How to Submit Proposals
Deadline: Proposals must be submitted through Community Moodle by close of business on October 15,
2014. Please contact John Duplantis (jdupl12@lsu.edu) for a link to the Moodle site as well as a
password when ready to submit proposals.
Eligibility
Only proposals comprised under Objectives 1.5 and 1.6 of the Student Technology Fee Plan are eligible
for submission. Proposals will only be entertained from academic departments, colleges and schools, and
academic and student service units (individuals may not apply). There is additional information on the
Evaluation Criteria for discipline-specific projects.
Proposals addressing Objectives 1.5 and 1.6 must be submitted through Community Moodle, for referral
to the Committee, through deans (in the case of academic departments) and through all administrative
channels up to and including the level of Vice Chancellor for other units. They must be ranked in numeric
order by the appropriate Dean/Vice Chancellor. Please allow sufficient time in submitting proposals for
proper routing.
Note: All projects comprised under Objectives 1.1, 1.2, 1.3, 1.4 and Strategic Goal 2 of the Plan
will be initiated by the Student Technology Fee Oversight Committee. Formal proposals from the
departments and units related to these objectives will not be considered by the Committee. The
Technology Fee Oversight Committee, however, encourages deans and department chairs/heads
who would consider converting "proprietary" computer labs into full public access facilities with
support from Student Technology Fee funds to initiate discussions with the Chief Information
Officer, who will in turn bring their proposals, if they are deemed feasible, to the Student
Technology Fee Oversight Committee.

Format
Each proposal must include all of the following six sections in this order:
Title Page*: Use the Title Page Form under “Submit Proposals”.
Checklist*: Use the Checklist Form under “Submit Proposals”.
Table of Contents: Include a one-page table of contents.
Abstract (no more than 2 pages): The abstract should clearly address the Evaluation Criteria
found under “Submit Proposals” and mention the problem or need being addressed, the proposed
activities, and the intended outcomes.
5. Narrative: Although a standard outline is not required, in a narrative of no more than three
double-spaced pages, printed in no less than 10 point font, address the selection criteria and the
issues discussed in the Student Technology Fee Plan.
6. Budget*: Use the Budget Form under “Submit Proposals” to present a complete budget summary
for the project. Please provide a narrative justification for this budget of no more than two double
spaced pages, printed in no less than a 10 point font. In this justification please provide detail
description of any and other sources of funding, leveraging opportunities or other resources that
will be available for this project.

Routing

Notification of Award
 Award notifications will be made in early December, 2014.
 Because these funds are being made available from restricted student fees, the Student
Technology Fee Oversight Committee will require acceptance of specific terms to be enumerated
in the award/agreement letter, which will be sent to the Principal Implementer directly following
approval award notification.
Additional Considerations
 Authors of multi-year projects are encouraged to submit proposals in such format that each year's
allocations provide a discreet, autonomous improvement.
 Departments and colleges are encouraged to work together and submit interdisciplinary projects
that benefit multiple departments and colleges.
 The STF encourages proposals that emphasize investments in areas in-line with developing a
broader vision for the use of technology at LSU. Possible attributes of such encouraged
proposals would:
o Have broad impact
o Be innovative or incorporate innovative technologies
o Facilitate the use of the network and the web to deliver instructional
materials and/or to provide access to software, simulations and related
tools
o Represent collaboration across departments/colleges that would provide
shared resources available to students in multiple disciplines and
departments/colleges
o Address needs that are in-line with the vision being developed as part of
a department/college IT strategy, the Flagship 2020 Agenda and/or the
Flagship IT strategy 2020 (http://itsweb.lsu.edu/CIO/FITS/item1982.html)
o Be well-written in terms of clarity and conveyance of the potential
benefits to students or the overall image of the University.
