Job Title: Lead Behavior Consultant
Employment Status: 1.0 FTE, Exempt
Program/Department: Partners for Independence

Annual Salary: $33,150
Purpose and Qualifications for Job:
Jewish Family & Child Service’s mission is to improve the lives of adults, families and children in the
Portland area communities. The Lead Behavior Consultant will conduct Functional Assessments (FA),
develop Behavior Support Plans (BSP), and oversee the implementation of these plans for adults and
minors with developmental disabilities. Expand and structure Behavioral Consultation supports and
Independent Living Skills Assessments (ILSA) for Partners clients.
Required Knowledge, Skills and Abilities:
1. Must meet the minimum requirements established by the State of Oregon OAR 411-340-0170,
including but not limited to:
a. Ability to pass a criminal history check conducted by the Department of Human Services;
b. Access to a reliable vehicle, maintain valid auto insurance with full coverage, and have an
acceptable driving record;
c. Maintain current First Aid and CPR certificate (can be obtained after employment).
2. A bachelor's degree in special education, psychology, speech and communication, occupational
therapy, recreation, art or music therapy, or a behavioral science field and at least one year of
experience with individuals who present maladaptive, difficult or dangerous behavioral excesses and
deficits; or
3. Three years’ experience with individuals who present maladaptive, difficult or dangerous behavioral
excesses and deficits, and at least one year of this experience must include providing the services of
a behavior consultant.
4. Two days of training in the Oregon Intervention Services Behavior Intervention System with a current
certificate (can be obtained after employment).

Job Responsibilities:
1. Assist in furthering the mission of JFCS by: Adhering to organizational policies and procedures and
state guidelines and administrative rules.
2. Maintain professional and ethical competency by: Adhering to the NASW Code of Ethics including
maintaining client confidentiality.
3. Duties:
A) Provide direct service to clients under Behavioral Consultation service category.
 Observe where the client lives, works, goes to school, or engages in social/recreational activities as
per the client’s contracted service goal. Seek input from caregivers and other professionals, where
appropriate, in developing the intervention plan

Complete an FA of problem behavior to determine the origin and function of the behavior.
Develop a BSP based on this analysis that addresses the factors in the client’s physical and social
environments that contribute to the problem, and aims to change those factors. BSP should include
replacement behaviors, preventative measures, and ways the client’s support team contributes.
 Train providers and other support team members to implement the intervention plan; observing
and providing feedback. Share data and collaborate with other professionals as needed.
 Evaluate the client’s progress and modifying the plan as needed to ensure its continued
effectiveness, based on direct observational data.
B) Expand and structure Behavioral Consultation supports and independent living skills assessments.
 Develop and update report templates, forms, and procedures for behavior services in order to best
address the needs of Partners clients and their support team.
 Develop and update comprehensive report templates, forms, and procedures ILSAs. Collaborate
with Program Director and Brokerage staff as needed to create a structured program in this service
category.
 Train Partners Skills Trainers in procedures for ILSAs, and update training as needed. Oversee and
approve all completed Assessment reports.
 Oversee and approve completed FAs and BSPs from additional Behavior Consultants as needed.
Attend BSP presentations to clients and their support team as Agency representative.
C) Participate in staff training and program development
 Collaborate with Program Director to assist in providing core competency and procedural training
for new Partners for Independence staff. Participate in development and execution of updated
training topics as needed.
 Assist Program Director in tasks related to program management, structure, and development.
o Update training materials for staff
o Assist in preparing for licensure renewal and maintaining compliance
o Assist in updating client information for new contracts and contract renewals, updating
caseload hours based on contracts
o Assist Program Director in creating master coverage assignments for clients & skills trainers
D) Provide coverage for primary duties of Partners Program Director when Director is scheduled out of
the JFCS office.
4. Assure quality:
 Follow organizational policy and legal requirements, reporting statistical information in a timely
manner, communicating customer and program needs to supervisor and others involved with
customer care.
 Complete administrative and documentation requirements for Agency billing and reporting as
stated in program policy & procedure manual.
 Participate in Quality Improvement efforts on both individual and program levels.
 Participate in regular supervision with supervisor and consultations with colleagues.
 Expectation of billable hours: Minimum monthly billable hours will be developed by Program
Director based on caseload assignment and program metrics.
5. Other duties as assigned.
Working Conditions:
 Most work is conducted in the community and as such requires occasional walking, standing, driving,
and/or use of public transportation.
 Some work is conducted in an office environment with moderate phone use. Position requires sitting at
a desk for up to 8 hours a day with minimal movement throughout the office.

Ability to utilize personal vehicle for home visits and other work conducted in the community
Extensive use of computer, video terminal, and keyboarding; use of hands for repetitive grasping,
pushing and pulling, fine manipulation
Will occasionally bend, squat, climb
Work is light in nature, lifting maximum of 30 lbs
Occasional lifting and/or carrying of objects weighing up to 20 lbs
Building and office are wheelchair accessible
