JOB PURPOSE: To manage the delivery of consistent and high quality services ensuring their continuing relevance to all stakeholders. The purpose of this post is to manage a defined group of partnership staff and resources on behalf of Signpost Recovery in the context of working in partnership with the three Forth Valley Local Authorities, the local Alcohol and Drug Partnerships, Police Scotland and NHS Forth Valley and, to co-ordinate and implement the strategic direction of substance misuse services in response to local concerns whilst recognising the national landscape. To manage a defined group of robust, accessible, responsive and partnership service’s aimed at helping people with problem drug and alcohol use to access care and treatment packages to support person centred care conducive with a recovery orientated system of care. 3. OUTLINE OF JOB PURPOSE: Manage a defined group of operational and administrative staff, ensuring all development and training needs are addressed. Monitor and maintain care standards in conjunction with the required service and patient outcomes. Maintain responsibility for all health and safety, security and confidentiality issues for your sphere of operations in line with the relevant legislation. Maintain liaison and links with strategic and operational partners, manage budgets and liaise with and report to the Senior Manager, Signpost Recovery at agreed intervals. 4. KEY DUTIES AND RESPONSIBILITIES Service Delivery Maintain the continuing relevance of services to individuals’ needs and purchaser requirements by ongoing planning, monitoring and evaluation. Where a need or an opportunity is identified, assist in the development of new services. Maximise stakeholder involvement in service and business planning. Ensure that equality of opportunity is promoted and reflected in all aspects of service provision in such a way that it reduces the discrimination that people with substance misuse issues in the criminal justice system face. To assist in the development of best practice designed to reduce offending and thereby protect the public. Quality Assurance Ensure agreed standards of service delivery in compliance with relevant legislation, National Quality Principles and Service Commissioner/Commissioning requirements. Develop, promote and monitor quality assurance systems appropriate to the needs of the individual/Service and organisational requirements. Ensure compliance with the Scottish Social Services Council Code of Practice. Ensure that stakeholder processes are managed and reported on appropriately. Staff Management Be responsible for and ensure the appropriate support, supervision and appraisal of a range of staff including Social Work qualified staff. Develop, monitor and evaluate staff communication and support systems. Develop, monitor and implement supervision and appraisal systems for staff. Ensure that all Signpost Recovery and relevant partner policies and procedures are adhered to. Recruit, develop and ensure the provision of a relevant induction for staff whilst ensuring continuing learning opportunities. Financial Management/Administration Ensure that records are kept up-to-date and take account of relevant legislation and individuals requirements. Ensure that service records are audited to ensure compliance with organisational requirements Maintain the economic viability of the Service by operating within agreed budgetary requirements. Record information in line with the organisation’s Confidentiality Policy and the Data Protection Act. Monitor, develop and review financial systems that take account of organisational, individual and legislative requirements Assist in the development and negotiation of service budgets. Health & Safety and Property Management Ensure a healthy and safe environment by implementing and monitoring systems that take account of relevant legislation and organisational policies and procedures. Develop and monitor all domestic, maintenance, medication and recording systems in line with both Signpost Recovery and partner agencies organisational policies. Monitor, review and ensure implementation of risk assessment and management strategies within the service. Learning and Development Maintain, promote and ensure within the service an awareness of current developments in practice and legislation. Participate in relevant internal and external training, identify own, individual and team training and development needs. Ensure that staff receive appropriate training to meet individuals and service needs. Actively participate in and be committed to the supervision and appraisal processes in line with organisational policy. Maintain own recognised and required qualifications. Other Requirements Organise your working time to maximise the efficiency of the Service. Undertake on-call, weekend and rota-working as required. Undertake any other tasks as may be reasonably requested. Undertake registration with the SSSC within the timescale required, where relevant, and maintain this. Where required, deputise for the Senior Manager, Signpost Recovery. 5. COMMUNICATIONS AND WORKING RELATIONSHIPS Promote the aims of the Service(s) and Signpost Recovery. Represent Signpost Recovery at a local level and build positive links with all relevant stakeholders. Develop and maintain effective communication systems between all stakeholders in your sphere of operations. Provide monitoring reports to the relevant partner agencies and key stakeholders. 6. KNOWLEDGE, TRAINING AND EXPERIENCE Completion of Training as a qualified Social Worker with a currently valid registration with the SSSC. Relevant and appropriate degree or equivalent is essential. Experience of working in, and an ability to demonstrate knowledge in the field of substance misuse and in particular shared care and GP Prescribing of Opiate Replacement Therapy. Knowledge/experience of the Criminal Justice System and routes into offending from substance misuse. Evidence of Continuing Professional Development, including a proven record of innovation and practice development. Knowledge of the Department of Health (2007) “UK Guidelines on Clinical Management”, Scottish Government (2008) “The Road to Recovery” and the Scottish Government (2011) “Quality of Alcohol Treatment Services” documents. A mature, responsible, empathic outlook on social care delivery which respects clients’ dignity and human rights. Excellent interpersonal, communication, organisational and people management skills. Proven track record in managing and motivating staff. Previous experience of service development and promotion. Previous experience of working in multi-agency and partnership settings. Good understanding of the specific socio-economic issues in relation to the three Local Authority areas, namely Clackmannanshire, Falkirk and Stirling. A current full driving licence is desirable.
