelor of Science
degree in Technology and Management and Masters degrees in Telecommunications Management,
and National Security and Strategic Studies. He is a graduate of the U.S. Naval War College.
Colonel Taylor’s most recent assignment was J6 and CIO for the U.S. Southern Command. Southern
Command is responsible for providing contingency planning, operations, and security cooperation in
an area that includes 31 countries and 10 territories throughout Central America, South America, and
the Caribbean.
Previously, Colonel Taylor served as Commander of the Defense Information Systems Agency
(DISA), Continental United States, where he led DISA’s largest brigade-level field command, an
organization of joint-service military and Civilian personnel who provision, engineer, operate and
assure DoD’s enterprise infrastructure worldwide in direct support of warfighters, national-level
leaders and other mission and coalition partners across the full spectrum of global operations.
Prior to joining DISA, Colonel Taylor served as the Program Manager, Presidential Contingency
Communications, White House Military Office, the White House. Prior to that, he served as
Commander of the 112th Signal Battalion (Special Operations)(Airborne), U.S. Army Special
Operations Command, Fort Bragg, and while deployed for Operation ENDURING FREEDOM in
Afghanistan and Operation IRAQI FREEDOM in Iraq. His other operational tours include Operations
DESERT SHIELD and DESERT STORM, Operation RESTORE HOPE in Somalia, Operation
UPHOLD DEMOCRACY in Haiti, and other overseas assignments at Izmir, Turkey and Sinai, Egypt.
Among his awards, Colonel Taylor has been awarded the Defense Superior Service Medal with Oak
Leaf Cluster, the Ranger Tab, the Expert Infantryman Badge, the Senior Parachutist Badge, the Air
Assault Badge, the French Commando Badge, and the Presidential Service Badge.
