Position Description Title: Senior Regulatory Compliance Officer Position Number: 6348 Classification: ActewAGL Level 5 Zone A Division: Network Asset Management Branch: Technical Regulation & Standards Reports to: Branch Manager Technical Regulation & Standards POSITION OVERVIEW The primary purpose of this role is to lead the technical regulatory process to ensure that the business is compliant with all technical regulation and reporting requirements, and is proactive at addressing technical regulatory issues and opportunities. This role is expected to undertake planning and progress reporting through a range of regulatory interactions including technical rules developments, price determinations and resets and service level assessments. Key to this role is the development and maintenance of effective relationships with Regulatory Compliance and Reporting Officers, standards experts, regulatory authorities, and other stakeholders within the business that will be impacted by changes to technical regulation. Branch Structure Branch Manager Technical Regulation & Standards Senior Regulatory Compliance Officer Regulatory Compliance and Reporting Officer Regulatory Compliance and Reporting Officer Senior Standards Engineer ROLE DIMENSIONS Capital Budget Not applicable Operating Budget Not applicable Standards Engineer Technical Officer / Standards Engineer Technical Officer / Standards Engineer Staff – Direct Report 0 Staff – Indirect Reports 0 Revenue Budget Not applicable DUTIES & RESPONSIBILITIES Technical Conduct regular reviews of Legislation, and monitor changes (note: this role is shared with corporate regulatory resources) Develop a technical regulations calendar and schedule, showing relevant regulatory changes and/or periodic review of existing legislation / regulations – and use this to manage workload, resourcing, and liaison with relevant technical experts across ActewAGL. Lead assessments of the impacts on changes to technical regulation on business policies, standards and practices and make recommendations to the Branch and General Managers regarding ActewAGL’s strategy / position as required Closely monitor regulatory requirements in instances where a single topic is addressed by multiple regulators, and identify and manage any conflicts or circumstances where the approach of different regulators must be aligned Represent the business during electricity regulatory forums (as required) Lead annual reviews of network tariffs and loss factors Manage the process for regulatory code development and compliance performance reporting on all matters with regards to Network Connection Agreement – Transgrid, National Customer Framework (NECF) Legislation and National Gas Rules Manage the development and implementation of regulatory policy and strategy Positively influence technical regulation to obtain favourable outcomes for ActewAGL, where possible through regulatory submissions and lobbying, and engaging with regulators Lead data provision and analysis for economic regulation, and work closely with corporate resources on reporting, or throughout the determination process Relationships / Communications Lead the management of key external interfaces and relationships (economic regulators, government, customers, energy market managers, and others) to ensure maximum support for the regulatory framework and policies Keep colleagues, supervisors and stakeholders informed on matters that may impact compliance performance and seek to resolve issues before they escalate Act as the primary interface with Corporate Compliance regulatory and legal groups Team Management Plan and delegate tasks to the Regulatory Compliance and Reporting Officers and see to the completion of these tasks Motivate, mentor, encourage and support other team members Other duties as required KEY PERFORMANCE INDICATORS Delivery of regulatory reports to internal stakeholders / authorities as per regulatory plan Delivery of team monthly plan / schedule Electricity Rules Compliance Responsiveness to regulatory enquiries Satisfaction of team members Detailed definitions of these KPIs can be found in the corresponding Measure Definition Document (MDD).
