Outreach Notice U.S. Forest Service, Pacific Southwest Region Fire and Aviation Management GS-0462-08/09 Forestry Technician (Assistant Intelligence Officer) Redding, CA The Pacific Southwest Region Fire and Aviation Management staff is currently in the process of outreach to assess interest in a permanent, full-time GS-0462-08/09 Forestry Technician (Assistant Intelligence Officer) position located in Redding, CA. About the Position This position is established at the Northern Geographic Area Coordination Center (GACC) in Redding, CA. The GACC is the focal point for operational coordination of support efforts required by major and multiple disasters of all types and for support for fire and incident management for federal and state agencies within the geographic area. The incumbent serves as the assistant to the Northern California Intelligence Coordinator and provides leadership, guidance, and supervision to the Fire Intelligence Section; which compiles, interprets, disseminates, and archives fire information within the northern California Area, and networks these items to the National Coordination Center. This is a covered secondary position description under the provisions of 5USC 8336 (c) and 8412 (d). Ninety (90) days of experience as a primary/rigorous wildland firefighter or equivalent experience outside federal employment is a basic qualification requirement for this position. Knowledge Required Knowledge of fire management computer programs such as: Resource Order Status System (ROSS) the National Fire Danger Rating System (NFDRS); National Incident Management System (NIMS); Incident Command System (ICS); National Interagency Fire Qualification System; wildland fire analysis documentation and Decision Support System (WFDSS); computer operations for data entry, storage and retrieval; and weather reporting programs to use and maintain these systems. Practical knowledge of wildland fire gained from fireline firefighting experience or participating on-the-ground in prescribed fire operations. Knowledge of and experience in firefighting techniques and practices, use of equipment and other resources used for wildland fire management, including support needs, communications, and safety precautions sufficient to (1) perform logistics coordination functions for a variety of agencies with varying internal procedures, and (2) devise alternative dispatch procedures to supplement preplanned guides to meet the needs of the fire management / prescribed fire organizations during fire occurrence periods. Knowledge of firefighting organizations, terminology, techniques, and resources used in wildland and prescribed fire management in order to work close with dispatching and fire management fire staff and prepare written and verbal briefings. Knowledge of organizational structures and procedures of federal agencies, state agencies, and cooperators for specific policies and laws effecting and determining cooperative fire management agreements. Knowledge of policies and regulations of different Federal and State agencies pertaining to aircraft use, certification and maintenance, pilot qualifications and certifications, duty limitations, and aircraft and pilot approvals and carding. Understanding of fire and aviation weather technology, weather effect on various fuel types, potential risks as an ignition source, and specific knowledge of weather as it influences fire behavior relative to fire suppression and planned/prescription fire activities. Knowledge of other agency policies and emergency procedures, including search and rescue, natural disasters, and fire trespass incidents; and addressing communications, contracting, procurement, and safety considerations. Understanding of various agencies land resource management plans sufficient to ensure that programs and operations are consistent with accepted policies and procedures. Ability to cooperate with and deal effectively with associates, supervisors in other fields, and leaders or organizations in the Incident Management System. Ability to communicate effectively, both orally and in writing, as well as possessing a working knowledge of terminology used by the agencies. It provides service for the Northern District of the Bureau of Land Management within California, six National Park Units of the Pacific West Region, and numerous wildlife refuges (FWS), and tribal holdings (BIA). North Ops provides support for 16 Northern California emergency command centers (ECC’s) when additional assistance is requested. The Pacific Southwest Region of the USDA Forest Service manages National Forest lands in California and assists the State and Private forest landowners in California, Hawaii and the U.S. Affiliated Pacific Islands. The Pacific Southwest Region is commonly referred to as Region 5 (R5). The R5, Pacific Southwest Region is comprised of 18 National Forests with a combined size of over 20 million acres, or approximately one-fifth of California's land base.
