Title: Position Number: Classification: Division: Branch: Reports to: Regulatory Compliance and Reporting Officer 6567 ActewAGL Level 4 Zone B Asset Management Technical Regulation & Standards Senior Regulation Manager - Networks POSITION OVERVIEW The primary purpose of this role is to support the technical regulatory process to ensure that the business is compliant with technical regulation and reporting requirements, and is proactive at addressing technical regulatory issues and opportunities. The Regulatory Compliance and Reporting Officer will act as regulatory liaison, and assist with regulatory assessments, reporting and submissions that relate to technical and some economic regulation e.g. National Energy Customer Framework (NECF), preparation for submission of ActewAGL’s regulatory determination, network tariff reviews, network access regime etc. The Regulatory Compliance and Reporting Officer will take a lead role within the Technical and Regulatory Standards Branch in specialist projects such as the implementation of the Legal Compliance Framework (CMO) and the National Energy Customer Framework (NECF) processes within the AMNS Division. While the Regulatory Compliance and Reporting Officer role has no specific requirements of specialisation, the Branch must keep a comprehensive capability in all areas of regulation, and individuals within the branch are expected to lead dealings with any particular regulator (or regulatory topic) as required by the Branch Manager. This will include mapping key processes to legislation and populating ActewAGL Distribution legal compliance software (CMO application) Assist the Divisional Compliance Officer with the implementation of the National Energy Customer Framework (NECF) processes within the AMNS Division. Report breaches of NECF legislation to the Australian Energy Regulator (AER) where required Assist the business with follow up actions and business improvement opportunities arising from conditions imposed on ActewAGL Distribution by the AER in relation to NECF breaches Conduct regular reviews of Legislation, and monitor changes Assess the impacts on changes to technical regulation on business policies, standards and practices and ensure changes are made to ensure ActewAGL Distribution achieves its stated strategy on compliance Review network tariffs and loss factors Positively influence technical regulation to obtain favourable outcomes for ActewAGL Distribution, through regulatory submissions and lobbying, and engaging with regulators Provide data and analysis for economic regulation Relationships / communications Develop key external interfaces and relationships (economic regulators, government, customers, energy market managers, and others) to ensure maximum support for the regulatory framework and policies Foster and maintain key internal relationships (Asset Management and Network Services, Legal and Secretariat, Regulatory Affairs and Pricing, and other business areas) to ensure optimal compliance with and adherence to regulatory frameworks and policies Other Keep colleagues, supervisors and stakeholders informed on matters that may impact compliance performance and seek to resolve issues before they escalate Other duties as required KEY PERFORMANCE INDICATORS Legal Compliance Framework Compliance within AMNS Division Delivery of regulatory reports to internal stakeholders / authorities Submission of regulatory reports to external stakeholders / authorities Electricity Rules Compliance Energy Retail Law Compliance Responsiveness to regulatory enquiries QUALIFICATIONS/EXPERIENCE Demonstrated management experience in dealing with the AER as well as jurisdictional technical regulators Demonstrated experience in conducting regulatory reviews and reporting MANAGEMENT COMPETENCIES The position holder should also have the following management competencies: Expertise & Professionalism Competency Exhibits Expert Knowledge Communicates clearly Effective Communication Listens, understands and adapts Achieves Results Possesses and applies professional expertise Displays resilience Personal Drive & Integrity Displays selfawareness and is committed to personal development Expected level of Competency Possesses a professional body of knowledge in commercial and financial practices, how the organisation is structured and operates.
